and coordinate HRD programs in the<br />
frontier areas <strong>of</strong> <strong>Power</strong> Management.<br />
To develop R&D programs relevant to the<br />
needs <strong>of</strong> CEA and in areas defined in<br />
the appendix to the MoU (subject to need<br />
based revision)<br />
To initiate and develop HRD programs<br />
relevant to the needs <strong>of</strong> CEA and to<br />
coordinate courses for any batch <strong>of</strong><br />
students from the CEA.<br />
Under the program, a number <strong>of</strong> topics for<br />
research have been forwarded to IIT, Delhi along<br />
with names <strong>of</strong> CEA <strong>of</strong>ficer (s) for each <strong>of</strong> the<br />
topics, to carryout R&D work in association with<br />
the faculty <strong>of</strong> IIT, Delhi. Methodology for carrying<br />
out research work is being formulated. A number<br />
<strong>of</strong> <strong>of</strong>ficers are pursuing M.Tech and PhD courses<br />
at IIT, Delhi under the program, which will give<br />
long term benefits to the <strong>Power</strong> Sector.<br />
3. Preparation <strong>of</strong> Data Base<br />
The data/information regarding R&D work in<br />
power sector being carried out by various<br />
agencies/ organizations in Private and Govt.<br />
Sectors was obtained and compiled in the<br />
form <strong>of</strong> a Directory. The same is available<br />
on CEA website. The directory has been<br />
updated based on the revised information<br />
obtained from the Research organizations.<br />
50,000 MW HYDRO-ELECTRIC INITIATIVE<br />
To give necessary fillip for development <strong>of</strong> hydro<br />
sector, Central Electricity Authority in the year<br />
2001-2002 completed Ranking Study to determine<br />
the inter-se priority <strong>of</strong> balance hydro electric<br />
schemes for taking up their development in<br />
appropriate sequence. The schemes considered<br />
attractive in the Ranking Study have now been<br />
taken up for preparation <strong>of</strong> Preliminary Feasibility<br />
Reports (PFRs).<br />
The 50,000 MW Hydro-electric Initiative was<br />
launched by Hon’ble Prime Minister on<br />
24.05.2003 which covers preparation <strong>of</strong> PFRs<br />
for 162 hydro-electric projects spreading in<br />
16 states with aggregate capacity <strong>of</strong> over<br />
50,560 MW. The studies are targeted to be<br />
completed by September, 2004 for all these<br />
projects. National Hydro-Electric <strong>Power</strong><br />
Corporation, WAPCOS, North-eastern Electric<br />
<strong>Power</strong> Corporation, Satluj Jal Vidyut Nigam and<br />
number <strong>of</strong> State <strong>Power</strong> Utilities have been<br />
associated to complete these feasibility studies.<br />
These feasibility studies are being coordinated,<br />
monitored and appraised by the Central<br />
Electricity Authority.<br />
The initiative has evoked interest in the country<br />
as also in the international community with regard<br />
to enormous potential opportunities to the<br />
equipment suppliers, construction agencies,<br />
financers and prospective independent power<br />
producers. Methodology and responsibility <strong>of</strong><br />
various Organisations in respect <strong>of</strong> preparation<br />
<strong>of</strong> PFRs are well defined. Consultants are<br />
responsible for preparation <strong>of</strong> PFRs. Vetting/<br />
review <strong>of</strong> water availability would be responsibility<br />
<strong>of</strong> CWC. Similarly, vetting/review <strong>of</strong> conceptual<br />
planning, power potential studies and sizing <strong>of</strong><br />
power plant, power evacuation system would be<br />
responsibility <strong>of</strong> CEA. Vetting <strong>of</strong> preliminary<br />
layout shall be responsibility <strong>of</strong> CEA/ CWC.<br />
Till 31st March 2004, 112 draft PFRs with<br />
installation capacity totaling to about 33,718 MW<br />
(tentative) which include 63 final PFRs (17,754<br />
MW) have been submitted by the Consultants.<br />
The draft PFRs are being vetted by CEA/CWC<br />
at various levels. Remaining PFRs <strong>of</strong> Hydro<br />
Electric Projects are targeted to be completed<br />
by September 2004.<br />
The PFRs will provide useful information to<br />
prospective developers for taking up detailed<br />
Survey & Investigation and DPR formulation and<br />
facilitate the accelerated development <strong>of</strong> balance<br />
Hydro Electric Potential in the country.<br />
As a follow up <strong>of</strong> preparation <strong>of</strong> PFRs, it is<br />
proposed to take up preparation <strong>of</strong> DPRs for<br />
attractive schemes selected from PFR schemes<br />
thereby providing a shelf <strong>of</strong> projects for execution<br />
in the near future. Out <strong>of</strong> 162 schemes <strong>of</strong> PFRs,<br />
50 schemes would be prioritized in the order <strong>of</strong><br />
their relative attractiveness for taking up <strong>of</strong><br />
detailed S&I and preparation <strong>of</strong> DPR. The<br />
aggregate capacity <strong>of</strong> these projects is likely to<br />
be <strong>of</strong> the order <strong>of</strong> about 15,000MW which could<br />
yield benefits during 11th , 12th & 13th plan period.
