The allocation <strong>of</strong> Himachal Pradesh includes :<br />
(i) *12% free power on account <strong>of</strong> the distress<br />
caused to the State on account <strong>of</strong><br />
submergence, dislocation <strong>of</strong> population, and<br />
(ii) *25% share (i.e. 330 MW) in the remaining<br />
88%, corresponding to the State’s agreed share<br />
<strong>of</strong> 25% in equity contribution to the Project.<br />
(iii) ** The unallocated quota (15% <strong>of</strong> power<br />
available after taking into account (i) & (ii)<br />
above) is to be distributed within the region<br />
or outside depending upon overall<br />
requirements from time to time.<br />
(iv) * 4.4 % share (i.e. 37 MW) <strong>of</strong> the State in<br />
the remaining power available after taking<br />
into account (i) to (iii) above as per the<br />
allocation formula based on ‘Central Plan<br />
Assistance’ and “Energy Sale”.<br />
The <strong>Power</strong> Purchase Agreements (PPA) have<br />
been signed with the beneficiary States (i.e.<br />
Punjab, UT-Chandigarh, Haryana, Rajasthan,<br />
Delhi, Jammu & Kashmir and Himachal). The<br />
state <strong>of</strong> Uttaranchal has refused to purchase<br />
any power from the Nathpa Jhakri Project.<br />
However, the state <strong>of</strong> the Uttar Pradesh is not<br />
responsive to the communications, written as<br />
well as telephonic discussions with them<br />
regarding signing <strong>of</strong> the <strong>Power</strong> Purchase<br />
Agreement in addition to the discussions held<br />
with them in various NREB meetings. However,<br />
states <strong>of</strong> Punjab, Rajasthan and Delhi have<br />
requested for additional allocation <strong>of</strong> power to<br />
the tune <strong>of</strong> 486 MW, 100 MW & 158 MW<br />
respectively, besides state <strong>of</strong> Haryana also<br />
requesting for allocation <strong>of</strong> additional power.<br />
Besides, indirect benefits would accrue to the<br />
region by way <strong>of</strong> increase in agriculture and<br />
indus-trial production. In addition, the project has<br />
provided gainful employment to a large number<br />
<strong>of</strong> skilled and unskilled workers and has also<br />
opened the landlocked hinterland by providing<br />
essential facilities such as schools, hospitals<br />
etc. for the people <strong>of</strong> the area. Thus, NJHEP<br />
envisages the social and economic upliftment <strong>of</strong><br />
the persons living in the vicinity <strong>of</strong> the Project<br />
i.e. <strong>of</strong> society at large.<br />
Project Cost & Commissioning Schedule<br />
The Revised Cost Estimate (RCE-I) <strong>of</strong> NJHEP at<br />
March, 1993 price level was sanctioned by the<br />
Government <strong>of</strong> India in June, 1993 at Rs<br />
4337.95 crore with the Project completion by<br />
December, 1998. The Revised Cost Estimate<br />
(RCE-II) <strong>of</strong> NJHEP at June, 1998 price level<br />
was sanctioned by the Government <strong>of</strong> India<br />
in May, 1999 at Rs. 7666.31 Crores at June<br />
1998 Price Level and indicative completion cost<br />
at Rs 8058.34 crores with the Project<br />
completion by March, 2002.<br />
The revised cost <strong>of</strong> the Project has now been<br />
estimated as 8656.61# crores at September 2002<br />
Price Level, with commissioning <strong>of</strong> various units<br />
progressively between September 2003 to<br />
July 2004.<br />
The reimbursement <strong>of</strong> cost for providing Inter<br />
Connection Facility ( ICF ) at Jhakri Switch Yard<br />
to M/s JHPL for Baspa Stage –II HE Project,<br />
has been finalized by Central Electricity Authority<br />
(CEA) as Rs. 62.86 Crores and has been ratified<br />
by the Board <strong>of</strong> directors <strong>of</strong> SJVN, which has to
