PART 309 – ANTE-MORTEM INSPECTION<br />
Sec. 309.2 Livestock suspected of being diseased or affected with certain conditions;<br />
identifying suspects; disposition on post-mortem inspection or otherwise.<br />

Requires that all seriously crippled animals and non-ambulatory disabled<br />
livestock be identified as U.S. Suspects and disposed of accordingly.<br />
Defines non-ambulatory disabled livestock as animals “that cannot rise from a<br />
recumbent position or that cannot walk, including, but not limited to, those with<br />
broken appendages, severed tendons or ligaments, nerve paralysis, fractured<br />
vertebral column, or metabolic conditions.” (Interim final rule of January 12,<br />
2004)<br />
Sec. 309.3 Dead, dying, disabled, or diseased and similar livestock.<br />

Requires that non-ambulatory disabled cattle be condemned and disposed of<br />
in accordance with Sec. 309.13. However, FSIS inspection personnel may<br />
determine on a case-by-case basis the disposition of cattle that become nonambulatory<br />
after they have passed ante-mortem inspection.<br />
PART 310 – POST-MORTEM INSPECTION<br />
Sec. 310.1 Extent and time of post-mortem inspection.<br />

Allows the inspector in charge to require the slaughter establishment to reduce<br />
the slaughter line speed where inspection procedure cannot be adequately<br />
performed or because the health condition of the particular animals indicates a<br />
need for more extensive inspection.<br />
PART 313 – HUMANE SLAUGHTER OF LIVESTOCK<br />
Sec. 313.1 Livestock pens, driveways and ramps.<br />

Requires that livestock pens, driveways and ramps be maintained in good repair<br />
and free of sharp corners and sharp or protruding objects.<br />
