The construction and operation <strong>of</strong> generation<br />
and transmission projects in the Central Sector<br />
are entrusted to Central Sector <strong>Power</strong><br />
Corporations, viz. The National Thermal <strong>Power</strong><br />
Corporation (NTPC), the National Hydro Electric<br />
<strong>Power</strong> Corporation (NHPC), the North-Eastern<br />
Electric <strong>Power</strong> Corporation (NEEPCO) and the<br />
<strong>Power</strong> Grid Corporation <strong>of</strong> India Limited (PGCIL).<br />
The <strong>Power</strong> Grid is responsible for all the existing<br />
and future transmission projects in the Central<br />
Sector and also for the formation <strong>of</strong> the National<br />
<strong>Power</strong> Grid. Two Joint Venture <strong>Power</strong> Corporations<br />
namely, Satluj Jal Vidyut Nigam (JV) and Tehri<br />
Hydro Development Corporation (THDC) are<br />
responsible for the execution <strong>of</strong> the Nathpa Jhakri<br />
<strong>Power</strong> Project and other projects in Satluj Basin<br />
in Himachal Pradesh and projects <strong>of</strong> the Tehri<br />
Hydro <strong>Power</strong> Complex in Uttaranchal respectively.<br />
Narmada Hydro Development Corporation (NHDC)<br />
another joint venture under NHPC is responsible<br />
for execution <strong>of</strong> Indira Sagar and Omkareshwar<br />
projects. Three statutory bodies i.e., the Damodar<br />
Valley Corporation (DVC), the Bhakra Beas<br />
Management Board (BBMB) and Bureau <strong>of</strong><br />
Energy Efficiency (BEE) are also under the<br />
administrative control <strong>of</strong> the <strong>Ministry</strong> <strong>of</strong> <strong>Power</strong>.<br />
Programmes <strong>of</strong> rural electrification are provided<br />
financial assistance by the Rural Electrification<br />
Corporation (REC) under the <strong>Ministry</strong> <strong>of</strong> <strong>Power</strong>.<br />
The <strong>Power</strong> Finance Corporation (PFC) provides<br />
term-finance to projects in the power sector.<br />
Further, the autonomous bodies (Societies) i.e.<br />
Central <strong>Power</strong> Research Institute (CPRI), the<br />
National <strong>Power</strong> Training Institute (NPTI) are also<br />
under the administrative control <strong>of</strong> the <strong>Ministry</strong> <strong>of</strong><br />
<strong>Power</strong>. A <strong>Power</strong> Trading Corporation (PTC) was<br />
also set up in 1999 to catalyse development <strong>of</strong><br />
mega power projects and to promote exchange<br />
<strong>of</strong> power with neighbouring countries.<br />
ORGANISATION SET - UP<br />
Shri Anant G. Geete had been the Minister<br />
<strong>of</strong> <strong>Power</strong> since the 27th August, 2002.<br />
Smt. Jayawanti Mehta had been the Minister <strong>of</strong><br />
State <strong>of</strong> <strong>Power</strong> since the 14th October, 1999.<br />
Shri R.V. Shahi is the Secretary in the <strong>Ministry</strong> <strong>of</strong><br />
<strong>Power</strong> since the 13th April, 2002. He is assisted<br />
by two Additional Secretaries and five Joint<br />
Secretaries, including the Financial Advisor.<br />
Shri A.K. Jain, Additional Secretary, oversees<br />
the work relating to Hydro <strong>Power</strong>, Transmission,<br />
Operation Monitoring, Investment Promotion Cell,<br />
Training & Research and Administration including<br />
administrative matters <strong>of</strong> the Central Electricity<br />
Authority.<br />
Smt. Gauri Chatterji, Additional Secretary,<br />
oversees the work relating to Thermal, Distribution<br />
including Accelerated <strong>Power</strong> Development &<br />
Reforms Programme, <strong>Power</strong> Finance Corporation,<br />
Rural Electrification Corporation, Capacity<br />
Planning & Addition and Official Language.<br />
The allocation <strong>of</strong> work among the five Joint<br />
Secretaries in the <strong>Ministry</strong> <strong>of</strong> <strong>Power</strong> is as under :<br />
i) Policy, Planning & International Cooperation<br />
(PP&IC), Restructuring <strong>of</strong> State Electricity<br />
Boards (SEBs), Official Language, Regulatory<br />
Commission, Electricity Bill, 2001, Vigilance<br />
& Security, <strong>Power</strong> Finance Corporation, Rural<br />
Electrification Corporation;<br />
ii) Thermal, Distribution Reforms, Accelerated<br />
<strong>Power</strong> Development & Reforms Programme<br />
(APDRP), Rural Electrification & Supply<br />
Technology (REST) Mission and Information<br />
Technology (IT);<br />
iii) Hydro <strong>Power</strong>, Operation Monitoring (OM),<br />
Investment Promotion Cell (IPC) Coordination<br />
and Press & Publicity;<br />
iv) <strong>Power</strong> Transmission, <strong>Power</strong> Trading, Training<br />
& Research, Energy Conservation and Bureau<br />
<strong>of</strong> Energy and Administration including<br />
administrative matters <strong>of</strong> the Central<br />
Electricity Authority;<br />
v) Accounts & Finance, Resource Planning,<br />
Monitoring <strong>of</strong> financial performance <strong>of</strong> SEBs<br />
and follow up action on the recommendations<br />
<strong>of</strong> Montek Singh Ahluwalia Committee &<br />
N.K. Singh Committees;<br />
There is a Principal Accounts Office headed by<br />
the Controller <strong>of</strong> Accounts who in turn reports to<br />
the Financial Adviser in the <strong>Ministry</strong> <strong>of</strong> <strong>Power</strong>.<br />
Matters relating to reservations for SC/ST,<br />
Physically Handicapped, Ex-servicemen and OBC<br />
in the <strong>Ministry</strong> including PSUs under its<br />
administrative control are dealt with the Deputy<br />
Secretary (Admn), who is also the Liasion Officer<br />
for SC/ST. There is separate Liasion <strong>of</strong>ficer for<br />
OBCs. Matters relating to recreation activities<br />
are dealt by <strong>Power</strong> Sports Control Board. The<br />
total staff strength <strong>of</strong> the <strong>Ministry</strong> is 311.<br />
