F a r m ers a n d Consumers Consumers Bulletin
VOLUME 57 NO. 2
In December, I got actively
involved in trying to influence
President Barack Obama to
appoint Georgia Congressman
Sanford Bishop, Secretary of
Agriculture. Although Bishop
was not picked for the position,
my support enabled me to meet
this fine Congressman for the
first time in his capitol hill
office. Congressman Bishop is
a Mobile native and Bishop
State Community College in
Mobile is named for his father,
Sanford Bishop, Sr. To my surprise,
Bishop's chief of staff is
Phyllis Gray-Hallmon. Her
brother, Jerome Gray, is one of
my deputy commissioners of
agriculture.
Their late father, P.A. Gray,
was a well-known vocational ag
teacher in Conecuh County for
February is Black History Month!
SPARKS’
REMARKS
Commissioner
Ron Sparks
many years. During the era of
segregation "Professor Gray"
(as he was called) succeeded in
getting the local A & P Store in
Evergreen, Alabama to buy and
stock fresh vegetables grown
by some of his ag boys. Their
mother, Edith A. Gray, is a
retired home economics teacher.
At 98-years-old, some call her
"the mother of Conecuh
County." She still cooks for
herself, goes to exercise classes
two days a week, and still drives
an American-made car. In
December, 2005, Reid State
Technical College in Evergreen,
Alabama, honored Mrs. Gray's
legacy in education by naming a
new library and technology center
after her. If you're traveling
on I-65, the Edith A. Gray
On the Header this Month:
Featured on the header this month in honor of Black History
Month, is a field of broccoli grown by Macon County farmer,
Al Hooks. We are grateful for the significant contribution Mr.
Hooks and his family have made to Alabama Agriculture over
the years. As shown in the photo below, every summer Mr.
Hooks brings a variety of his fresh, sustainable and organically
grown produce to the department to sell to its employees.
FEBRUARY 2009
SENSIBLE SAVINGS THROUGH
TECHNOLOGICAL ADVANCES
A primary responsibility of
the Alabama Department of
Agriculture and Industries'
Certification and Training
Office is the licensing of pest
management professionals. In
the past, the department accomplished
this by providing applicator
examinations on a quarterly
basis at four monitored
sites with all examinations being
graded internally by hand. Hard
copy/paper based examinations
were the only method for an
applicator to take an examination
in the category or categories
he/she wanted to perform
work.
Now a paperless and more
efficient option is available by
using computers. Testers will be
free to take the test Monday
through Friday 8:00 a.m. to 5:00
p.m., and in some cases evening
examinations are possible. The
testing centers are located in
geographically advantageous
sites throughout the state to
provide convenience for test
takers. Testing centers are located
in Athens, Tanner, Hanceville,
Birmingham, Auburn,
Dothan, and Mobile. Instant
pass/fail notification and test
scores by category are provided
at testing centers.
"Giving applicators the
opportunity to take examinations
by computer throughout
the state is a huge accomplishment
for our Pesticide
Pictured above is Zakiya Varner demonstrating the new testing
process to Tracy Oliver, employed by Cooks Pest Control in Auburn.
Management Section," said
Sparks. "They have worked
hard to make it happen and they
have succeeded. Computer
based testing will allow applicators
the convenience of taking
the test in or near their home
county and receiving instant
scoring results. It is estimated
that this change will save the
state more than $44,000 annually
that otherwise would have
been spent to prepare and
administer paper based tests."
This program is just one of
many practical changes made by
the Pesticide Management
Section in the last several years.
Faye Golden and her staff have
worked hard to utilize available
information technology at the
department; they have posted
examination information, continuing
education seminars, and
renewal applications to the
department's website which has
led to improved services for
pesticide applicators.
Please contact the Certification
and Training Office at
334/240-7243 for additional
information.
EGG & POULTRY GUIDELINE FOR THE BULLETIN
Only agricultural birds, not pet or psitticine birds,
should be listed for sale in the Bulletin. You do not
have to be a participant in the NPIP (National Poultry
Improvement Plan) program in order to advertise birds.
If you need clarification as to whether your bird qualifies
as an agricultural bird, you may use the NPIP book
as a reference, it lists all poultry and agricultural type
species. Examples of agricultural or poultry type
birds are: chickens (all breeds of standard and bantam
sizes), turkeys, ducks, peafowl, geese, quail, pheasant,
guineas, chukars, swans, etc. For further clarification, or
to participate in the NPIP program (a voluntary disease
monitoring program for producers who have their own
breeder birds), contact Dana Brindley-Bennett at
dana.bennett@agi.alabama.gov or 334/240-6590.

Application of Municipal Biosolids
Commissioner Ron Sparks
and the Department of Agriculture
& Industries staff have
worked on an issue involving the
application of municipal biosolids
in Northwest Alabama for
a number of months. Currently,
municipal biosolids are being
transferred via railway from New
York to Leighton, AL where this
material is further treated and
land applied by Synagro
Technologies, Inc. on various
agricultural lands.
Sparks has worked with
local governmental officials
within this area to find a responsible
solution. "There has been
positive response made in the
past, but there needs to be a better
understanding of the issue at
hand," says Sparks. Over the past
several months there have been
numerous community meetings.
The Department of Agriculture
& Industries has limited
jurisdiction on the compliance
The Alabama FFA
Association and the National
FFA Organization will celebrate
National FFA Week,
February 21-28, 2009. The
theme this year, "Step
Up/Stand Out" embodies all
the best about FFA members.
The focus is to tell America
about the great opportunities
available in agriscience education
for all youth. FFA is committed
to developing character
and leadership skills and
preparing members for a lifetime
of civic leadership and
career success. Today, more
of municipal biosolids; however,
regardless of opinion this is a
very complicated and sensitive
issue. The State of Alabama
eliminated funding to the
Alabama Department Environmental
Management (ADEM)
for this program back in the
1990's, since then this became a
federal program, which is now
governed by the Environmental
Protection Agency (EPA).
"As Commissioner, I have
done everything to help Synagro
Technologies, Inc. and the residents
of Northwest Alabama,"
added Sparks. "I do not support
biosolid material from other
states coming into Alabama.
However, parts of Northwest
Alabama have no other option. I
will continue to work and help in
anyway possible on this issue."
The EPA can be contacted
at 404/562-9748 if there is anything
else to be reported on this
issue.
2009 National FFA Week
than 300 career opportunities
are available to students
through agriscience education.
Sparks Remarks continued...
(continued from page 1)
Library and Technology Center
is located off Exit 96 in
Evergreen. It's that imposing
two-story, beige brick building,
with the red metal roof, and several
flags flying out front.
Incidentally, the vocational
building where the Gray's taught
thousands of students is still in
use. It's now used as a learning
resource center and is the site of
the monthly school board meetings
in Conecuh County. In
2007, the vocational building
was named for the late P.A.
Gray. A historic marker was
erected by the Conecuh County
Training School Alumni
Association, documenting the
black teachers who taught ag
and home ec classes there.
The amazing tie-in here to
this wonderful Black History
Month story about family,
comes when we recognize the
incredible influence that this
couple had over the agricultural
community and families in
Conecuh County. He taught
farm families how to get better
yields, rotate crops, prevent erosion,
and grow healthier livestock.
She taught them how to
sew, decorate their homes, recycle
the floral Purina feed sacks,
care for babies, and properly
can home-grown vegetables.
The Gray's came to
Alabama as students at
Tuskegee Institute in the late
1920s and early 1930s. He
came from Tennessee. She
came from Texas. They settled
in Alabama after getting their
first (and only) jobs in Conecuh
County after college. They began
their careers during the Great
Depression and segregated education.
Yet they succeeded.
As I reflect upon the positives
of our nation during these
dire economic times, it surely
must be a special time for Mrs.
Gray that she has lived long
enough to see an African
American elected as president.
As a student at Tuskegee
Institute in 1932, she didn't have
the right to vote. But as a member
of the renowned Tuskegee
Institute Choir, she sang at the
White House for defeated
President Herbert Hoover, and at
Hyde Park, N.Y. for Presidentelect
Franklin Roosevelt. Not
many college students today can
say that they've performed for
two presidents.
As Commissioner of
Agriculture, I am proud and jealous
of the fact that Mrs. Gray
and the Tuskegee Institute Choir
were able to perform for two
American presidents in 1932,
despite segregation. Likewise, I
am proud and jealous of the fact
that she was a student at
Tuskegee Institute when Dr.
George Washington Carver was
there. Just imagine, she saw one
of America's foremost scientists
weekly, walking on campus and
at chapel vesper services. In
1896, Booker T. Washington
recruited Carver to come to
Alabama from Iowa, to head up
Tuskegee Institute's Department
of Agriculture. This was
one year after Booker T.
Washington had given his
famous, but controversial
speech on racial accommodation
and achievement at the
Atlanta Exposition.
Carver's genius as a practical
researcher helped improve
the quality of life for thousands
of Southern farmers and their
families. His innovative ideas
and techniques helped transform
Southern agriculture from
one-crop cotton dependency to
using other soil-enriching
crops, like peanuts and sweet
potatoes. At Tuskegee, Carver
began a "movable school" project
whereby he took and
demonstrated his techniques of
organic gardening, canning, and
curing meat to farmers in their
own communities. Isn't it
ironic that President Barack
Obama has selected an Iowan
and former Governor Thomas
Vilsack as the Secretary of
Agriculture, who said that he will
"work to boost the economies of
farm communities, promote
nutritious foods and help poor
families put meals on the table,"
if confirmed. As an ag scientist
and native of Iowa, too, Carver
served our nation well a century
ago, doing the same thing
that Vilsack wants to do.
What's remarkable is that
George Washington Carver did
it for 47 years at Tuskegee
Institute, on a salary of $125.00
a month. On January 5, 1948,
the U.S. Postal Service honored
Dr. Carver with a 3 cent
postage stamp.
