7. State Humane Slaughter Laws<br />
Thirty states have passed humane slaughter laws (see Table 19 below). Most of these<br />
were enacted by state legislatures in the decade following passage of the original<br />
Federal Humane Methods of Slaughter Act. All are based on the language of the federal<br />
law and many specifically reference that law. With the exception of New Hampshire’s<br />
law, all state humane slaughter statutes address the slaughter process itself and do not<br />
cover handling of animals prior to slaughter. 185 The state of Wisconsin has promulgated<br />
regulations regarding the ante-mortem handling of animals, including techniques for<br />
moving non-ambulatory animals. 186 In addition, California has regulations relating to the<br />
humane handling and slaughter of poultry. 187<br />
