He has worked with a variety <strong>of</strong> organizations including Alcohol, Tobacco & Firearms, Community Bankers Association <strong>of</strong><br />
<strong>Alabama</strong>, Pennsylvania State Police, Texas Rangers and U.S. Secret Service.<br />
Carter conducted the personality assessment portion <strong>of</strong> the project, interviewing teachers and administrators.<br />

Lee has worked with rural development for many years. He is the co-author <strong>of</strong> two publications, Beyond the Interstate, the Crisis<br />
in <strong>Rural</strong> <strong>Alabama</strong> and Crossroads and Connections, Strategies for <strong>Rural</strong> <strong>Alabama</strong>, with Dr. Joe Sumners <strong>of</strong> Auburn University.<br />
A graduate <strong>of</strong> Auburn University, he is the former Executive Director <strong>of</strong> the Southeast <strong>Alabama</strong> Regional Planning & Development<br />
Commission. He frequently writes about rural issues for state newspapers.<br />
Lee did the community assessments and was primary author <strong>of</strong> this report.<br />
Dr. Owen Sweatt<br />

He spent 25 years as a public school educator in <strong>Alabama</strong> and is a former principal <strong>of</strong> Fayette Elementary in Fayette County. His<br />
specialty is educational leadership and organizational behavior.<br />
He has consulted with school systems in Randolph, Bibb, Crenshaw, Marion, Limestone, Lauderdale, Autauga and Fayette<br />
counties as well as the University <strong>of</strong> <strong>Alabama</strong> and Auburn University. His Ph.D. was in the field <strong>of</strong> educational leadership and<br />
education research. He has published in the Journal <strong>of</strong> School Leadership.<br />
Sweatt is a retired Colonel in the <strong>Alabama</strong> National Guard and was a Senior Fellow <strong>of</strong> the Army War College while attending<br />
TuftsUniversityandtheKennedySchool<strong>of</strong> GovernmentatHarvardUniversity.Heisagraduate<strong>of</strong> theU.S.ArmyCommandand<br />
General Staff College. He received his Ph.D. at the University <strong>of</strong> <strong>Alabama</strong>.<br />
Sweatt was the primary evaluator <strong>of</strong> school leadership and teacher and student performance.<br />
