NOV. 9, 2012 Oceanside results favor incumbents By Promise Yee OCEANSIDE — Preliminary results show the incumbent mayor and council members will keep their seats. Mayor Jim Wood took an early lead with 55.16 percent of the pr eliminary votes, followed by challenger Councilman Jerry Kern with 32.16 percent of votes from 12 out of 90 precincts. At midnight Wood remained ahead. Wood led b y 51.10 percent and Kern followed at 31.32 percent of votes from 48 out of 90 precincts. In the final preliminary count Wood kept his lead with 54.48 percent of votes and Kern followed with 30.92 percent. The vote for two City Council seats w as closer. Incumbent Councilwoman Esther Sanchez took the lead with 27.37 percent of preliminary votes, followed by incumbent Councilman Jack Feller with 22.79 percent of v otes. Dana Corso was a close third with 21.75 percent of preliminary votes. At midnight the v ote spread remained about the same. Sanchez had 27.42 percent of v otes, Feller had 22.70 percent of votes and Corso had 21.71 percent of votes from the 48 precincts counted. In the final preliminary count Sanchez led by 27.14 percent, followed by Feller at 22.67 percent and Corso at 21.39 percent. Wood was positive going into Election Day, but did not claim a win ahead of the final results. He said that real change depends on the wins of Sanchez, Corso and himself. She said she looks forward to moving ahead with improvement projects to promote business growth like the Coast Highway Vision Plan. “I look forward to working as team with the comm unity,” Sanchez said. “A team concept is something that w e haven’t had for the last few years.” Sanchez also said it is important for Wood, Corso and herself to win to move the city forward. “Otherwise it’s the status quo and w e continue downward,” Sanchez said. Opposition by Wood and Sanchez to Pr opositions E and F in June highlighted the council’s 2-3 split. The propositions called f or the elimination of r ent control and a requirement for candidates ESTHER SANCHEZ JACK FELLER to win by a 51 percent majority vote. Citizen grassroots efforts led b y Corso helped defeat both propositions. Feller who is part of the council majority said he felt confident about going f orward with the council “as is.” “We can continues our march to eliminate the deficit and create revenue streams through free market and free will entrepreneurship,” Feller said. “Progress is not a bad word.” Feller said his f ocus going forward is pension reform and encour aging “middle income” businesses like biomedical to open. “We can get by with a McDonald’s mentality, but need to get to the point where we’re considered something greater than that,” Feller said. “People don’t understand how great a place Oceanside is. Proposition J, which would have adopted a specific plan for the commer cial village area, was rejected by Del Mar voters 1,139 to 816, or 58 percent to 42 percent. The plan reduced Camino del Mar, the main thor oughfare, from four lanes to tw o, added roundabouts and increased building heights on the west side. Proponents claimed the c hanges would decrease traffic and pollution and incentivized property owners to upgrade their buildings. Opponents said the pr oposal would increase traffic and pollution, decrease property values, force motorists onto residential side str eets and destroy the village charm and quality of life. City officials ha ve been discussing ways to r evitalize the area for decades.The most recent effort began more than a year ago and included about 100 meetings, workshops and public hearings. “We’re sorry it w asn’t approved but that’ s what it’ s all about,” outgoing Mayor Carl Hilliard said. “We put it out there and let the citiz ens decide. “The package was so big and complex,” he said.“People found parts they liked and parts they didn’t. They voted no based on what the y didn’t like.” He said he and his colleagues “made the critical decision” to present the plan as a whole r ather than piecemeal. Hilliard, who did not run for re-election, said the ne w City Council will be faced with several issues. “Camino del Mar is a failed street,” he said. “They’ll need some plan to deal with tr affic and congestion. There’s also the housing element.” On a more positive note, Hilliard said he was “happy to see the pot initiati ve rejected.” “It was poorly written,” he added. Council members in Del Mar and Solana Beac h were presented with an initiati ve this summer from the Patient Care Association of California, a nonprofit organization of medical cannabis collectives, that would have allowed regulated medical marijuana dispensaries in those cities. The group collected enough signatures to qualify the measure for the ballots, giving city officials basicall y two options — adopt it as pr esented or let voters decide. Some council members in Solana Beach, including all of those recently elected, said they favor the use of medical marijuana but oppose bric kand-mortar dispensaries. In Del Mar, Proposition H was rejected 1,053 to 814, or by 56 per cent of v oters. In Solana Beach 3,193 voters, or 63 percent, opposed Proposition W while 1,882 people, or 37 percent, supported it. Similar initiatives in Lemon Grove and Imperial Beach also failed. “The results are surprising and v ery disappointing,” Cynara Velazquez, of Citizens for Patients Rights, said. “When we were talking to voters we saw just the opposite results.” She said people ma y say they support the dispensaries because they don’t want to seem unsympathetic to cancer patients but their opinions change in the voting booth.” Velazquez noted a competing, stricter ordinance developed by the Lemon Grove council also f ailed by essentially the same margin. She said her group has no plans going f orward. “We’re absorbing,” she said.
