Hurricane Preparedness for Animals
In the aftermath of
Hurricanes Katrina and Rita in
2005, we at the Department
saw that many people had trouble
evacuating because of the
lack of animal shelters. There
were also many displaced animals
because pet owners had
not been prepared to find locations
to safely house their animals.
Because most human
shelters do not allow pets or
livestock, our staff began to
look for ways to safely house
animals and to inform the public
about what to do with their
companion animals in the event
of a natural disaster.
If a hurricane approaches
Alabama, there will be three
disaster shelters equipped to
take pets. The disaster animal
shelters are coordinated
between the state and respective
local officials. They will be
in Montgomery at Garrett
Coliseum, Birmingham at the
Fairgrounds, and Dothan at the
Houston County Farm Center,
with Garrett Coliseum being
the primary shelter because of
its central location. The shelters
will be available for any animal
including livestock, pets or
exotics. It may get a little
crowded, but no animal will be
turned away.
One concern many animal
owners have is that they want to
stay in a shelter that is near their
animals' shelter. There will be
collocated shelters where people
and animals would be on
the same premises, but not in
the same physical location. For
example, horses would be in the
stables, while people would be
sheltered in an arena.
Shelter staffing will be
coordinated by the State of
Alabama through dedicated
professional staff and assisted by
volunteers. The Department's
State Agriculture Response
Team (SART) will be working
closely with the Alabama
Veterinary Medical Association,
veterinary schools, humane
associations, rescue groups, and
volunteer organizations to care
for companion animals during
an emergency.
The shelters will have their
own food, water and cages
through state and federal funding
and donations. The state
will also be providing the necessary
equipment and medical
exams to sustain the animals,
but if possible, owners should
bring the pet's medication,
leash, bowls, food, carrier or
cage, medical records, and tags.
Animals will be registered
as they are brought in. The staff
will also scan for microchips
and tags for unattended animals.
This will make it easier to
reunite pets and owners after a
hurricane or other disaster.
At this time, there is not a
plan in place for the state to aid
in transporting animals, but we
are looking into the possibilities
for the future. It is our hope
that having animal shelters
available will aid in getting residents
evacuated safely.
SEPTEMBER 2007
Cooking Oil to Fuel
Agriculture & Industries
Commissioner Ron Sparks and
Montgomery's Mayor Bobby
Bright recently announced they
are forming a partnership to
turn used cooking oils into
biodiesel fuel for Agriculture
Department and City vehicles.
"I can think of no better
way to help clean our environment
and fuel our trucks and
heavy equipment at the same
time," said Sparks. "Our ability
to make biodiesel right here in
Montgomery is a significant
step toward keeping our landfills
and sewer systems free of used
cooking oils and protecting our
energy security."
Staff members from the
Department of Agriculture &
Industries' Center for Alternative
Fuels have been talking
with Mayor Bright's staff over
the last few weeks to develop a
plan for producing alternative
fuels to be used in government
vehicles. Mayor Bright said several
senior city officials had
recently toured a similar facility
in Hoover and saw the advantages
Montgomery could gain
from such an operation. Sparks
also toured the same facility and
decided to put the plan into
action immediately.
"Commissioner Sparks contacted
me and offered this great
opportunity that was just too
good to turn down," said Bright.
"This process is working in sev-
Mayor Bright and Sparks announce biodiesel fuel partnership.
eral other cities across the state
and we are extremely pleased
that we can put this into action
for Montgomery's citizens."
The production facility will
initially use cooking oils
retrieved from area restaurants
as the primary feedstock. Once
fully operational, Commissioner
Sparks hopes the City will establish
recycling stations throughout
Montgomery to collect used
cooking oils from individuals.
Running at full capacity, the
equipment can produce approximately
100 gallons of biodiesel
per day. When mixed at the rate
of 20% biodiesel with 80% regular
diesel fuel, the City and
Department could have about
500 gallons a day of what is generally
referred to as "B20."
"Reducing the amount of
cooking oils used by restaurants
going into the landfill is good
environmental policy," Bright
said. "Once we can expand our
collection to include individual
citizens it will further reduce the
amount of cooking oils going
into the landfill or being poured
down the sink and clogging our
sewer system."
Commissioner Sparks says
the facility will also be used for
instructional purposes to
encourage the state's farmers to
produce a variety of crops that
can be turned into biodiesel,
including soybeans and canola.
The Department is currently in
the final stages of launching a
mobile unit similar to the one
that will be located in
Montgomery. The Montgomery
unit is expected to be based in
one of the Department's facilities
near the State Farmer's
Market.
4-H'ers Earn National Championship
The Coosa County
4-H Wildlife Team represented
Alabama at the
National 4-H Wildlife
Habitat Evaluation Invitational
in Cedar City,
Utah on July 25-29, 2007.
They returned home as
National Champions.
They were followed in
the competition by the
home team from Utah
in second place, and
Texas in third place.
Nineteen states were
represented and all the
teams were already state
champions.
Team members
included Anna Vines,
Elijah Phillips, Samuel
Cordner and Treavor
Abrams and were
coached by County Extension
Coordinator, Roger Vines and
Kristy Abrams. Anna Vines was
the overall high scoring individual,
Elijah Phillips placed fourth
and Samuel Cordner came in at
9th overall. The fourth member,
Treavor Abrams, also did well
but placed out of the top ten.
"The competition was very
challenging. Our team members
had to study really hard to learn
an entirely new habitat that was
so very different from Alabama.
The competition site was on
land dominated by high desert
sagebrush and rugged mountains.
The Utah and Texas teams,
which placed second and third
had the advantage of being on
familiar ground, so that made me
especially proud of our Alabama
team members who still came
out on top" stated Vines. "I have
been coaching this team since
they were in the fourth grade
and so it's great to see them
reach this long sought after
goal."
Pictured from left to right are Roger Vines, coach; Treavor Abrams, Anna Vines, Samuel
Cornder (in back), and Elijah Phillips. Chaperone Kristy Abrams, not pictured.
The teams competed in several
different events, including aerial
photo interpretation, wildlife
foods, wildlife habitat management
practices, a written rural
wildlife plan, and a written urban
wildlife plan. As always the scores
were very close, but Alabama won
with a 10 point margin over the
second place Utah team. This victory
marks the tenth time, Coosa
County 4-H has had a team participate
in the national wildlife event.
During the compettion the
4-H’ers made new friends from
all across the country and learned
about the plants and animals of
the American West. But just as
important, they learned about
commitment to a goal, the value
of hard work, and how to support
their team mates. The 4-
H'ers also learned to appreciate
the support of their community,
since over $2,700 was raised
locally to support the team on
their trip.
The 4-H Wildlife Habitat
Evaluation Program, commonly
known as WHEP, is an educational
program of the
Cooperative Extension System to
teach youth about the value and
principles involved in managing
wildlife resources. It started as a
state 4-H program in Tennessee
and has grown to a nation-wide
event. Participants must first win
their state competition to earn
the chance to compete nationally.
A rule is in place that allows
teams to only participate in one
national WHEP, so each state
winning team only gets "one
shot" at winning the national.
The contest also moves to a different
host state each year, so the
contest has been held all over the
country through the years. Next
year, the event will held in
Oklahoma. The National WHEP
is sponsored by the U.S. Fish and
Wildlife Service and International
Paper.
PRODUCT SPOTLIGHT
Not YO' Mama's Pepper
Marmalade originated as a
thoughtful and original Christmas
gift for friends and family
but has now grown into a huge
hit across Alabama! The couple,
Brian and Caroline
Taylor, who formed
this family-owned
business in Birmingham,
says the idea
came from spending
their first Christmas
together as an engaged
couple. Instead of giving
out Christmas
sweets, Brian came up
with an idea and
recipe to create pepper
marmalade. "The pepper
marmalade was a huge success
so we decided to give it out
at our wedding as well. After
this the demand just grew and
so did we" says Caroline Taylor.
The original pepper marmalade
is made with a blend of
red and yellow sweet bell peppers,
pure cane sugar, and the
finest cider vinegar spiked with
orange zest, mango and
Serrano peppers. The slightly
spicy, sweet and sour marmalade
is great for appetizers,
your favorite meat, seafood or
vegetables. For those that like it
a little bit hotter,
Habanero Marmalade
can easily do the trick.
Now that you are ready
to experience the delicious
taste of Not Yo'
Mamas Gourmet Foods,
you can rush out to your
nearest specialty or natural
food store, along
with several other retail
stores across the state,
including Whole Foods
in Birmingham, to get a
jar! Or for your convenience,
you can purchase Not Yo'
Mamas marmalades on their
website at www.notyomamasgourmet.com.
Pictured from left to right, Dr. Ernst Cebert, an Agronomist with
Commissioner Sparks at the biodiesel facility in Hoover.
Recently Birmingham
Mayor Tony Petelos gave
Commissioner of Agriculture
and Industries Ron Sparks a
tour of a facility in Hoover that
collects used cooking oil and
produces biodiesel. A blend
generally referred to as "B20" is
then made using 20% biodiesel
and 80% regular diesel fuel.
Sparks recognized the advantages
such an operation could
provide and decided to put a
plan into action immediately to
create a similar facility in the
Montgomery area.
During the tour Dr, Ernest
Cebert, an Agronomist with
Alabama A & M University,
shared about his research on
using canola as a legitimate
feedstock to produce alternative
fuels in Alabama. The
Department is partnering with
Alabama A & M University to
continue this research.
