(i) Hydro - electric power plants<br />

(ii) Coal/lignite based thermal power plants<br />

(iii) Oil / gas based thermal power plants<br />

Delegation <strong>of</strong> environmental clearance:<br />

The following delegations have been made to<br />

the state governments in the matter <strong>of</strong><br />

environment clearance to power projects:-<br />

(I) All co-generation plants and captive power<br />

plants upto 250 MW.<br />

(ii) Coal based plants upto 500 MW using<br />

fluidized bed technology subject to sensitive<br />

area restrictions.<br />

(iii) <strong>Power</strong> stations upto 250 MW on conventional<br />

technology.<br />

(iv) Gas/Naphtha based station upto 500 MW.<br />

A new procedure for getting environmental<br />

clearance for pithead thermal project has also<br />

been laid down.<br />

RENEWED INTEREST IN POWER SECTOR:<br />

Enhancing the confidence level <strong>of</strong> investors:<br />

Government <strong>of</strong> India has been assisting wherever<br />

required, to resolve issues coming in the way <strong>of</strong><br />

implementation <strong>of</strong> these projects. The Electricity<br />

Act, 2003 creates a liberal framework for power<br />

development and has revived interest among<br />

private sector as well as the lending institutions<br />

for making greater investments in the power<br />

sector. Encouraged by the Act, the financial<br />

institutions have indicated availability <strong>of</strong> sufficient<br />

funds for good projects wth viable tariffs<br />

sponsored by credible investors.<br />

Close monitoring <strong>of</strong> IPPs for capacity<br />

addition in the 10th Plan - constitution <strong>of</strong><br />

the Inter-Institutional Group.<br />

<strong>Ministry</strong> <strong>of</strong> <strong>Power</strong> has been closely monitoring<br />

the power projects in the private sector which<br />

are considered possible for early financial closure.<br />

An Inter-Institutional Group (IIG) comprising senior<br />

representatives from the lenders and <strong>Ministry</strong> <strong>of</strong><br />

<strong>Power</strong> has been constituted to jointly appraise<br />

such projects and facilitate financial sanction in<br />

a time bound fashion. Nine power projects with<br />

a total capacity <strong>of</strong> about 2450MW tied up the<br />

financial closure and eight more projects with a<br />

total capacity <strong>of</strong> about 9000MW are being<br />

pursued for early financial closure, possibly by<br />

the 2nd quarter <strong>of</strong> 2004-05.<br />
