Construction of standard concrete curb & gutter, sidewalk, pedestrian curb ramps, street pavement,<br />

speed table crosswalks, storm drain infrastructure, miscellaneous relocations, grading, and other appurtenant<br />

work including landscaping, striping and signing at the following locations:<br />

o Gardendale Road, between Glen Arbor Drive and Mountain Vista Way<br />

o Aspenglow Drive, between Gardendale Road and Splitrail Drive<br />

Bids shall be submitted in sealed envelopes upon the blank forms furnished by the CITY in the bid documents.<br />

Each bid shall be accompanied by security in a form and amount as required by law. <strong>The</strong> CITY<br />

requires the awarded contractor to obtain Payment and Contract Performance bonds, issued by an admitted<br />

carrier, qualified to do business in California. See information for Bidders and all other contract documents<br />

for bidding procedure and other requirements of the bid.<br />

This project is financed with federal funds. Disadvantaged Business Enterprises (DBEs), and other<br />

NOTICE IS HEREBY GIVEN to you, because your interest<br />

may be affected, that the Planning Commission of the City of<br />

Carlsbad will hold a public hearing at the Council Chambers,<br />

1200 Carlsbad Village Drive, Carlsbad, California, at 6:00<br />

p.m. on Wednesday, <strong>Nov</strong>ember 21, <strong>2012</strong>, to consider the following:<br />

ZCA 11-03/ LCPA 11-04- SIGN ORDINANCE AMENDMENT<br />

– A request for a recommendation to adopt a Negative<br />

Declaration, and recommendation of approval of a Zone<br />

Code Amendment and Local <strong>Coast</strong>al Program Amendment to<br />

repeal and reenact the City’s Sign Ordinance (Chapter 21.41<br />

of the Carlsbad Municipal Code) to: (1) incorporate revisions<br />

deemed necessary by the City’s legal counsel to address first<br />

amendment issues associated with the permitted regulation<br />

of signage, (2) provide more flexible sign development standards,<br />

(3) allow electronic message board signs or digital displays<br />

at regional commercial centers (Plaza Camino Real<br />

and Car Country Carlsbad) with a Regional Commercial<br />

General Plan land use designation that have frontage on a<br />

freeway (I-5 or SR-78) and (4) clarify the ordinance to make<br />

it more user friendly.<br />

<strong>The</strong> City Planner has determined that the project will not<br />

result in potentially significant impacts and has issued a<br />

Notice of Intent to adopt a Negative Declaration.<br />

If you challenge these projects in court, you may be limited to<br />

raising only those issues you or someone else raised at the<br />

public hearing described in this notice or in written correspondence<br />

delivered to the City of Carlsbad at or prior to the public<br />

hearing.<br />

business hours from 7:30 am to 5:30 pm Monday through<br />

Please be advised that the City of Carlsbad is considering amendments<br />

to its Local <strong>Coast</strong>al Program (LCP) as summarized below. This amendment<br />

is being proposed by the City of Carlsbad and is currently under<br />

review. This notice hereby opens a six week review period after which the<br />

Planning Commission and City Council will consider all comments and<br />

act on the proposed amendment. <strong>The</strong> Planning Commission hearing is<br />

expected to take place in December <strong>2012</strong>, and will be duly noticed. <strong>The</strong><br />

City Council hearing is expected to take place in January <strong>2012</strong>, and will<br />

be duly noticed.<br />

LCPA 12-03 – HOUSING ELEMENT PROGRAM 2.1 - BARRIO<br />

<strong>The</strong> City’s Zoning Ordinance is the implementing ordinance for the City’s<br />

Local <strong>Coast</strong>al Program. Accordingly, this Local <strong>Coast</strong>al Program<br />

Amendment is necessary to ensure consistency between its proposed<br />

amended Zoning Ordinance and its Local <strong>Coast</strong>al Program. <strong>The</strong> Zone<br />

Code Amendment and Local <strong>Coast</strong>al Program Amendment are summarized<br />

as follows:<br />

To implement Program 2.1 of the City of Carlsbad 2005-2010 Housing<br />

Element, land use designations and zoning within the Barrio area are proposed<br />

to be amended. <strong>The</strong> Barrio is located in Carlsbad, CA, generally<br />

north of Tamarack Ave., south of Oak Ave., east of the railroad and west<br />

of Interstate 5.<br />
