Regulations, 1994 were approved by the Central<br />
Govt. & published in Part-Ill Section 4 <strong>of</strong> the<br />
Gazette <strong>of</strong> India dated 8.10.1994. As per<br />
Regulation 11 <strong>of</strong> these Regulations, the members<br />
belonging to SC, ST, OBC, Ex-servicemen,<br />
Physically handicapped persons and the<br />
dependents <strong>of</strong> deceased employees in service<br />
shall have the reservation in service and all other<br />
concessions as prescribed by the Punjab Govt.<br />
from time to time. Accordingly, in view <strong>of</strong><br />
provisions <strong>of</strong> Rule 6 <strong>of</strong> BBMB Rules, 1974 &<br />
Regulations 11 <strong>of</strong> BBMB Class III & Class IV<br />
Employees (Recruitment & Conditions <strong>of</strong> Service)<br />
Regulation, 1994, BBMB is following the<br />
reservation policy <strong>of</strong> Punjab Govt. issued from<br />
time to time in regard to implementation <strong>of</strong><br />
provision <strong>of</strong> reservation in jobs for SC/ST. The<br />
prescribed percentage <strong>of</strong> reservation applicable<br />
in BBMB in favour <strong>of</strong> SC as per Punjab Govt.<br />
instructions is as under:-<br />
i) Posts filled by direct recruitment = 25%<br />
ii) Posts filled by promotion = 20%<br />
There is no reservation for ST category in Punjab<br />
Govt. Therefore, no reservation <strong>of</strong> posts is being<br />
given to the ST category in BBMB.<br />
For providing general welfare measures for SC<br />
employees, the instructions have been issued to<br />
all field <strong>of</strong>fices requesting them to provide the<br />
following facilities, if so demanded by the<br />
Members <strong>of</strong> SC on the occasion <strong>of</strong> Birthday <strong>of</strong><br />
Dr.B.R.Ambedkar, Maharishi Balmiki Ji and Sri<br />
Guru Ravi Dass Ji:-<br />
i) Bus facilities for Shobha Yatra at token<br />
charges <strong>of</strong> Re. 1 per km.<br />
ii) Auditorium for function on above occasions,<br />
free <strong>of</strong> charge.<br />
In addition to above, BBMB has given<br />
representations to the members <strong>of</strong> the Scheduled<br />
Castes by nominating one SC member <strong>of</strong> the<br />
rank <strong>of</strong> Addl. SE/Senior Executive Engineer in<br />
all Selection Committees.<br />
NPTI<br />
One SC candidate has been promoted to the<br />
grade <strong>of</strong> Steno. Gr.II and one SC candidate has<br />
been appointed as Driver (Ordinary Grade) during<br />
2003-04.<br />
WELFARE OF MINORITY<br />
MINISTRY OF POWER<br />
Separate schemes do not exist in the <strong>Ministry</strong><br />
<strong>of</strong> <strong>Power</strong> for welfare <strong>of</strong> the minorities. However,<br />
the schemes if any recommended for their welfare<br />
from time to time by the Government agenicies<br />
concerned are implemented.<br />
CENTRAL ELECTRICITY AUTHORITY<br />
Though there is no liaison <strong>of</strong>ficer or cell specially<br />
to see the welfare <strong>of</strong> minority no discrimination<br />
is made in the organization with any person on<br />
the basis <strong>of</strong> caste/creed or religion.<br />
THDC<br />
Prime Minister’s 15th Point Programme for the<br />
welfare <strong>of</strong> the Minorities was implemented during<br />
the year and progress made was communicated<br />
to the Govt.<br />
DVC<br />
The programmes and facilities applicable in<br />
respect <strong>of</strong> SC/ST and OBC are equally extended<br />
to the minority community as well residing in<br />
adjacent villages. The facilities for pursuing their<br />
cultural and literary interests are also provided<br />
to them.<br />
