Federal Regulations Related to Humane Slaughter<br />
Following are summaries of the major provisions of U.S. Code of Federal Regulations<br />
related to humane slaughter of food animals, as of February 2008. The full regulations<br />
should be consulted for additional clarification, as well as any additions or revisions.<br />
TITLE 9 – ANIMALS AND ANIMAL PRODUCTS<br />
CHAPTER I – ANIMAL AND PLANT HEALTH INSPECTION SERVICE,<br />
U.S. DEPARTMENT OF AGRICULTURE<br />
PART 88 – COMMERCIAL TRANSPORTATION OF EQUINES FOR SLAUGHTER<br />
Sec. 88.1 Definitions.<br />

Defines owner/shipper as any entity that engages in commercial transport of<br />
more than 20 equines per year to slaughtering facilities, except any that transport<br />
equines incidental to their principal act of production agriculture.<br />
Sec. 88.2 General information.<br />

Allows that states may enact equal or more stringent regulations.<br />
Sec. 88.3 Standards for conveyances.<br />

Requires that all stallions and other aggressive equine be segregated.<br />
Prohibits use of multiple tiered cargo areas after December 7, 2006.<br />
Sec. 88.4 Requirements of transportation.<br />

Requires that equines be provided with food, water and the opportunity to rest for<br />
not less than 6 consecutive hours immediately prior to the animals being loaded.<br />
Requires that a certificate that includes a statement of fitness to travel<br />

Requires that animals be observed not less than every 6 hours en route.<br />
Requires that equines that become nonambulatory en route be euthanized by an<br />
equine vet.<br />
Requires animals be off-loaded after 28 consecutive hours of transport and be<br />
provided with food, water and opportunity to rest for at least 6 consecutive hours.<br />
