Message<br />

Directorate of Distance & Continuing Education, <strong>Utkal</strong> <strong>University</strong> has been providing education to the<br />

unreached for nearly half a century. It is a vibrant wing of our <strong>University</strong>. “EDUCATION FOR ALL” is<br />

its’ motto and it helps the excluded to reach the portals of Higher Education. This year <strong>DDCE</strong> is<br />

reviving PGDCA program to fulfill the needs of society at large. Developed countries have nearly 50<br />

% of the youth of the relevant age group in Higher Education. In contrast India has only 12 % youth in<br />

the Universities. In order to meet the challenges of 21 st century and to utilize the opportunities offered<br />

by globalization, India must improve its gross enrolment ratio at all levels including Higher Education.<br />

This goal cannot be achieved without active participation of the Open-Distance Learning System.<br />

<strong>Utkal</strong> <strong>University</strong> is committed to work towards the national goals of access, equity and quality through<br />

all its wings.<br />

In this age of emerging “Knowledge Economy” Open Distance Learning is the future for educating<br />

large number of students in cost effective manner. With dwindling resources and state support for<br />

education, Distance Learning needs to be further strengthened with wider range of courses, large<br />

number of learners and quality assurance. We must stand up to these challenges. I convey my best<br />

wishes to the students, teachers, counselors and other stake-holders of <strong>DDCE</strong>.<br />

From the Director’s Desk<br />

<strong>DDCE</strong> <strong>Utkal</strong> <strong>University</strong> is completing 60 years of its existence this year. Established way back in<br />

1962 as the <strong>University</strong> Evening College it has served the needs of adult learners. It also provided an<br />

alternate window to the unreached. In the 21 st Century it’s contours are fast changing. Today, a<br />

large number of young learners who are otherwise employed are pursuing various courses. We are<br />

offering a number of professional courses to increase the employability of our students. Those<br />

students who reach us must remember, it is their sacred duty to study well. They must commit their<br />

body, mind and even time. They must not lose sight of their goals: increase their employability,<br />

professional skill and above all to became more knowledgeable.<br />

EDUCATION FOR ALL is our motto. Increasingly the Open and Distance Learning institutions are<br />

aspiring to provide education to anyone, anytime and anywhere. <strong>DDCE</strong>, <strong>Utkal</strong> <strong>University</strong> has been<br />

constantly striving to rise up to the challenges of Open Distance Learning System. To meet the<br />

needs of quality enhancement and to address the concerns of our stake holders we are switching<br />

over to self instructional printed courseware.<br />

Leading publishers have come forward to share their expertise with us. A number of reputed authors<br />

have now prepared the course ware. Self Instructional Materials in printed book format continues to<br />

be the core learning material for the distance learners. We are aware that most of you are working<br />

and have also family responsibilities. Please remember that only a busy person has time for<br />

everything and a lazy person has none. We are sure you will be able to chalk out a well planned<br />

program of study. By choosing to pursue a course in distance mode you have made a commitment<br />

for self improvement and acquiring higher educational qualification. You should rise up to your<br />

commitment. Every student must go beyond the standard books and instructional course material.<br />

You should read number of books and use ICT learning resources like the internet, television and<br />

radio programs etc. As only limited numbers of classes will be held a student should attend the<br />

personal contact program well prepared. The Personal Contact Program should be used for<br />

clarification of doubt and counseling. This can only happen if you read the course material before<br />

PCP.<br />

THE UTKAL UNIVERSITY<br />

The <strong>Utkal</strong> <strong>University</strong> founded on 27.11.1943 is the Oldest <strong>University</strong> of Odisha. Pandit Nilakantha<br />

Dash, Maharaja Krushna Chandra Gajapati and Pandit Godavarish Mishra, amongst other<br />

doyens of modern Orissa, played a leading role in the establishment of the <strong>University</strong>. On<br />

27 th of Nov 1943, the <strong>Utkal</strong> <strong>University</strong> started functioning at Ravenshaw College ( now<br />

<strong>University</strong>), Cuttack. Dr. Rajendra Prasad, the first President of India, laid down the foundation of<br />

the present 400 acre sprawling campus on 1 st January 1958. The <strong>University</strong> thereafter singularly<br />

honoured when a great educationist Dr. Sarvapalli Radhakrishnan, the second President of India<br />

inaugurated the present campus at Vani Vihar on 2 nd January 1963. It was originally an affiliating<br />

and examining body only.<br />

A number of Post-Graduate Departments and other centers were established in the<br />

<strong>University</strong> Campus. There are more than three hundred general affiliated colleges under the<br />

<strong>University</strong>. The <strong>University</strong> has thirteen Autonomous Colleges under its jurisdiction. It has 27<br />

constituent Post-Graduate Departments, 2 Constituent Law Colleges, a Directorate of<br />

Distance & Continuing Education and a number of centers like Population Studies, School of<br />

Women's Studies, Ambedkar Study Center, Social Exclusion and Inclusive Policy Study Centre,<br />

Academic Staff College, a Pre-School and a High School etc. The <strong>University</strong> offers number of<br />

Self Financing Courses. The <strong>University</strong> also offers innovative teaching Programs in Yoga,<br />

Tourism and Journalism under UGC assistance.<br />

<strong>Utkal</strong> <strong>University</strong> is recognized by the UGC. It is a member of the Indian Association of<br />

Universities and Commonwealth Association of Universities.<br />

<strong>DDCE</strong><br />

The logo of the <strong>University</strong> has a book and a lamp at the centre signifying pursuit of<br />

knowledge and kindling the light of knowledge. Be a lamp to yourself and others, a single<br />

lamp can lit thousand other lamps, are part of our traditional wisdom. The stalk of grain<br />

signifies Agriculture- the first sign of culture. Agriculture marks the evolution from food<br />

gathering to food production and birth of civilization. The mountain symbolizes the forest,<br />

natural flora and fauna, minerals and industry of Odisha. The ramparts of the fort signify<br />

Odisha’s past military achievements. The ship signifies Odisha’s rich maritime heritage.<br />

Satyam Param Dheemahi, the aphorism, adopted by our <strong>University</strong> means ‘Seek the<br />

Highest Truth’. <strong>DDCE</strong>, <strong>Utkal</strong> <strong>University</strong> uses the <strong>University</strong> logo and has adopted<br />

“Education for all” as its motto.<br />

DIRECTORATE OF DISTANCE AND CONTINUING EDUCATION<br />

DIRECTORATE OF DISTANCE & CONTINUING CA<br />

The Directorate of Distance & Continuing Education is a constituent institution of<br />

the <strong>Utkal</strong> <strong>University</strong> established with the objective of providing quality education to the vast<br />

majority of working and adult learners and continuing education to all sections of the<br />

society through Distance and/or Continuing Education Mode. It aspires to create a learning<br />

society and fulfill the national objective of education for all.<br />

<strong>DDCE</strong> has grown out of The UNIVERSITY EVENING COLLEGE established in 1962. As<br />

the Evening College, it played an important role in providing higher education to a large<br />

section of the State and the Central Government Employees. As per UGC guidelines, the<br />

<strong>University</strong> Evening College was converted to the DIRECTORATE OF CORRESPONDENCE<br />

COURSES (DCC) On 17.11.1974. As DCC, it offered courses leading to I.A/I.Com./B.A./B.Com.<br />

With the establishment of Council of Higher Secondary Education in the mid eighties,<br />

I.A./I.Com. program was abolished. DCC offered B.Ed. course for a brief period from 1987 to<br />

1990. In pursuance of the UGC guidelines, the DCC was converted into DIRECTORATE<br />

OF DISTANCE & CONTINUING EDUCATION (<strong>DDCE</strong>) on 15.10.1996. Since then, <strong>DDCE</strong><br />

has started moving in a new direction with vigor and dynamism. It is now committed to<br />

provide need based professional and employment oriented innovative courses along with<br />

the traditional ones.<br />

Since 1997 <strong>DDCE</strong> is offering courses in Computer Application. In 1999 <strong>DDCE</strong> forayed into<br />

Management education. <strong>DDCE</strong> has also established Soft Skill Development Cell ( SSDC)<br />

since 2006 to improve the employability of the students.<br />

Presently <strong>DDCE</strong> has reoriented itself towards industry academia collaboration. It has<br />

collaborated with Genpact , ICICI Bank Ltd., Infosys and TCS etc. For placement and<br />

collaborative academic programs <strong>DDCE</strong> emphasizes on training of its young teachers,<br />

authors and research scholars etc. It has also trained India Post Executives.<br />

♦ It is located on the National Highway No.-5 near Vanivihar Traffic Square ,<br />

<strong>Bhubaneswar</strong> spread over 15 Acres of land within the <strong>Utkal</strong> <strong>University</strong> Campus.<br />

The <strong>DDCE</strong> and the <strong>University</strong> Law College are situated on the South East Corner of<br />

the Vanivihar, the <strong>University</strong> Campus.<br />

♦ There are 15 class rooms, three conference rooms and a spacious reading room.<br />

The Silver Jubilee Building provides adequate infrastructure.<br />

♦ It has its own building with nearly 30,000 sft. of carpet area for Office, Library, Counseling,<br />

Class Rooms , Examination Halls , Conference Halls, Publishing House and Computer<br />

Labs with all modern facilities . The Silver Jubilee Building is also well equipped.<br />

♦ Its faculty include Prof. S.P. Pani, Director, Dr. M.R. Behera, Lect. in Odia, Dr. P.P.<br />

Panigrahi, Lect. in English, Dr. S.K. Acharya, Lect. in Business Administration and other<br />

Academic Consultants. Besides, it utilizes the services of the eminent Professors and<br />

other Faculty Members of various Post-Graduate Departments of <strong>Utkal</strong> <strong>University</strong> and<br />

other Affiliated Colleges and Professional Organizations working with various public /<br />

private sector undertakings.<br />

♦ Its Library is manned by trained and qualified librarians. The Library has 17627 books and<br />

subscribes to several journals and newspapers related to the courses offered. It has a<br />

reading room for the students. There is reading room for MCA and Management students.<br />

♦ <strong>DDCE</strong> has more than 100 Computers and 6 Servers. It is a part of the <strong>Utkal</strong> <strong>University</strong><br />

Campus Wide Network and E Governance Project. There are five LANs.<br />

♦ There is a Branch of Syndicate Bank and one ICICI ATM Counter within <strong>DDCE</strong><br />

premises.<br />

♦ <strong>DDCE</strong> offers BA(Pass / Hons), B.Com(Pass / Hons), MA (Odia, English, Sanskrit, History,<br />

Political Science, Public Administration, Economics & Education), MSW, M.Com, MBA, IMBA,<br />

BBA, and PG Diploma in Management ( HRM/MM/FM/ POM/DNM/TTM), PGDCA & Courses in<br />

NGO Management (Odia medium) under Distance Mode. It also offers MCA(2yrs Lateral and<br />

3 years), PG Diploma in Banking & Insurance Management, Spoken English and<br />

Personality Development Courses under Continuing Education Program.<br />

♦ <strong>DDCE</strong> stand provisionally recognized by Distance Education Council and IGNOU, New Delhi. It<br />

is yet to be inspected by DEC for permanent recognition. <strong>DDCE</strong> has not sought any approval<br />

from AICTE.<br />

The aim of Education is not the acquisition of information. Although importance of acquisition<br />

of technical skills is essential in modern society, the development of that bent of mind, that<br />

attitude of reason, that spirit of democracy, makes us responsible citizens.<br />

Major Events of the Year 2011-12<br />

• Postal induction Training Program.<br />

The Orissa Postal Circle organized its induction training program for 50 newly recruited Postal<br />

Assistants from 04.01.2012 to 9.02.2012 in collaboration with <strong>DDCE</strong>. Senior officers from India<br />

Post provided training relating to departmental process and procedures. <strong>DDCE</strong> faculty<br />

members provided soft skills training. Our Computer lab was used for IT Training. Amongst<br />

other Ms. Devika Kumar, CPMG, Orissa Postal Circle and Prof. S. Pani, Director, <strong>DDCE</strong> were<br />

the guests. The program was coordinated by Mr. Subash Mishra, Academic Consultant, MCA<br />

Program.<br />

• Campus Development.<br />

In the last Academic year to enhance the greenery of the campus, <strong>DDCE</strong> planted new saplings<br />

of Kadamba tree. Fish Tank was also renovated. To provide cold drinking water for students,<br />

an additional water cooler has been installed. New Cable connection has also been laid down<br />

for high speed internet Connectivity. In the last academic year, 410 numbers of books for<br />

different subjects were purchased.<br />

• Restructuring of syllabus and development of new curriculum.<br />

A Workshop was organised in <strong>DDCE</strong> premises from 23.04.2012 to 30.04.2012. The Workshop<br />

was inaugurated by Vice-Chancellor, <strong>Utkal</strong> <strong>University</strong> in the presence of Director, <strong>DDCE</strong> ,<br />

Subject Experts & Senior Officers from <strong>Utkal</strong> <strong>University</strong>. Eight sessions were held under six<br />

groups, viz, Internal Quality Assurance Cell & Curriculum Development Cell, Restructuring<br />

Curriculum of P .G Courses & P.G Diploma in Communication (New Course), Restructuring<br />

Curriculum of P .G Courses & P.G Diploma in Communication (New Course), Restructuring<br />

Curriculum of B.A/B.Com Courses, Restructuring Curriculum of MBA and MCA/ IMCA/ P.G.<br />

Diploma in Computer Application. <strong>DDCE</strong> also developed new course material for its newly<br />

introduced programs like M.Com, MSW and M.A in Economics.<br />

• UUeMS.<br />

<strong>Utkal</strong> <strong>University</strong>, introduced UUeMS (<strong>Utkal</strong> <strong>University</strong> Examination Management System) from<br />

the academic session 2011-12. In order to manage the examination system of 276 colleges<br />

under <strong>Utkal</strong> niversity <strong>DDCE</strong>, has developed software for UUeMs which enables the <strong>University</strong><br />

to computerize vast data from admission to publications of final result of colleges under its<br />

jurisdiction. <strong>DDCE</strong>, also<br />

imparted training program on various aspect regarding procedure of UUeMS to the Data Entry<br />

Operator and Principals of 276 Colleges on 19 th , 20 th and 21 st of December 2011 and on<br />

09.01.2012. Training on online examination management system to the non teaching<br />

employees was organized on 17-22 March 2012. Again in the first week of May from 1 st to 5 th<br />

May 2012 Principals, Data entry Operator and Zone Supervisor were imparted training on<br />

UUeMS.<br />

• In collaboration with Academic Staff College, <strong>Utkal</strong> <strong>University</strong> <strong>DDCE</strong> organized following<br />

programs from 17 to 20 March 2012.<br />

A workshop for Research Methodology was organized for Research Scholars in<br />

Commerce and Management. It focused on the various Methodology such as SPSS,<br />

Regression, Factor Analysis, Model Building and EMOS..<br />

A workshop on theories of literature was conducted for teachers, Ph.D Scholars, and<br />

M.Phil students of English language and literature. Focus was on Post-Colonial and Postmodernist<br />

theories.<br />

A Workshop on translation studies was organized where procedure for translating<br />

material from Odia to English for0 Research Scholars. Practical problems related to<br />

translation were discussed and analyzed.<br />

• In the last Academic Year Eminent scholars and distinguished academician from reputed<br />

Institutions across the country visited <strong>DDCE</strong>. Amongst others Prof. Damodar Suar , Prof.<br />

Priyadarshee Pattnaik from IIT Kharagpur, Prof. J.N. Pattnaik ( Retd. Professor, Ravenshaw<br />

College, Prof. D.N. Sahoo(Retd. Professor, Berhampur <strong>University</strong>), Prof. K. Mishra,<br />

Sambalpur <strong>University</strong> , Prof. Arun Mohanty (Retd. Professor, Ravenshaw College), Prof. S.K.<br />

Mund IIT, <strong>Bhubaneswar</strong> and a host of other faculty members from <strong>Utkal</strong> <strong>University</strong> acted as<br />

Resource Persons.<br />

Education should train for self-development, fearlessness of mind, integrity of<br />

purpose and strength of conscience.<br />

The Core Faculty<br />

Prof. S.P.Pani presently is the Director, Distance & Continuing Education and Director Internal<br />

Quality Assurance Cell of <strong>Utkal</strong> <strong>University</strong>, <strong>Bhubaneswar</strong>. He has served as a faculty member of the<br />

P.G. Dept. Of History of <strong>Utkal</strong> <strong>University</strong>, Sambalpur <strong>University</strong>, Ravenshaw College( now<br />

<strong>University</strong>) , V. Deb College, Jeypore and Regional Institute of Education (NCERT), <strong>Bhubaneswar</strong>.<br />

He was also the Principal of Aeronautic College, Sunabeda, a multi faculty Undergraduate College<br />

under HAL, Koraput Division. He was also the Director, College Development Council, <strong>Utkal</strong><br />

<strong>University</strong> and Registrar, Central <strong>University</strong> of Orissa. He has done pioneering research work in<br />

intellectual history of Modern India. He has published more than 25 Research papers and 12 books.<br />

His major publications include: Sri Aurobindo: Life and Thought, Gandhi, Aurobindo and<br />

Radhakrishnan on Bhagavadgita(Co-author), Vivekananda, Aurobindo and Gandhi on Education(Coauthor),<br />

Gandhi : The Forgotten Mahatma (Ed.), Essay on Contemporary Gender Issues(Ed.) and<br />

Word Image Music Post Colonial Readings in the Age of New Media(Ed.). He has successfully<br />

guided 12 numbers of Ph.D. and D.Litt. scholars. Prof. Pani has delivered numerous lectures on<br />

topics relating to Modern Indian Thinkers, Quality of Higher Education and Educational Philosophy in<br />

various Colleges and Universities across India. Prof. Pani has acted as peer team member and coordinator<br />

for assessment of Colleges, Universities and UGC Academic Staff Colleges under NAAC,<br />

Bangalore. During 2011-12, he visited NEHU, Gorakhpur <strong>University</strong> and Bangalore <strong>University</strong><br />

besides few colleges in Karnataka and Maharashtra as an expert of NAAC team. He presented a<br />

paper entitling “Practical Message of Bhagbat Gita” in <strong>University</strong> of Hyderabad. Recently he<br />

delivered talk at UGC sponsored Seminar and other Seminars at BJB College, <strong>Bhubaneswar</strong>, Tulasi<br />

Womens College, Kendrapara, Indira Gandhi Women’s College, Cuttack, D.K College, Jaleswar and<br />

P.N. Autonomous College , Khurda etc.<br />

Dr. Mamata Rani Behera is a Faculty in the Department of Odia, <strong>DDCE</strong>, <strong>Utkal</strong> <strong>University</strong>. She<br />

was educated at Sailabala Womens College and P.G. Department of Odia, <strong>Utkal</strong> <strong>University</strong>. She<br />

obtained her M.Phil and Ph.D Degree in the area of Modern Odia Poetry from <strong>Utkal</strong> <strong>University</strong>. She<br />

has published number of research articles in different Journals. She has also authored four Books on<br />

Criticism, Poetry and Short Stories.<br />

Dr. Prajna Paramita Panigrahi, Asst. Professor, English ( M.A., M.Phil. Ph.D)<br />

Dr. P. P. Panigrahi is a Lecturer in English Department of <strong>DDCE</strong>, <strong>Utkal</strong> <strong>University</strong>. She was educated<br />

at Rama Devi Women’s Autonomous College and PG Department of English, <strong>Utkal</strong> <strong>University</strong>. She<br />

obtained her Ph.D Degree from <strong>Utkal</strong> <strong>University</strong> in 2004. Apart from teaching English to regular<br />

Honours and Post Graduate students, she deals with Communicative English in professional MBA<br />

and MCA courses. Further, she conducts training in Spoken English and Personality Development.<br />

She has authored several critical papers and one book namely: The Voyage Within: Women in the<br />

works of Indian Women Novelists in English. Her other interests include Gender Studies and Literary<br />

Criticism.<br />

Dr. Sujit Kumar Acharya, Asst. Professor, Business Administration (M.B.A., MA PM & IR,<br />

Dr. Sujit K. Acharya is a Lecturer in Department of Business Administration, <strong>DDCE</strong>, <strong>Utkal</strong><br />

<strong>University</strong>. Dr. Acharya holds MBA (Pondichery <strong>University</strong>) and M.A. in Personnel Management &<br />

Industrial Relation, M.Com., M.Phil (Com.), Ph.D. (PM&IR) from <strong>Utkal</strong> <strong>University</strong>. His area of<br />

specialization is HRM (Performance Appraisal). Dr. Acharya has over ten years of teaching<br />

experience across disciplines like Commerce, Management, PM&IR and Soft Skills. In addition<br />

he is also an Expert Corporate and Personality Development Trainer. He has guided<br />

numerous Management Projects. To his credit he has attended numerous Seminars,<br />

Workshops and training programs, authored a number research papers and contributed<br />

numerous chapters to course ware for distance learners. Dr. Acharya is an accomplished<br />

Taekwon-Do Player and has represented India at international events.<br />

MASTER OF COMPUTER APPLICATION (MCA)<br />

MCA Program has been introduced as a Regular course (Evening) by the Directorate of<br />

Distance & Continuing Education since the ACADEMIC SESSION 1999-2000.<br />

Objective : The objective of the course is to provide skill development and knowledge<br />

upgradation for freshers as well as those who are in employment either in<br />

IT Sector or other organisations. To facilitate and promote cross migration<br />

of school and college teachers of allied faculties like Mathematics,<br />

Statistics, Physics, Chemistry, Commerce and Management etc. to the field<br />

of Computer Applications.<br />

Faculty: The program operates under the direct supervision of the Director, <strong>DDCE</strong>. The<br />

faculties are drawn from the P.G. departments of the <strong>Utkal</strong> <strong>University</strong> and other<br />

Universities and Colleges of <strong>Bhubaneswar</strong>. Mr. Subas Chandra Mishra, MCA,<br />

Academic Consultant, Computer Application Program is in overall charge.<br />

Eligibility : Any graduate from <strong>Utkal</strong> <strong>University</strong> or any other <strong>University</strong> recognized by<br />

<strong>Utkal</strong> <strong>University</strong> under 10+2+3 pattern with Mathematics/Statistics as a<br />

subject at +2 / Graduation level. One must have passed in Mathematics.<br />

Working Executives with above qualifications shall be given preference.<br />

Reservations: As per <strong>University</strong> Admission Rules.<br />

Selection: Career, Written Test, Group Discussion and Personal Interview. The written test<br />

INDUSTRY – ACADEMIA IN COLLABORATION:<br />

ICICI BANK WITH UTKAL UNIVERSITY<br />

The Industry – Academia collaboration between ICICI Bank and <strong>Utkal</strong> <strong>University</strong> is a giant<br />

step forward in creating a pool of banking literate pre-employment force in the country. This initiative<br />

will provide students industry specific learning on Banking and Financial Services. The Banking and<br />

Financial Services Industry (BFSI) is growing rapidly and this venture will enable the education sector<br />

to align its curriculum with banking industry needs. This will effectively bridge the gap between the<br />

industry need and the curriculum offered in Universities. This will also enable the banking industry to<br />

have a ready source of trained entry-level employees.<br />

ICICI Bank has collaborated with <strong>Utkal</strong> <strong>University</strong> to make available course content, e-learning<br />

courses and faculty familiarization programs. ICICI Bank has set up a Learning Centre along with a<br />

bank lab simulator at <strong>DDCE</strong>, in the <strong>University</strong>.<br />

The curriculum covers the basics of banking, retail credit, corporate and business credit, rural<br />

finance, customer service and business etiquette amongst others. This offering is a blend of<br />

Instructor Led Training (ILT), assignments and self paced e-learning and skill enhancement/ simulator<br />

lab sessions. The ILT aspect is being supported by ICICI Bank through its faculty familiarization<br />

workshops via the Train the Trainer methodology. The e-learning modules are a self-paced selflearning<br />

exercise.<br />

To make the e-learning modules accessible to the students, ICICI Bank has facilitated an online<br />

Campus Learning Management System (Campus LMS) which will host the banking e-learning<br />

modules. This internet link will be the window into the world of banking for students. This initiative<br />

offers interactive and engaging e-learning modules on Foundations of Banking spanning 40 elearning<br />

days. Courses covering banking basics, quality, processes, compliance, behavior/ skill<br />

related and insurance are focus areas. The courses are followed by an assessment session – on<br />

clearing the same, the student will be awarded a certificate by <strong>DDCE</strong>.<br />

Skill enhancement is a very important element of this initiative. The simulator learning offers<br />

exposure to the practical feel of transactions in the banking industry. Simulation based learning would<br />

allow students to practice transaction processing, application of knowledge and practice of soft skills.<br />

The blend of theoretical information, self paced e-learning courses and practice/ skill<br />

development education will provide adequate knowledge and practice for students who wish to<br />

commence their career in banking. This collaboration will help academia prepare young people to<br />

handle banking transactions and services. Banks would be only too glad to hire skilled employees<br />

who are equipped to perform the tasks.<br />

This collaboration is likely to change the face of young banking recruits – from tentative<br />

starters to confident professionals.<br />

Allotment of examination centers for all theory papers shall be finalized by the <strong>DDCE</strong> at it's<br />

own discretion irrespective of choice of the candidates. All Practical examination will be held<br />

at <strong>DDCE</strong> exclusively.<br />

Students are advised to contact the Teachers / Program Consultants / Examination Section /<br />

Admission Officials in connection with choice of subjects / availability of course materials /<br />

syllabus / personal contact Programs / examination schedules etc. to clear their doubts prior to<br />

admission into the course.<br />

It will be the responsibility of the student to keep contact with the office of the <strong>DDCE</strong> in<br />

December every year as possibility of postal missing of informations regarding form fill-up is<br />

unavoidable. Regarding back paper appearance (for failed and absentee students) intimation<br />

will be sent only after publication of results by the <strong>University</strong>.<br />

<strong>DDCE</strong> is not a Centre of Examinations for B.A./ B.Com. regular Exams.<br />

Practical Examinations in Education & Home Science would be conducted at the <strong>DDCE</strong><br />

premises after the end of the theory examination as per the Program of the <strong>University</strong>.<br />

Controller of Examinations is the authority for all examination related matter. The Examination<br />

Regulation shall be valid under all circumstances.<br />

BROAD REGULATION for B.A /B.Sc./B.Com. from<br />

2011-12 Admission Batch.<br />

1. Registration for 1 st year examination as a regular candidate is compulsory w.e.f 2011<br />

admission batch.<br />

2. Examination for each year is distinct and separate. Examinees have to pass the<br />

examination in each year separately.<br />

3. One has to secure at least 30 % marks in each paper (both in theory and practical) to<br />

pass the examination.<br />

4. 2 % of the total marks in every year may be awarded as grace in all the uncommunicated<br />

papers (distributed over papers) subject to maximum 6 marks in a<br />

paper to make a candidate pass the said examination. Grace may be divided over<br />

theory and practical components.<br />

5. Division/ Class will be awarded only after passing the examinations in all the three<br />

years. Passed candidates securing 60 % marks in Honours components will be<br />

awarded First Class Honours. Passed candidates securing 45 % or more bet less than<br />

60 % marks in Honours component will be awarded Second Class Honours.<br />

Candidates not coming in the above categories, but have passed all the examinations,<br />

will be declared to have passed the examinations as B.A/B.Sc/B.Com. General.<br />

6. One examinee may be allowed to improve his performance in any or all papers of<br />

subject on subsequent year(s). Such improvement will not hamper Distinction if<br />

awarded in earlier attempt(s). Higher mark secured shall remain valid.<br />

7. 0.5 % marks of the total marks of all Honours papers may be awarded as grace marks<br />

to a successful candidate for improvement in division/class (i.e from 2 nd Divn. To 1 st<br />

Divn. Or from without Honours to 2 nd Divn.)<br />

8. The candidates who have passed all the papers of subjects other than Honours in<br />

regular attempts and have not availed any grace marks in those papers and have<br />

secured 50 % marks in aggregate of subjects other than Honours will be awarded<br />

Distinction.<br />

9. Candidates enrolled for 1 st examination as a regular candidate, may appear the 2 nd<br />

and 3 rd year examination simultaneously in the 3 rd year even though he/she has not<br />

enrolled for 2 nd year examination as a regular candidate.<br />

10. One has to clear all the examinations within 6 years from registration for 1 st year<br />

examination. (For example students taking admission in 2012 have to clear by 2018).<br />

The system Back/Re-back/Special examination shall stand replaced with this provision.<br />

BROAD REGULATION FOR M.A./M.COM/M.Sc/MSW and other Non Professional P.G<br />

Courses (Annual) applicable from 2011-12 Admission Batch.<br />

1. Each year examination will be treated as distinct.<br />

2. In each paper a student has to secure at least 36 % marks to pass.<br />

3. 3 % of the total marks in a year may be awarded as a grace marks in all the uncommunicated<br />

papers (distributed over papers) subject to maximum 6 marks in<br />

paper to make a candidates pass the said examination.<br />

4. Division/Class will be awarded after passing all the annual examinations. Candidates<br />

securing above 60 % marks in aggregate of secured marks of all the year will be<br />

declared to have passed in First Class. Similarly, one will be awarded Second Class<br />

if the aggregate of secured marks of all years is more than 48 % but less than 60 %,<br />

the aggregate securing less than 48 % marks in aggregate of secured marks of all<br />

years will be placed in third class.<br />

5. 1 % marks of total marks of all the years may be awarded for improvement in case of<br />

a passed examinee. For example this grace marks may awarded to make a<br />

candidate pass in 1 st Division from 2 nd Division and 2 nd Division from 3 rd Division.<br />

6. Any candidate willing to improve performance may reappear in subsequent<br />

examination(s) and the highest secured marks in each paper will be taken for<br />

tabulation.<br />

7. One has to pass(including improvement) the course within five years of his admission<br />

to the course, for example one who has taken admission in June, 2012, has to pass<br />

the course within June, 2017.<br />

8. There shall be no concept of whole examination.<br />

9. Registration for first year examination shall be compulsory. Such registered<br />

candidates may appear first year and second year examination simultaneously in the<br />

GENERAL INFORMATION<br />

PAYMENT<br />

Applicants must pay the required course fee through Crossed Demand Draft<br />

drawn on SBI / Syndicate Bank in favour of Director, <strong>DDCE</strong>, <strong>Utkal</strong> <strong>University</strong> payable<br />

at <strong>Bhubaneswar</strong> . Consult the respective pages relating to the courses for fees and<br />

installment structure.<br />

One must write clearly one's Name, Address, Purpose of payment and<br />

Enrolment Number (after allotment) on the reverse side of the Draft. All are advised<br />

to retain photocopies of the draft, counter foil issued by Bank for Draft as those<br />

would be required for settling discrepancy in future. This instruction must be followed.<br />

Subsequent installments / annual payments are to be made as per schedule.<br />

At the Time of Admission separate Bank Drafts are to be deposited for Course<br />

Fees, Examination Fees, Corpus and SSDC Fees.<br />

Once you are selected you may make payment through NEFT from any Bank. However<br />

care must be taken to deposit fees in the correct Account Number, <strong>DDCE</strong> would not<br />

bear any responsibility for refund of any amount if it is incorrectly deposited. Further<br />

no fund / deposit can be transferred from one account to another. Immediately after<br />

deposit you have to inform <strong>DDCE</strong> about the deposit through our website<br />

www.ddceutkal.org. You are required to fill the on-line deposit details.<br />

6. NEFT FROM SYNDICATE BANK IS ALLOWED. Facility from other Banks are not<br />

available.<br />

EXAMINATION SYSTEM<br />

The <strong>DDCE</strong> , <strong>Utkal</strong> <strong>University</strong> is a constituent college of the <strong>Utkal</strong> <strong>University</strong>. All Degree /<br />

Diploma Examinations are conducted by the Controller of Examinations, <strong>Utkal</strong> <strong>University</strong>.<br />

Normal examination schedule has been indicted along with the course details. The<br />

Controller of Examinations, <strong>Utkal</strong> <strong>University</strong> publishes a general schedule of all <strong>University</strong><br />

Examinations in leading local dailies. The detailed Program of various examinations are<br />

also communicated to all affiliated colleges of the <strong>University</strong>.<br />

Centres of Examination are indicated along with the course details. The Controller of<br />

Examinations and the Director, <strong>DDCE</strong> at their discretion may change the centre of<br />

examination of any student. At the time of admission, the students are required to fill<br />

up their examination forms . They are required to deposit the Examination Fees as per<br />

instruction from <strong>DDCE</strong>. For all other examinations, forms are filled up six months before<br />

the scheduled date. If a student does not receive the examination form at least four<br />

month before the scheduled time, he should contact us immediately . Before the<br />

commencement of the examination, the <strong>DDCE</strong> issues a permission letter specifying the<br />

subjects of examination, and information about the centre of examination and the<br />

Program. In case of any discrepancy, the student is required to report to the <strong>DDCE</strong> in<br />

person. Change of examination centre is allowed only on the event of the death of<br />

parent / legal guardian and / or Transfer of self or parents. Besides the usual fees<br />

payable to the <strong>University</strong>, a student has to pay a sum of Rs. 100/- to the <strong>DDCE</strong> for<br />

centre change . Such request will be entertained three months before the commencement<br />

of the examination. Permission for change of centre is given purely on the discretion of<br />

the Director, <strong>DDCE</strong> and / or Controller of Examinations, <strong>Utkal</strong> <strong>University</strong>. A student has to<br />

carry the <strong>DDCE</strong> Identity Card to the centre of examination.<br />

Candidates, who are booked under malpractice have to fill-up the back exam. form with<br />

an undertaking without waiting for the award of punishment.<br />

CERTIFICATION<br />

The <strong>University</strong> Registration Number is issued by the <strong>DDCE</strong> on behalf of the<br />

Controller of Examinations, <strong>Utkal</strong> <strong>University</strong> . Students passing out the qualifying<br />

examination from Boards other than C.H.S.E., Orissa and OSTEC are required to<br />

submit Migration Certificate along with the application form. Migration Certificate is<br />

issued by the Controller of Examinations, <strong>Utkal</strong> <strong>University</strong> on payment of<br />

prescribed fees and the application form are to be deposited for obtaining the<br />

same.<br />

Provisional Certificates and Mark Sheets are issued by the Controller of Examinations.<br />

After publication of result, <strong>DDCE</strong> would despatch these alongwith the C.L.C. by<br />

registered post to the concerned student. Issuance of C.L.C, is always subject to<br />

clearance of all dues. Original Degrees / Diplomas are issued by the Controller of<br />

Examinations.<br />

Students discontinuing before completion of any course are to apply for C.L.C. in<br />

prescribed forms, to the <strong>DDCE</strong> .<br />

DUPLICATE REGISTRATION NO., CLC & IDENTITY CARD<br />

For duplicate Registration Number a candidate is to pay Rs. 70/-. For duplicate CLC an<br />

affidavit is required and a fee of Rs. 200/- is to be paid.<br />

Identity Card will be issued to the student on completion of admission process.<br />

Duplicate Identity Card will be issued on payment of Rs. 50/-. If a student applies for<br />

CLC after 5 Years from the normal duration of the course he / she has to deposit<br />

Rs.500/- and produce an affidavit with all relevant information / declaration.<br />

♦ Any fees paid once shall not be refunded under any circumstance. Hence every<br />

student must verify his eligibility before depositing any amount. And as such<br />

students are advised to pay the required admission fees through crossed bank<br />

draft and retain documents. In case one is found ineligible, the draft can be<br />

returned on rejection of form, by authority.<br />

♦ SC/ST students taking admission under Self-Financing courses do not receive any<br />

scholarship. However those taking admission under B.A. / B.Com / M.A. Course may<br />

apply for post-matric scholarship. Forms are to be obtained from District Welfare Officer.<br />

<strong>DDCE</strong> does not guarantee award of scholarship.<br />

♦ Any first year B.A. / B.Com. students who desires to change his subject may do so<br />

within 15 days from the last date of admission. Students are not allowed to change<br />

their subject at M.A. . For example, a student admitted in History can not be<br />

allowed to change his subject to Pol. Science. Further a student may change his<br />

special paper group within 15 days from the last date of admission at M.A. level.<br />

After that a fees of Rs.200/- will be applicable for +3 students.<br />

for the exact schedule. The general Schedule of Examination is notified in<br />

leading news papers by the Controller of Examinations.<br />

♦ The curriculum structure and syllabus indicated in Prospectus is subject to<br />

♦ Any dispute is subject to jurisdiction of SDJM, <strong>Bhubaneswar</strong> only. The relation<br />

between student and <strong>DDCE</strong>, <strong>Utkal</strong> <strong>University</strong> is not that of a consumer and<br />
