Hurricane Preparedness for Animals<br />

In the aftermath <strong>of</strong><br />

Hurricanes Katrina <strong>and</strong> Rita in<br />

2005, we at the <strong>Department</strong><br />

saw that many people had trouble<br />

evacuating because <strong>of</strong> the<br />

lack <strong>of</strong> animal shelters. There<br />

were also many displaced animals<br />

because pet owners had<br />

not been prepared to find locations<br />

to safely house their animals.<br />

Because most human<br />

shelters do not allow pets or<br />

livestock, our staff began to<br />

look for ways to safely house<br />

animals <strong>and</strong> to inform the public<br />

about what to do with their<br />

companion animals in the event<br />

<strong>of</strong> a natural disaster.<br />

If a hurricane approaches<br />

A<strong>laba</strong>ma, there will be three<br />

disaster shelters equipped to<br />

take pets. The disaster animal<br />

shelters are coordinated<br />

between the state <strong>and</strong> respective<br />

local <strong>of</strong>ficials. They will be<br />

in Montgomery at Garrett<br />

Coliseum, Birmingham at the<br />

Fairgrounds, <strong>and</strong> Dothan at the<br />

Houston County Farm Center,<br />

with Garrett Coliseum being<br />

the primary shelter because <strong>of</strong><br />

its central location. The shelters<br />

will be available for any animal<br />

including livestock, pets or<br />

exotics. It may get a little<br />

crowded, but no animal will be<br />

turned away.<br />

One concern many animal<br />

owners have is that they want to<br />

stay in a shelter that is near their<br />

animals' shelter. There will be<br />

collocated shelters where people<br />

<strong>and</strong> animals would be on<br />

the same premises, but not in<br />

the same physical location. For<br />

example, horses would be in the<br />

stables, while people would be<br />

sheltered in an arena.<br />

Shelter staffing will be<br />

coordinated by the State <strong>of</strong><br />

A<strong>laba</strong>ma through dedicated<br />

pr<strong>of</strong>essional staff <strong>and</strong> assisted by<br />

volunteers. The <strong>Department</strong>'s<br />

State <strong>Agriculture</strong> Response<br />

Team (SART) will be working<br />

closely with the A<strong>laba</strong>ma<br />

Veterinary Medical Association,<br />

veterinary schools, humane<br />

associations, rescue groups, <strong>and</strong><br />

volunteer organizations to care<br />

for companion animals during<br />

an emergency.<br />

The shelters will have their<br />

own food, water <strong>and</strong> cages<br />

through state <strong>and</strong> federal funding<br />

<strong>and</strong> donations. The state<br />

will also be providing the necessary<br />

equipment <strong>and</strong> medical<br />

exams to sustain the animals,<br />

but if possible, owners should<br />

bring the pet's medication,<br />

leash, bowls, food, carrier or<br />

cage, medical records, <strong>and</strong> tags.<br />

Animals will be registered<br />

as they are brought in. The staff<br />

will also scan for microchips<br />

<strong>and</strong> tags for unattended animals.<br />

This will make it easier to<br />

reunite pets <strong>and</strong> owners after a<br />

hurricane or other disaster.<br />

At this time, there is not a<br />

plan in place for the state to aid<br />

in transporting animals, but we<br />

are looking into the possibilities<br />

for the future. It is our hope<br />

that having animal shelters<br />

available will aid in getting residents<br />

evacuated safely.<br />

Cooking Oil to Fuel<br />

<strong>Agriculture</strong> & <strong>Industries</strong><br />

Commissioner Ron Sparks <strong>and</strong><br />

Montgomery's Mayor Bobby<br />

Bright recently announced they<br />

are forming a partnership to<br />

turn used cooking oils into<br />

biodiesel fuel for <strong>Agriculture</strong><br />

<strong>Department</strong> <strong>and</strong> City vehicles.<br />

"I can think <strong>of</strong> no better<br />

way to help clean our environment<br />

<strong>and</strong> fuel our trucks <strong>and</strong><br />

heavy equipment at the same<br />

time," said Sparks. "Our ability<br />

to make biodiesel right here in<br />

Montgomery is a significant<br />

step toward keeping our l<strong>and</strong>fills<br />

<strong>and</strong> sewer systems free <strong>of</strong> used<br />

cooking oils <strong>and</strong> protecting our<br />

energy security."<br />

Staff members from the<br />

<strong>Department</strong> <strong>of</strong> <strong>Agriculture</strong> &<br />

<strong>Industries</strong>' Center for Alternative<br />

Fuels have been talking<br />

with Mayor Bright's staff over<br />

the last few weeks to develop a<br />

plan for producing alternative<br />

fuels to be used in government<br />

vehicles. Mayor Bright said several<br />

senior city <strong>of</strong>ficials had<br />

recently toured a similar facility<br />

in Hoover <strong>and</strong> saw the advantages<br />

Montgomery could gain<br />

from such an operation. Sparks<br />

also toured the same facility <strong>and</strong><br />

decided to put the plan into<br />

action immediately.<br />

"Commissioner Sparks contacted<br />

me <strong>and</strong> <strong>of</strong>fered this great<br />

opportunity that was just too<br />

good to turn down," said Bright.<br />

<strong>and</strong> we are extremely pleased<br />

that we can put this into action<br />

for Montgomery's citizens."<br />

The production facility will<br />

initially use cooking oils<br />

retrieved from area restaurants<br />

as the primary feedstock. Once<br />

fully operational, Commissioner<br />

Sparks hopes the City will establish<br />

recycling stations throughout<br />

Montgomery to collect used<br />

cooking oils from individuals.<br />

Running at full capacity, the<br />

equipment can produce approximately<br />

100 gallons <strong>of</strong> biodiesel<br />

per day. When mixed at the rate<br />

<strong>of</strong> 20% biodiesel with 80% regular<br />

diesel fuel, the City <strong>and</strong><br />

<strong>Department</strong> could have about<br />

500 gallons a day <strong>of</strong> what is generally<br />

referred to as "B20."<br />

"Reducing the amount <strong>of</strong><br />

cooking oils used by restaurants<br />

going into the l<strong>and</strong>fill is good<br />

environmental policy," Bright<br />

said. "Once we can exp<strong>and</strong> our<br />

collection to include individual<br />

citizens it will further reduce the<br />

amount <strong>of</strong> cooking oils going<br />

into the l<strong>and</strong>fill or being poured<br />

down the sink <strong>and</strong> clogging our<br />

sewer system."<br />

Commissioner Sparks says<br />

the facility will also be used for<br />

instructional purposes to<br />

encourage the state's farmers to<br />

produce a variety <strong>of</strong> crops that<br />

can be turned into biodiesel,<br />

including soybeans <strong>and</strong> canola.<br />

The <strong>Department</strong> is currently in<br />

the final stages <strong>of</strong> launching a<br />

mobile unit similar to the one<br />

that will be located in<br />

Montgomery. The Montgomery<br />

unit is expected to be based in<br />

one <strong>of</strong> the <strong>Department</strong>'s facilities<br />

near the State Farmer's<br />

4-H'ers Earn National Championship<br />

The Coosa County<br />

4-H Wildlife Team represented<br />

A<strong>laba</strong>ma at the<br />

National 4-H Wildlife<br />

Habitat Evaluation Invitational<br />

in Cedar City,<br />

Utah on July 25-29, 2007.<br />

They returned home as<br />

National Champions.<br />

They were followed in<br />

the competition by the<br />

home team from Utah<br />

in second place, <strong>and</strong><br />

Texas in third place.<br />

Nineteen states were<br />

represented <strong>and</strong> all the<br />

teams were already state<br />

champions.<br />

Team members<br />

included Anna Vines,<br />

Elijah Phillips, Samuel<br />

Cordner <strong>and</strong> Treavor<br />

Abrams <strong>and</strong> were<br />

coached by County Extension<br />

Coordinator, Roger Vines <strong>and</strong><br />

Kristy Abrams. Anna Vines was<br />

the overall high scoring individual,<br />

Elijah Phillips placed fourth<br />

<strong>and</strong> Samuel Cordner came in at<br />

9th overall. The fourth member,<br />

Treavor Abrams, also did well<br />

but placed out <strong>of</strong> the top ten.<br />

"The competition was very<br />

challenging. Our team members<br />

had to study really hard to learn<br />

an entirely new habitat that was<br />

so very different from A<strong>laba</strong>ma.<br />

The competition site was on<br />

l<strong>and</strong> dominated by high desert<br />

sagebrush <strong>and</strong> rugged mountains.<br />

The Utah <strong>and</strong> Texas teams,<br />

which placed second <strong>and</strong> third<br />

had the advantage <strong>of</strong> being on<br />

familiar ground, so that made me<br />

especially proud <strong>of</strong> our A<strong>laba</strong>ma<br />

team members who still came<br />

out on top" stated Vines. "I have<br />

been coaching this team since<br />

they were in the fourth grade<br />

<strong>and</strong> so it's great to see them<br />

reach this long sought after<br />

goal."<br />

The teams competed in several<br />

different events, including aerial<br />

photo interpretation, wildlife<br />

foods, wildlife habitat management<br />

practices, a written rural<br />

wildlife plan, <strong>and</strong> a written urban<br />

wildlife plan. As always the scores<br />

were very close, but A<strong>laba</strong>ma won<br />

with a 10 point margin over the<br />

second place Utah team. This victory<br />

marks the tenth time, Coosa<br />

County 4-H has had a team participate<br />

in the national wildlife event.<br />

During the compettion the<br />

4-H’ers made new friends from<br />

all across the country <strong>and</strong> learned<br />

about the plants <strong>and</strong> animals <strong>of</strong><br />

the American West. But just as<br />

important, they learned about<br />

commitment to a goal, the value<br />

<strong>of</strong> hard work, <strong>and</strong> how to support<br />

their team mates. The 4-<br />

H'ers also learned to appreciate<br />

the support <strong>of</strong> their community,<br />

since over $2,700 was raised<br />

locally to support the team on<br />

their trip.<br />

The 4-H Wildlife Habitat<br />

Evaluation Program, commonly<br />

known as WHEP, is an educational<br />

program <strong>of</strong> the<br />

Cooperative Extension System to<br />

teach youth about the value <strong>and</strong><br />

principles involved in managing<br />

wildlife resources. It started as a<br />

state 4-H program in Tennessee<br />

<strong>and</strong> has grown to a nation-wide<br />

event. Participants must first win<br />

their state competition to earn<br />

the chance to compete nationally.<br />

A rule is in place that allows<br />

teams to only participate in one<br />

national WHEP, so each state<br />

winning team only gets "one<br />

shot" at winning the national.<br />

The contest also moves to a different<br />

host state each year, so the<br />

contest has been held all over the<br />

country through the years. Next<br />

year, the event will held in<br />

Oklahoma. The National WHEP<br />

is sponsored by the U.S. Fish <strong>and</strong><br />

Wildlife Service <strong>and</strong> International<br />

Paper.<br />

Sparks Visits Hoover Bi<strong>of</strong>uel Facility<br />

Recently Birmingham<br />

Mayor Tony Petelos gave<br />

Commissioner <strong>of</strong> <strong>Agriculture</strong><br />

<strong>and</strong> <strong>Industries</strong> Ron Sparks a<br />

tour <strong>of</strong> a facility in Hoover that<br />

collects used cooking oil <strong>and</strong><br />

produces biodiesel. A blend<br />

generally referred to as "B20" is<br />

then made using 20% biodiesel<br />

<strong>and</strong> 80% regular diesel fuel.<br />

Sparks recognized the advantages<br />

such an operation could<br />

provide <strong>and</strong> decided to put a<br />

plan into action immediately to<br />

create a similar facility in the<br />

Montgomery area.<br />

During the tour Dr, Ernest<br />

Cebert, an Agronomist with<br />

A<strong>laba</strong>ma A & M University,<br />

shared about his research on<br />

using canola as a legitimate<br />

feedstock to produce alternative<br />

fuels in A<strong>laba</strong>ma. The<br />

<strong>Department</strong> is partnering with<br />

A<strong>laba</strong>ma A & M University to<br />

continue this research.<br />

Center for Alternative Fuels at<br />

the <strong>Department</strong> <strong>of</strong> <strong>Agriculture</strong><br />

<strong>and</strong> <strong>Industries</strong>. The growth <strong>of</strong><br />

CAFO Owners Receive Compensation for Inspection Fees<br />

The A<strong>laba</strong>ma <strong>Department</strong><br />

<strong>of</strong> <strong>Agriculture</strong> & <strong>Industries</strong>, in<br />

cooperation with USDA Natural<br />

Resources Conservation Service<br />

(NRCS), has implemented a program<br />

to compensate all<br />

Concentrated Animal Feeding<br />

Operations (CAFO) owners for<br />

the majority <strong>of</strong> the cost for the<br />

annual inspection, which is<br />

required by the A<strong>laba</strong>ma<br />

<strong>Department</strong> <strong>of</strong> Environmental<br />

Management (ADEM). The program<br />

is funded by NRCS in conjunction<br />

with the A<strong>laba</strong>ma<br />

<strong>Department</strong> <strong>of</strong> <strong>Agriculture</strong> &<br />

<strong>Industries</strong> (ADAI), which is<br />

responsible for administering the<br />

program. Commissioner Ron<br />

alternative fuels - specifically<br />

those produced from agricultural<br />

feedstocks - is very important to<br />

the economic development <strong>of</strong><br />

A Qualified Credential<br />

Pr<strong>of</strong>essional (QCP) performs the<br />

required inspection <strong>and</strong> is paid by<br />

the CAFO owner. The QCP<br />

signs a voucher form provided<br />

by ADAI <strong>and</strong> gives it to the<br />

CAFO owner. The CAFO<br />

soybeans) <strong>and</strong> ethanol (from<br />

corn) are the primary alternative<br />

<strong>and</strong> renewable fuels benefiting<br />

the agricultural industry in<br />

A<strong>laba</strong>ma.”<br />

A Clean Corridor is a highway on<br />

which motorists <strong>and</strong> fleets can find<br />

<strong>and</strong> purchase clean burning alternative<br />

fuels such as E-85 Ethanol<br />

<strong>and</strong> B20 Biodiesel.<br />

The A<strong>laba</strong>ma <strong>Department</strong> <strong>of</strong><br />

Economic <strong>and</strong> Community Affairs<br />

(ADECA) <strong>and</strong> the A<strong>laba</strong>ma Clean<br />

Fuels Coalition (ACFC) applied for<br />

<strong>and</strong> received a <strong>Department</strong> <strong>of</strong><br />

Energy (DOE) grant to install the<br />

infrastructure for six retail E-85<br />

Ethanol <strong>and</strong> five B20 Biodiesel<br />

pumps at retail stations along I-65<br />

as part <strong>of</strong> this multi state program.<br />

owner then completes the<br />

remainder <strong>of</strong> the voucher form<br />

<strong>and</strong> submits it, along with a copy<br />

<strong>of</strong> the inspection form <strong>and</strong> a<br />

copy <strong>of</strong> the invoice, to ADAI for<br />

reimbursement.<br />

This program was implemented<br />

July 1, 2006, <strong>and</strong> completed<br />

its first year June 30, 2007.<br />

During the year, 309 CAFO<br />

owners applied for <strong>and</strong> received<br />

reimbursement. Of these 309<br />

CAFO's, 280 were poultry producers,<br />

20 were swine producers,<br />

3 were dairies, <strong>and</strong> 6 were stockyards.<br />

A total <strong>of</strong> $59,100.00 was<br />

reimbursed to the CAFO owners.<br />

This very successful program<br />

will be continued this year.
