Environment, Rehabilitation & Resettlement<br />
Environment<br />
NJHEP is one <strong>of</strong> the most eco-friendly Projects<br />
in the country. Being a run <strong>of</strong> the river Project,<br />
it has minimum adverse impact on the ecology<br />
<strong>of</strong> the area and least disturbance to the flora<br />
and fauna. Afforestation <strong>of</strong> 246 hectares <strong>of</strong><br />
forestland is being taken up in comparison to<br />
123 hectares <strong>of</strong> forestland acquired for the<br />
Project. The dumping <strong>of</strong> excavated material only<br />
in pre-identified areas and prevention <strong>of</strong> its flowing<br />
into the river by constructing adequate toe-walls<br />
further ensures the Project’s harmony with the<br />
environment.<br />
Rehabilitation & Resettlement<br />
SJVN (formerly NJPC) as a responsible corporate<br />
citizen takes utmost care for the resettlement<br />
and rehabilitation <strong>of</strong> the Project Affected Families<br />
(PAFs) whose land or house or shop got affected<br />
due to construction <strong>of</strong> the NJHEP. Further,<br />
appropriate compensation to all the PAFs in<br />
accordance with the extant policies <strong>of</strong> the<br />
Government and SJVN (formerly NJPC) are<br />
being made.<br />
As a result <strong>of</strong> vigorous pursuit for ensuring a fair<br />
Rehabilitation and Resettlement <strong>of</strong> the Project<br />
Affected Families, the World bank has lauded<br />
the above efforts as under :<br />
Environment & R&R Policy<br />
SJVN (NJPC) has adopted an environment,<br />
resettlement & rehabilitation policy which<br />
reiterates company’s commitment to sustainable<br />
development which is within the carrying capacity<br />
<strong>of</strong> the eco-system and which promotes the<br />
improvement <strong>of</strong> the quality <strong>of</strong> life.<br />
NEW / FUTURE PROJECTS<br />
A. RAMPUR HYDRO – ELECTRIC PROJECT<br />
( RHEP ) :<br />
The Rampur Hydro-Electric <strong>Power</strong> Project<br />
(439 MW), utilizing the tail race waters <strong>of</strong><br />
the ongoing 1500 MW Nathpa Jhakri Hydroelectric<br />
<strong>Power</strong> Project (NJHEP) is a run <strong>of</strong><br />
the river scheme. GOHP vide its letter dated<br />
May 09, 2001 has conveyed its decision for<br />
execution <strong>of</strong> the proposed Rampur Hydro –<br />
Electric Project by SJVN (NJPC).<br />
The draft Implementation Agreement duly<br />
approved by Govt. <strong>of</strong> India (GOI) was sent<br />
to Govt. <strong>of</strong> Himachal Pradesh ( GOHP )<br />
during April 2003 for signing <strong>of</strong> the same<br />
between SJVN and GOHP. In response to<br />
this, GOHP has suggested various<br />
amendments to be incorporated in the<br />
Implementation Agreement during February<br />
2004. The amendments suggested by GOHP<br />
and response <strong>of</strong> SJVN on the same has<br />
been forwarded to <strong>Ministry</strong> <strong>of</strong> <strong>Power</strong> ( MOP),<br />
GOI for approval. In the meanwhile , GOHP<br />
have intimated that considering the urgency<br />
<strong>of</strong> Implementation <strong>of</strong> the Project in public<br />
interest, it has been agreed to allow SJVN<br />
to start preliminary works on the Project<br />
site by updating DPR and setting up <strong>of</strong><br />
infrastructure etc., during March 2004. A<br />
meeting was taken by Secretary ( <strong>Power</strong> ),<br />
GOI with Chief Secretary, GOHP on March<br />
18, 2004, wherein it has been agreed by<br />
GOHP to finalize the Implementation<br />
Agreement in respect <strong>of</strong> Rampur HE Project<br />
by May 2004 and accordingly sign the same<br />
by July 2004.<br />
B. Other Projects<br />
In the Meeting taken by Secretary ( <strong>Power</strong>),<br />
GOI with Chief Secretary, GOHP on March<br />
18, 2004, it has been stated that GOHP, in<br />
principle agrees to the execution <strong>of</strong> the<br />
following projects by SJVN :<br />
- Thopan Powari Hydro-electric <strong>Power</strong><br />
Project (approx. 400 MW)<br />
- Shongtong Karcham Hydro-electric <strong>Power</strong><br />
Project (approx. 400 MW)<br />
- Jangi Thopan ( 480 MW )<br />
- Khab ( 450 MW )<br />
It has also been agreed in the above<br />
stated Meeting that the signing <strong>of</strong><br />
Implementation Agreement <strong>of</strong> Rampur<br />
HEP / MOU’s for other Projects as<br />
mentioned above could be done in a<br />
time based manner by July 2004.<br />
In the adjoining state <strong>of</strong> Uttranchal, <strong>Ministry</strong><br />
<strong>of</strong> <strong>Power</strong> and CEA have alloted two projects<br />
namely Sela Urthing ( 230 MW ) and<br />
Bogudiyar - Sirkari Bhayal ( 170 MW ) for<br />
preparation <strong>of</strong> DPR and execution.<br />
Consultancy Assignment<br />
SJVN has established a Consultancy Division<br />
and CEA, vide letter no 5/3(SJVNL)/2003-HP&I/<br />
321 dated Mar 31, 2003, has awarded<br />
consultancy to SJVN for preparation <strong>of</strong> the<br />
Preliminary Feasibility Reports (PFRs) for the<br />
Khab - I (approx. 1640 MW ) and Khab - II<br />
(approx. 425 MW ) Hydro-electric <strong>Power</strong> Projects<br />
on river Satluj in the Himachal Pradesh. Further,<br />
Konkan Railway Corporation have requisitioned<br />
our consultants for design <strong>of</strong> their tunnels in<br />
Jammu & Kashmir for extension <strong>of</strong> the railway<br />
line beyond Udhampur. Similarly, Everest <strong>Power</strong><br />
Company, HP and Bhabha <strong>Power</strong> Project, HP,<br />
have requisitioned SJVN on their hydro power<br />
projects ranging from 100 MW to 5 MW.
