disabled animals be provided with a covered pen.<br />

Sec. 313.2 Handling of livestock.<br />

Requires that the driving of animals be done with a minimum of excitement and<br />

discomfort to the animals and that devices such as electric prods be used as little<br />

as possible.<br />

Prohibits use of pipes and sharp or pointed objects to drive animals.<br />

Requires that disabled animals and other animals unable to move be separated<br />

from ambulatory animals and placed in a covered pen.<br />

Prohibits the dragging of conscious disabled animals.<br />

Requires animals have access to water at all times in holding pens and access to<br />

feed if held longer than 24 hours.<br />

Requires there be sufficient room in the holding pen for animals held overnight<br />

to lie down.<br />

Sec. 313.5 Chemical; carbon dioxide.<br />

Identifies carbon dioxide gas as an acceptable method of slaughtering sheep,<br />

calves and swine.<br />

Allows that carbon dioxide may be administered to induce death in swine.<br />

Requires that sampling of gas for analysis shall be made on a continuing basis,<br />

and gas concentrations and exposure times graphically recorded throughout each<br />

day’s operation.<br />

Sec. 313.15 Mechanical; captive bolt.<br />

Identifies the captive bolt stunner as an acceptable method of slaughtering sheep,<br />

swine, goats, calves, cattle, horses, mules and other equines.<br />

Identifies skull penetrating and non-skull penetrating as acceptable types of<br />

captive bolt stunners.<br />

Allows that captive bolt stunners may be energized by 1) detonation of measured<br />

charges of gunpowder or 2) accurately controlled compressed air.<br />

Requires that compressed air devices be equipped with accurate, constantly<br />

operating air pressure gauges.<br />

Prohibits use to stun cattle of captive bolt stunners that deliberately inject<br />

compressed air into the cranium at the end of the penetration cycle. (Interim<br />

final rule of January 12, 2004)<br />

Sec. 313.16 Mechanical; gunshot.<br />

Identifies shooting with firearms as an acceptable method of slaughtering cattle,<br />

calves, sheep, swine, goats, horses, mules and other equines.<br />

Designates acceptable types of projectiles as hollow point bullets, frangible iron<br />

plastic composition bullets and powdered iron missiles.<br />
