POLICY INITIATIVES / DECISIONS TAKEN<br />
q Electricity Act 2003 has been enacted.<br />
It is a comprehensive legislation replacing<br />
Electricity Act 1910, Electricity Supply Act<br />
1948 and Electricity Regulatory Commission<br />
Act 1998. The aim is to push the sector<br />
onto a trajectory <strong>of</strong> sound commercial growth<br />
and to enable the States and the Centre to<br />
move in harmony and coordination.<br />
q Accelerated Electrification Programme for<br />
One Lakh villages and One Crore rural<br />
households launched. The scheme outlay<br />
<strong>of</strong> Rs. 6,000 cr. comprises grant<br />
component <strong>of</strong> Rs. 2,400 cr.<br />
• Integrates the existing schemes <strong>of</strong> Kutir<br />
Jyoti, AREP and RE component <strong>of</strong> PMGY.<br />
Implementation within two years through<br />
conventional grid connection / standalone<br />
distributed generation scheme.<br />
Rural Electricity Supply Technology<br />
(REST) Mission with emphasis on<br />
decentralized distributed generation for<br />
electrification <strong>of</strong> rural areas would monitor<br />
the implementation <strong>of</strong> the schemes under<br />
Accelerated Electrification programme. In<br />
addition REST Mission is also delegated<br />
to institutionalize an enabling framework<br />
for operation <strong>of</strong> the schemes along with a<br />
long term technology development &<br />
research.<br />
q 50,000 MW Hydro initiative<br />
Identified 162 projects spread across<br />
16 States with aggregate capacity <strong>of</strong><br />
50,560 MW.<br />
Feasibility reports have been received for<br />
132 schemes <strong>of</strong> 37,378 MW and finalized<br />
for 103 schemes <strong>of</strong> 31,150 MW during<br />
the year.<br />
GENERATION PERFORMANCE<br />
# Generation during 2003-04 over the previous<br />
year improved from 531 BU to 558 BU<br />
Overall growth rate <strong>of</strong> + 5% recorded while<br />
performance in Central Sector station<br />
improved by + 6.5%.<br />
Overall PLF <strong>of</strong> generating stations<br />
improved from 72.2% to 72.7% while in<br />

FRESH CAPACITY ADDITION<br />
# 3952 MW <strong>of</strong> fresh capacity added during the<br />
year 2003-04<br />
2003-04, the Hydro year with record highest<br />
hydro capacity addition <strong>of</strong> 2,590 MW.<br />
All six units, 250 MW each <strong>of</strong> Nathpa<br />
Jhakri HEP commissioned during the year<br />
within six months, which is an<br />
unprecedented achievement.<br />
