In order to bring improvement in the general<br />
awareness, Workshops were organized at different<br />
locations in which approx. 220 Gr.A and Gr. B<br />
employees were trained in the spheres <strong>of</strong><br />
Conduct Rules, Disciplinary proceedings, Service<br />
Regulations and role <strong>of</strong> Vigilance Deptt. The<br />
Vigilance awareness week-03 was celebrated in<br />
the first week <strong>of</strong> Nov.03 with pride and joy.<br />
Colourful and educative programme were organized<br />
in all the field formations <strong>of</strong> the Corporation. More<br />
and more school children were involved in all<br />
such programmes. A Prabhat-Pheri taken out by<br />
the students <strong>of</strong> DVC School at BTPS was the<br />
highlight <strong>of</strong> this week.<br />
Like Previous year, Vigilance Deptt. also<br />
published the IVth issue <strong>of</strong> its in-house journal<br />
“Chetna” containing articles on the various facts<br />
<strong>of</strong> Vigilance administration.<br />
In the area <strong>of</strong> punitive-vigilance too, considerable<br />
efforts were made. Minor Penalty proceedings were<br />
initiated against 17 employees while major penalty<br />
proceedings were initiated against 6 employees.<br />
Major penalty was imposed upon 4 employees<br />
while Minor Penalty was imposed upon 12<br />
employees. 1 employee was also exonerated<br />
after conclusion <strong>of</strong> disciplinary proceedings.<br />
The efforts to make inspections result oriented<br />
also yielded results. A substantial amount could<br />
be realized after detection <strong>of</strong> irregularities during<br />
such inspections. The year ended with a resolve<br />
to play a more proactive role towards making a<br />
prosperous organization with strong ethical<br />
foundation.<br />
BBMB<br />
The Vigilance Organisation in Bhakra Beas<br />
Management Board comprises a Chief Vigilance<br />
Officer (CVO) <strong>of</strong> the rank <strong>of</strong> Dy. Chief Engineer/<br />
Superintending Engineer who is assisted by six<br />
Vigilance Officers (VOs) <strong>of</strong> the rank <strong>of</strong><br />
Superintending Engineers at various Project<br />
Stations <strong>of</strong> Bhakra Beas Management Board,<br />
viz Bhakra Dam, Nangal (Two VOs), Beas Dam,<br />
Talwara (One VO), Beas Satluj Link Project,<br />
Sundernagar (One VO), Chandigarh (One VO)<br />
and Panipat (One VO). Any complaint(s) received<br />
is got investigated through the VO and<br />
appropriate action is taken.<br />
The Vigilance Organisation in the BBMB is doing<br />
earnest efforts to inculcate in all the employees<br />
<strong>of</strong> the BBMB the following as a measure <strong>of</strong><br />
preventive vigilance :-<br />
To check and control the very tendecny on<br />
one’s part to delay the matters.<br />
To record speaking orders in clear terms on<br />
the files giving merits <strong>of</strong> the orders.<br />
To avoid decisions being influenced by those<br />
who might have an axe to grind.<br />
To be always receptive to any suggestion<br />
by a colleague superior or a subordinate<br />
which may result in savings to the<br />
exchequer.<br />
To be firm in conviction that integrity is to<br />
be safeguarded and any price paid in this<br />
regard is insignificant.<br />
To keep a watchful eye on all breeding<br />
places <strong>of</strong> corruption<br />
To expose without fear those involved in acts<br />
<strong>of</strong> self gratification.<br />
To take pride in humble living and acts <strong>of</strong><br />
honesty.<br />
To follow the rules, procedures, instructions,<br />
manuals, etc meticulously.<br />
To avoid drawing illogical and dubious<br />
inferences so as to derive undue benefits,<br />
whenever an ambiguity in rules is encountered.<br />
Expedite the inquiries, their followup action to<br />
get decision from parent States/State<br />
Electricity Boards<br />
Implementation <strong>of</strong> disciplinary actions without<br />
any delay wherever BBMB itself can take the<br />
same.<br />
Besides above, Vigilance Awareness Week -<br />
2003 was celebrated in BBMB at Chandigarh as<br />
well as at Project Stations. On this occasion, the<br />
Vigilance Organization <strong>of</strong> BBMB published 2nd<br />
issue <strong>of</strong> its Vigilance Journal titled ‘Ankush’. The<br />
Journal has been sent to various project <strong>of</strong>fices <strong>of</strong><br />
BBMB for inculcating a sense <strong>of</strong> vigilance<br />
awareness upto the grass-root level.<br />
CPRI<br />
During the year 2003-04 there were no major<br />
complaints received.<br />
There was 1 disciplinary case initiated for<br />
major penalty and the disciplinary<br />
proceedings is under progress.<br />
CPRI observed the Vigilence Awareness<br />
Week during 3rd November to 8th November<br />
2003 in all Units/Divisons/Sections/<br />
Laboratories as well as the Corporate Office<br />
<strong>of</strong> CPRI<br />
NPTI<br />
Vigilance activities at NPTI are carried out by a<br />
Director nominated for these purposes.<br />
The status <strong>of</strong> vigilance activities is as under<br />
Vigilance Awareness Week was observed<br />
at the Institute from 3-7 Nov 2003.<br />
Enquiry for two vigilance cases is under<br />
progress.<br />
Reports are sent to MOP from time to time.<br />
