minor penalty action and no case was pending<br />
for administrative action. 10 cases involving 20<br />
employees were under disciplinary action at<br />
regional level as on January 1,2003. 3 cases<br />
involving 4 employees were received during the<br />
period. As on March 31,2004, 2 cases involving<br />
2 employees were pending for major penalty<br />
action and 3 cases involving 4 employees were<br />
pending for minor penalty action.<br />
2 cases were registered by the CBI during<br />
the period. Investigation is in progress in<br />
both the cases. 2 cases were under trial as on<br />
January 1,2003. These cases remain under trial<br />
as on March 31,2004.<br />
325 Surprise Checks were conducted, 28 cases<br />
instituted out <strong>of</strong> these checks; recoveries <strong>of</strong><br />
Rs.76.11 lakh were effected and savings to the<br />
extent <strong>of</strong> Rs.76.39 lakh were made; Business<br />
dealings were suspended with 11 Parties. 26<br />
Workshops on “Vigilance Mechanism” were<br />
conducted in which 1161 Officials participated.<br />
21 System Circulars were issued. NTPC<br />
Vigilance deptt. also brings out Annual Vigilance<br />
Journal ‘Sachetak. So far XI Volumes <strong>of</strong><br />
Sachetak have been brought out, XII volume <strong>of</strong><br />
‘Sachetak’ is in the <strong>of</strong>fing. Property Returns<br />
relating to immovable property are obtained from<br />
employees every two years. The maintenance<br />
<strong>of</strong> Property Returns has been computerized for<br />
an easy access. Technical Examination Cell <strong>of</strong><br />
the NTPC Vigilance Department takes up<br />
packages for intensive examination, tenders<br />
advice on technical matters in vigilance<br />
investigation, conducts system studies and<br />
assists in setting CTE’s paras. 36 Internal<br />
Audit Reports were received from NTPC Finance<br />
Deptt. during the year. These reports were<br />
examined from vigilance angle.<br />
Vigilance Awareness Week was observed all over<br />
NTPC with tremendous enthusiasm, gaiety and<br />
for all over NTPC Project, Regions, Sites from<br />
November 03,2003 to November 08,2003.<br />
Though day to day security <strong>of</strong> the plant is the<br />
work <strong>of</strong> CISF and the local administration,<br />
specialised security especially relating to areas<br />
connected with anti-terrorism and subversive<br />
forces are handled by Vigilance Deptt.<br />
NATIONAL HYDRO ELECTRIC POWER<br />
CORPORATION LIMITED<br />
During the period Vigilance Department <strong>of</strong> NHPC<br />
conducted 227 surprise and 246 regular<br />
inspections out <strong>of</strong> which 168 actionable points<br />
were detected and 7 disciplinary cases were<br />
instituted. 14 nos. intensive examinations were<br />
conducted by CTE and 5 nos. such intensive<br />
examination were also conducted by Vigilance<br />
department on CTE Pattern.<br />
During the period NHPC received 47 complaints,<br />
out <strong>of</strong> which 10 were signed complaints having<br />
vigilance angle. All the 10 cases were taken<br />
up for investigation. There were three cases<br />
pending under investigation as on March 31,<br />
2004. Out <strong>of</strong> the total 10 cases, investigation<br />
has already been completed in 7 cases. Minor<br />
Penalty in 6 cases has been recommended to<br />
20 employees and Major Penalty to 1 employee<br />
in 1 case during this period. In one case<br />
administrative action was approved.<br />
Two preventive circulars, one checklist and a<br />
compendium <strong>of</strong> Training Module were prepared<br />
and circulated to all the projects/<strong>of</strong>fices during<br />
the period.<br />
Also during the period, 6 nos. CAG reports were<br />
received containing 37 para, 5 reports have been<br />
closed and no vigilance case has been instituted<br />
on this account.<br />
In its effort to increase awareness about rules<br />
and procedures, the Vigilance Division organized<br />
66 nos. Vigilance Awareness Programmes/<br />
workshops at various projects in which 1439<br />
persons participated, in the period under review.<br />
Two Regional Programmes on Vigilance<br />
awareness were organized by Vigilance Division,<br />
Corporate Office at Salal <strong>Power</strong> Station and<br />
Teesta Low Dam Project.<br />
Vigilance Awareness Week was observed in all<br />
projects, regional <strong>of</strong>fices, Corporate Office from<br />
November 3 to 8, 2003 and reports received<br />
from various quarters have been complied and<br />
sent to CVC as per their direction.<br />
Fourth edition <strong>of</strong> Vigilance Journal “CHETNA”<br />
published by NHPC has been distributed to<br />
projects, regional <strong>of</strong>fices and various divisions <strong>of</strong><br />
Corporate Office, during the Vigilance Awareness<br />
Week.<br />
Surveillance Audit for ISO 9001:2000 certification<br />
for Vigilance Division, NHPC was conducted by<br />
Bureau <strong>of</strong> Indian Standards. No non-conformity<br />
was observed by the auditors during audit. As<br />
intimated by the BIS, NHPC is the first<br />
organization in India to get ISO 9001:2000<br />
certification for Vigilance Division.<br />
Vigilance Action Plan for year 2004 was prepared<br />
and sent to all Project Vigilance Officers after<br />
approval.<br />
