In December, I got actively<br />

involved in trying to influence<br />

President Barack Obama to<br />

appoint Georgia Congressman<br />

Sanford Bishop, Secretary <strong>of</strong><br />

Agriculture. Although Bishop<br />

was not picked for the position,<br />

my support enabled me to meet<br />

this fine Congressman for the<br />

first time in his capitol hill<br />

<strong>of</strong>fice. Congressman Bishop is<br />

a Mobile native <strong>and</strong> Bishop<br />

State Community College in<br />

Mobile is named for his father,<br />

Sanford Bishop, Sr. To my surprise,<br />

Bishop's chief <strong>of</strong> staff is<br />

Phyllis Gray-Hallmon. Her<br />

brother, Jerome Gray, is one <strong>of</strong><br />

my deputy commissioners <strong>of</strong><br />

agriculture.<br />

Their late father, P.A. Gray,<br />

was a well-known vocational ag<br />

teacher in Conecuh County for<br />

many years. During the era <strong>of</strong><br />

segregation "Pr<strong>of</strong>essor Gray"<br />

(as he was called) succeeded in<br />

getting the local A & P Store in<br />

Evergreen, <strong>Alabama</strong> to buy <strong>and</strong><br />

stock fresh vegetables grown<br />

by some <strong>of</strong> his ag boys. Their<br />

mother, Edith A. Gray, is a<br />

retired home economics teacher.<br />

At 98-years-old, some call her<br />

"the mother <strong>of</strong> Conecuh<br />

County." She still cooks for<br />

herself, goes to exercise classes<br />

two days a week, <strong>and</strong> still drives<br />

an American-made car. In<br />

December, 2005, Reid State<br />

Technical College in Evergreen,<br />

<strong>Alabama</strong>, honored Mrs. Gray's<br />

legacy in education by naming a<br />

new library <strong>and</strong> technology center<br />

after her. If you're traveling<br />

on I-65, the Edith A. Gray<br />

Al Hooks. We are grateful for the significant contribution Mr.<br />

the years. As shown in the photo below, every summer Mr.<br />

Hooks brings a variety <strong>of</strong> his fresh, sustainable <strong>and</strong> organically<br />

SENSIBLE SAVINGS THROUGH<br />

TECHNOLOGICAL ADVANCES<br />

A primary responsibility <strong>of</strong><br />

the <strong>Alabama</strong> <strong>Department</strong> <strong>of</strong><br />

Agriculture <strong>and</strong> Industries'<br />

Certification <strong>and</strong> Training<br />

Office is the licensing <strong>of</strong> pest<br />

management pr<strong>of</strong>essionals. In<br />

the past, the department accomplished<br />

this by providing applicator<br />

examinations on a quarterly<br />

basis at four monitored<br />

sites with all examinations being<br />

graded internally by h<strong>and</strong>. Hard<br />

copy/paper based examinations<br />

were the only method for an<br />

applicator to take an examination<br />

in the category or categories<br />

he/she wanted to perform<br />

work.<br />

Now a paperless <strong>and</strong> more<br />

efficient option is available by<br />

using computers. Testers will be<br />

free to take the test Monday<br />

through Friday 8:00 a.m. to 5:00<br />

p.m., <strong>and</strong> in some cases evening<br />

examinations are possible. The<br />

testing centers are located in<br />

geographically advantageous<br />

sites throughout the state to<br />

provide convenience for test<br />

takers. Testing centers are located<br />

in Athens, Tanner, Hanceville,<br />

Birmingham, Auburn,<br />

Dothan, <strong>and</strong> Mobile. Instant<br />

pass/fail notification <strong>and</strong> test<br />

scores by category are provided<br />

at testing centers.<br />

Sparks. "They have worked<br />

hard to make it happen <strong>and</strong> they<br />

have succeeded. Computer<br />

based testing will allow applicators<br />

the convenience <strong>of</strong> taking<br />

the test in or near their home<br />

county <strong>and</strong> receiving instant<br />

scoring results. It is estimated<br />

that this change will save the<br />

state more than $44,000 annually<br />

that otherwise would have<br />

been spent to prepare <strong>and</strong><br />

administer paper based tests."<br />

This program is just one <strong>of</strong><br />

many practical changes made by<br />

the Pesticide Management<br />

Section in the last several years.<br />

Faye Golden <strong>and</strong> her staff have<br />

worked hard to utilize available<br />

information technology at the<br />

department; they have posted<br />

examination information, continuing<br />

education seminars, <strong>and</strong><br />

renewal applications to the<br />

department's website which has<br />

led to improved services for<br />

pesticide applicators.<br />

EGG & POULTRY GUIDELINE FOR THE BULLETIN<br />

Only agricultural birds, not pet or psitticine birds,<br />

should be listed for sale in the <strong>Bulletin</strong>. You do not<br />

have to be a participant in the NPIP (National Poultry<br />

Improvement Plan) program in order to advertise birds.<br />

If you need clarification as to whether your bird qualifies<br />

as an agricultural bird, you may use the NPIP book<br />

as a reference, it lists all poultry <strong>and</strong> agricultural type<br />

species. Examples <strong>of</strong> agricultural or poultry type<br />

birds are: chickens (all breeds <strong>of</strong> st<strong>and</strong>ard <strong>and</strong> bantam<br />

sizes), turkeys, ducks, peafowl, geese, quail, pheasant,<br />

guineas, chukars, swans, etc. For further clarification, or<br />

to participate in the NPIP program (a voluntary disease<br />

monitoring program for producers who have their own<br />

Application <strong>of</strong> Municipal Biosolids<br />

Commissioner Ron Sparks<br />

<strong>and</strong> the <strong>Department</strong> <strong>of</strong> Agriculture<br />

& Industries staff have<br />

worked on an issue involving the<br />

application <strong>of</strong> municipal biosolids<br />

in Northwest <strong>Alabama</strong> for<br />

a number <strong>of</strong> months. Currently,<br />

municipal biosolids are being<br />

transferred via railway from New<br />

York to Leighton, AL where this<br />

material is further treated <strong>and</strong><br />

l<strong>and</strong> applied by Synagro<br />

Technologies, Inc. on various<br />

agricultural l<strong>and</strong>s.<br />

Sparks has worked with<br />

local governmental <strong>of</strong>ficials<br />

within this area to find a responsible<br />

solution. "There has been<br />

positive response made in the<br />

past, but there needs to be a better<br />

underst<strong>and</strong>ing <strong>of</strong> the issue at<br />

h<strong>and</strong>," says Sparks. Over the past<br />

several months there have been<br />

numerous community meetings.<br />

The <strong>Department</strong> <strong>of</strong> Agriculture<br />

& Industries has limited<br />

jurisdiction on the compliance<br />

career success. Today, more<br />

<strong>of</strong> municipal biosolids; however,<br />

regardless <strong>of</strong> opinion this is a<br />

very complicated <strong>and</strong> sensitive<br />

issue. The State <strong>of</strong> <strong>Alabama</strong><br />

eliminated funding to the<br />

<strong>Alabama</strong> <strong>Department</strong> Environmental<br />

Management (ADEM)<br />

for this program back in the<br />

1990's, since then this became a<br />

federal program, which is now<br />

governed by the Environmental<br />

Protection Agency (EPA).<br />

"As Commissioner, I have<br />

done everything to help Synagro<br />

Technologies, Inc. <strong>and</strong> the residents<br />

<strong>of</strong> Northwest <strong>Alabama</strong>,"<br />

added Sparks. "I do not support<br />

biosolid material from other<br />

states coming into <strong>Alabama</strong>.<br />

However, parts <strong>of</strong> Northwest<br />

<strong>Alabama</strong> have no other option. I<br />

will continue to work <strong>and</strong> help in<br />

anyway possible on this issue."<br />

with the red metal ro<strong>of</strong>, <strong>and</strong> several<br />

flags flying out front.<br />

Incidentally, the vocational<br />

building where the Gray's taught<br />

thous<strong>and</strong>s <strong>of</strong> students is still in<br />

use. It's now used as a learning<br />

resource center <strong>and</strong> is the site <strong>of</strong><br />

the monthly school board meetings<br />

in Conecuh County. In<br />

2007, the vocational building<br />

was named for the late P.A.<br />

Gray. A historic marker was<br />

erected by the Conecuh County<br />

Training School Alumni<br />

Association, documenting the<br />

black teachers who taught ag<br />

<strong>and</strong> home ec classes there.<br />

The amazing tie-in here to<br />

this wonderful Black History<br />

Month story about family,<br />

comes when we recognize the<br />

incredible influence that this<br />

couple had over the agricultural<br />

community <strong>and</strong> families in<br />

Conecuh County. He taught<br />

farm families how to get better<br />

yields, rotate crops, prevent erosion,<br />

<strong>and</strong> grow healthier livestock.<br />

She taught them how to<br />

sew, decorate their homes, recycle<br />

the floral Purina feed sacks,<br />

care for babies, <strong>and</strong> properly<br />

can home-grown vegetables.<br />

The Gray's came to<br />

<strong>Alabama</strong> as students at<br />

Tuskegee Institute in the late<br />

1920s <strong>and</strong> early 1930s. He<br />

came from Tennessee. She<br />

came from Texas. They settled<br />

in <strong>Alabama</strong> after getting their<br />

first (<strong>and</strong> only) jobs in Conecuh<br />

County after college. They began<br />

their careers during the Great<br />

Depression <strong>and</strong> segregated education.<br />

Yet they succeeded.<br />

As I reflect upon the positives<br />

<strong>of</strong> our nation during these<br />

dire economic times, it surely<br />

must be a special time for Mrs.<br />

Gray that she has lived long<br />

enough to see an African<br />

American elected as president.<br />

As a student at Tuskegee<br />

Institute in 1932, she didn't have<br />

the right to vote. But as a member<br />

<strong>of</strong> the renowned Tuskegee<br />

Institute Choir, she sang at the<br />

White House for defeated<br />

President Herbert Hoover, <strong>and</strong> at<br />

Hyde Park, N.Y. for Presidentelect<br />

Franklin Roosevelt. Not<br />

many college students today can<br />

say that they've performed for<br />

two presidents.<br />

As Commissioner <strong>of</strong><br />

Agriculture, I am proud <strong>and</strong> jealous<br />

<strong>of</strong> the fact that Mrs. Gray<br />

<strong>and</strong> the Tuskegee Institute Choir<br />

were able to perform for two<br />

American presidents in 1932,<br />

despite segregation. Likewise, I<br />

am proud <strong>and</strong> jealous <strong>of</strong> the fact<br />

that she was a student at<br />

Tuskegee Institute when Dr.<br />

George Washington Carver was<br />

there. Just imagine, she saw one<br />

<strong>of</strong> America's foremost scientists<br />

weekly, walking on campus <strong>and</strong><br />

at chapel vesper services. In<br />

1896, Booker T. Washington<br />

recruited Carver to come to<br />

<strong>Alabama</strong> from Iowa, to head up<br />

Tuskegee Institute's <strong>Department</strong><br />

<strong>of</strong> Agriculture. This was<br />

one year after Booker T.<br />

Washington had given his<br />

famous, but controversial<br />

speech on racial accommodation<br />

<strong>and</strong> achievement at the<br />

Atlanta Exposition.<br />

Carver's genius as a practical<br />

researcher helped improve<br />

the quality <strong>of</strong> life for thous<strong>and</strong>s<br />

<strong>of</strong> Southern farmers <strong>and</strong> their<br />

families. His innovative ideas<br />

<strong>and</strong> techniques helped transform<br />

Southern agriculture from<br />

one-crop cotton dependency to<br />

using other soil-enriching<br />

crops, like peanuts <strong>and</strong> sweet<br />

potatoes. At Tuskegee, Carver<br />

began a "movable school" project<br />

whereby he took <strong>and</strong><br />

demonstrated his techniques <strong>of</strong><br />

organic gardening, canning, <strong>and</strong><br />

curing meat to farmers in their<br />

own communities. Isn't it<br />

ironic that President Barack<br />

Obama has selected an Iowan<br />

<strong>and</strong> former Governor Thomas<br />

Vilsack as the Secretary <strong>of</strong><br />

Agriculture, who said that he will<br />

"work to boost the economies <strong>of</strong><br />

farm communities, promote<br />

nutritious foods <strong>and</strong> help poor<br />

families put meals on the table,"<br />

if confirmed. As an ag scientist<br />

<strong>and</strong> native <strong>of</strong> Iowa, too, Carver<br />

served our nation well a century<br />

ago, doing the same thing<br />

that Vilsack wants to do.<br />

What's remarkable is that<br />

George Washington Carver did<br />

it for 47 years at Tuskegee<br />

Institute, on a salary <strong>of</strong> $125.00<br />

a month. On January 5, 1948,<br />

the U.S. Postal Service honored<br />

Dr. Carver with a 3 cent<br />

postage stamp.<br />
