Apart from the above functions CEA also<br />

projects with a view to develop in house technical<br />

know-how and also to assist the State Electricity<br />

Boards, Generating Companies & State<br />

authorities requiring such assistance . Besides<br />

this, the monitoring <strong>of</strong> fly-ash generation by coal<br />

/lignite thermal power projects is being carried<br />

out on all India basis.<br />

TECHNO ECONOMIC APPRAISAL OF POWER<br />

SCHEMES<br />

(Period 1.1.2003 to 31.3.2004)<br />

The Central Electricity Authority had been<br />

according Techno-economic Clearance/ Appraisal<br />

to generation schemes (Hydro and Thermal )<br />

and Transmission schemes etc. under the then<br />

Electricity (Supply) Act, 1948 before the<br />

enactment <strong>of</strong> the Electricity Act, 2003. CEA’s<br />

consultation u/s 44(2A) <strong>of</strong> repealed Electricity<br />

(Supply) Act, 1948 was also being conveyed to<br />

the concerned State Electricity Boards/<br />

Regulatory Commissions for captive power plants.<br />

The Electricity Act, 2003 came into force w.e.f.<br />

10th June, 2003. As per The Electricity Act,<br />

2003, concurrence <strong>of</strong> CEA is now required for<br />

only Hydro Generating Schemes. Technoeconomic<br />

Clearance <strong>of</strong> CEA to Thermal<br />

generation and Transmission schemes as well<br />

as consultation for captive power plants are not<br />

required now.<br />

During the period, Central Electricity Authority<br />

accorded TEC/TEA to 10 Nos. Generating<br />

Schemes aggregating to a capacity <strong>of</strong> 7783 MW<br />

comprising <strong>of</strong> 6 Nos. Thermal Schemes with<br />

total capacity <strong>of</strong> 3265 MW and 4 No. Hydro<br />

Schemes with total capacity <strong>of</strong> 4518 MW under<br />

the repealed Electricity (Supply) Act, 1948.<br />

Further, 6 Nos. Hydro Schemes aggregating to<br />

a capacity <strong>of</strong> 1526 MW were accorded Techno-<br />

Economic Clearance / Appraisal under the<br />

Electricity Act, 2003.<br />

Thus, during the period from 1st January 2003 to<br />

31st March, 2004, CEA accorded TEC/TEA to<br />

16 No. schemes (details as per Annex-I & II)<br />

aggregating to a capacity <strong>of</strong> 9309 MW<br />

comprising 6No. Thermal schemes aggregating<br />

to capacity <strong>of</strong> 3265 MW and 10 No. Hydro<br />

schemes aggregating to a capacity <strong>of</strong> 6044 MW.<br />

RESEARCH AND DEVELOPMENT<br />

Under the provision <strong>of</strong> Electricity Act, 2003<br />

Central Electricity Authority will function and<br />

perform such duties so as to promote research<br />

in matters affecting the generation, transmission,<br />

distribution and trading <strong>of</strong> electricity.<br />

IMPORTANT TASKS HANDLED DURING<br />

2003-2004<br />

1. Preparation <strong>of</strong> Perspective Plan for<br />

Research & Development<br />

A standing Committee on R&D for<br />

preparation <strong>of</strong> a Perspective Research and<br />

Development Plan for next 15 years was<br />

constituted by the <strong>Ministry</strong> <strong>of</strong> <strong>Power</strong> under<br />

the Chairmanship <strong>of</strong> Chairman, CEA. The<br />

report <strong>of</strong> the Committee ‘National Perspective<br />

Plan for R&D in <strong>Power</strong> Sector’ has since<br />

been submitted.<br />

2. CEA Chairs at IIT, Delhi<br />

An MoU exists between CEA and the IIT,<br />

Delhi for creation <strong>of</strong> two CEA Chair<br />

Pr<strong>of</strong>essorships, one in the Center for Energy<br />

Studies and the other in Electrical<br />

Engineering Department to fulfil following<br />

objectives concerning <strong>Power</strong> Sector.<br />

To take part in the academic programs<br />

<strong>of</strong> IIT, Delhi, as full time pr<strong>of</strong>essors/<br />
