RENOVATION AND MODERNISATION OF<br />
THERMAL POWER STATIONS<br />
Introduction<br />
In order to improve the performance <strong>of</strong> existing<br />
Thermal <strong>Power</strong> Stations, a Renovation and<br />
Modernisation (R&M) Programme called Phase-I<br />
R&M Programme was launched by the<br />
Government <strong>of</strong> India all over the country in<br />
September 1984 for completion during the Seventh<br />
Plan Period. This programme was successfully<br />
completed and intended benefits were achieved.<br />
R&M (Phase-II) Programme<br />
In view <strong>of</strong> the encouraging results achieved from<br />
the implementation <strong>of</strong> Phase-I R&M programme<br />
during 7th Plan, Phase-II Programme for R&M <strong>of</strong><br />
Thermal <strong>Power</strong> Stations was taken up in the<br />
year 1990-91 by the Government <strong>of</strong> India for<br />
implementation during the 8th Plan. Under this<br />
programme, 44 Nos. <strong>of</strong> Thermal <strong>Power</strong> Stations<br />
covering 198 nos. <strong>of</strong> Thermal Units aggregating<br />
to a total capacity <strong>of</strong> 20,869 MW were taken<br />
up. The total estimated cost <strong>of</strong> the programme<br />
was Rs. 2383 crores and an additional generation<br />
<strong>of</strong> 7864 MU/year was anticipated after the<br />
completion <strong>of</strong> the programme.<br />
However about 50% works could be completed<br />
by the end <strong>of</strong> 8th Plan i.e. March 1997. After<br />
partial completion <strong>of</strong> these works, an additional<br />
generation <strong>of</strong> 5000 MU/year was achieved. Also,<br />
Life Extension (LE) works on 4 Units (300 MW)<br />
were completed.<br />
9th Plan Programme<br />
The CEA reviewed the progress <strong>of</strong> Phase-II R&M<br />
Programme and the balance activities still<br />
required to be carried out were included in the<br />
9th Plan Programme along with the subsequently<br />
identified additional activities. During the 9th Plan<br />
Programme, 127 Units (17306 MW) at 29 <strong>Power</strong><br />
Stations were taken up for R&M and another 25<br />
units (1685 MW) for Life Extension at an<br />
estimated cost <strong>of</strong> Rs.1700 crores.<br />
Life Extension works on all the 25 units planned<br />
for 9th five year plan have been completed.<br />
Chapter - 10<br />
10th Plan Programme<br />
During the 10th plan, 106 old thermal units with<br />
a total capacity <strong>of</strong> about 10413 MW at an<br />
estimated cost <strong>of</strong> Rs.9200 crores have been<br />
identified for Life Extension Works. Out <strong>of</strong> 106<br />
units, Life Extension works <strong>of</strong> 5 units & residual<br />
life assessment (RLA) studies on 62 units have<br />
been completed and further action is being taken<br />
by concerned SEBs/utilities. After implementation<br />
<strong>of</strong> life extension (LE) schemes, the economical<br />
operating life <strong>of</strong> the units will get extended by<br />
another 15-20 years besides the overall<br />
improvement in the performance <strong>of</strong> the units.<br />
Also R&M works on 57 units (14270 MW) at an<br />
estimated cost <strong>of</strong> Rs.956 crores have been<br />
identified for improvement <strong>of</strong> their performance.<br />
Programme for the year 2003-04<br />
During the year 2003-04, the work <strong>of</strong> Life<br />
Estension <strong>of</strong> 5 thermal units (440 MW) were<br />
expected to be completed, out <strong>of</strong> which LE work<br />
on 3 units <strong>of</strong> Korba East (unit 1,4&6) and 1 unit<br />
<strong>of</strong> Kothagudem (unit-8) have already been<br />
completed and the work on Kothagudem unit-7<br />
is in the advance stage <strong>of</strong> completion.<br />
RENOVATION AND MODERNISATION OF<br />
HYDRO ELECTRIC POWER PROJECTS<br />
a) R&M Phase-I Programme:<br />
Based on the recommendations <strong>of</strong> the<br />
National Committee set up in 1987 and<br />
subsequent reviews, a programme for<br />
renovation, modernization and uprating <strong>of</strong><br />
Hydro <strong>Power</strong> Stations was formulated by<br />
Central Electricity Authority in which 55<br />
schemes were identified with an aggregate<br />
capacity <strong>of</strong> 9653 MW. The total cost <strong>of</strong><br />
these schemes was estimated as Rs.1493<br />
crores and expected benefit as 2531 MW/<br />
7181 MU.<br />
b) R&M Phase-II Programme:<br />
As per the hydro policy declared in 1998,<br />
renovation & modernization <strong>of</strong> Hydro <strong>Power</strong><br />
Plants have been accorded priority.<br />
Accordingly, 67 hydro RM&U schemes<br />
