units <strong>of</strong> 500 MW at Singrauli, Korba, Ramagundam<br />

Farakka, Vindhyachal, Rihand, Talcher-Kaniha and<br />

Simhadri, 6 units <strong>of</strong> 110 MW at Tanda and Talcher,<br />

4 units <strong>of</strong> 60 MW at Talcher and 22 Gas Turbines<br />

and 10 Steam Turbines at Anta, Auraiya, Kawas,<br />

Dadri, Gandhar, Kayamkulam & Faridabad<br />

combined cycle power plants.<br />

The generation performance <strong>of</strong> NTPC Stations<br />

has consistently been at high level. The gross<br />

generation from NTPC stations during the<br />

year 2003-04 has been 149161 MUs as against<br />

140868 MUs generated during the same<br />

period last year. NTPC achieved ever-highest<br />

PLF <strong>of</strong> 84.4% since inception.<br />

Station Managed by NTPC<br />

Badarpur Thermal <strong>Power</strong> Station (BTPS),<br />

Delhi (705 MW)<br />

Badarpur Thermal <strong>Power</strong> Station (BTPS), Delhi<br />

(705MW) owned by GOI is being managed by<br />

NTPC since 1st April 1978. 100% power from<br />

this station is supplied to DVB now being called<br />

Delhi <strong>Power</strong> Supply Company Ltd. (DPSCL).<br />

During the year 2003-04, the station generated<br />

5429 MUs at a PLF <strong>of</strong> 87.70% against 5280<br />

MUs at a PLF <strong>of</strong> 85.5 % during the same period<br />

last year.<br />

OUTSTANDING DUES OF NTPC<br />

The billing for the financial year 2003-04 were<br />

Rs.20382.29 crore with realisation <strong>of</strong> Rs.21394.82<br />

crore i.e. 105%. Thus the total outstanding dues<br />

<strong>of</strong> Rs. 25233.44 crores as on 31.03.2003 were<br />

reduced to Rs.3583.39 crores at the end <strong>of</strong><br />

financial year 2003-04.<br />

Consequent upon the implementation <strong>of</strong> Scheme<br />

for One-Time Settlement <strong>of</strong> SEBs dues the states<br />

were required to take following actions:<br />

(i) Give acceptance to the Scheme by signing<br />

the Tripartite Agreement between States,<br />

Reserve Bank <strong>of</strong> India and Government <strong>of</strong><br />

India.<br />

(ii) Issue bonds against dues as on 30.9.2001<br />

including 40% <strong>of</strong> surcharge.<br />

(iii) Open/enhance the LC equal to 105% <strong>of</strong><br />

average monthly billing <strong>of</strong> the past 12 months<br />

and maintain in future for payment <strong>of</strong> current<br />

monthly bills <strong>of</strong> the CPSUs.<br />

(iv) Make full payment <strong>of</strong> current monthly bills<br />

from 1.10.2001 onwards.<br />

NTPC has received bonds <strong>of</strong> Rs.15788.396 crore<br />

from 20 States who have arrears payable to<br />

NTPC as on 30.9.2001. Although Govt. <strong>of</strong><br />

Jharkhand has signed the TPA but they are yet<br />

to issue the bonds. With issuance <strong>of</strong> above<br />

bonds, the major portion <strong>of</strong> outstanding dues as<br />

on 30.9.2001 have been settled with various<br />

States. However, in case <strong>of</strong> Madhya Pradesh,<br />

Chhattisgarh, Bihar and Jharkhand, the final<br />

division <strong>of</strong> liability <strong>of</strong> undivided MPEB and<br />

BSEB for the period before the bifurcation<br />

are coming in the way <strong>of</strong> settling <strong>of</strong> dues.<br />

Therefore, the following outstanding dues <strong>of</strong><br />

respective SEBs as on 30.9.2001 are yet to be<br />

securitised:<br />

As the Union Territory Govts were not authorised<br />

to issue the bonds, an alternative payment<br />

mechanism was formulated under the One Time<br />

Settlement Scheme to convert the outstanding<br />

dues <strong>of</strong> union territories in the form <strong>of</strong> long term<br />

advances. The Bipartite Agreement in this<br />

regard was sent to all the union territories<br />

including the Govt. <strong>of</strong> NCT, Delhi in May,2003.<br />

The Bipartite Agreement has been signed<br />

by D&D, D&N and Govt. <strong>of</strong> NCT, Delhi. Other<br />

Union Territories are being persuaded to sign<br />

the Bipartite Agreement.<br />

Consequent to the signing <strong>of</strong> BPA, the<br />

outstanding dues <strong>of</strong> Rs.1060.29 crores payable<br />

by DVB to NTPC, as on 30.9.2001 have been<br />

securitised on 17.2.2004 and converted into long<br />

term advances. However, the outstanding<br />

dues <strong>of</strong> DESU period amounting to<br />

Rs.1310.83 crores are yet to be securitised.<br />

The outstanding dues payable by DVC as on<br />

30.09.2001 amounting to Rs.343.79 Crores have<br />

been liquidated during the financial year by cash<br />

payment.<br />

The opening and maintaining <strong>of</strong> LC has<br />

significantly improved the realisation <strong>of</strong> current<br />

monthly bills w.e.f. July, 2002. The realisation<br />

<strong>of</strong> monthly bills from July, 2002 to March, 2003<br />

was 98.5% which has further improved from April,<br />

2003 onward. The realisation <strong>of</strong> monthly bills<br />

from April, 2003 to March, 2004 was 100%.<br />

Further, some <strong>of</strong> the SEBs have also cleared<br />
