To illustrate the very meanin^^ of the term "lifeline," we have at-<br />

tached in Exhibit V [see p. 118], letters from a cross-section of orga-<br />

nizations which further attest to the almost total dependence on<br />

surface transportation.<br />

The efforts of all levels of Hawaii's government and its people could<br />

not and cannot offset the effects of the past and future shipping<br />

tieups. It is clear to me that efforts on the part of our local and State<br />

government cannot overcome the problems and hardships which inter-<br />

state maritime disputes create in Hawaii. This is why we plead with<br />

you to enact Federal legislation to proved the continuation of our<br />

lifeline during maritime disputes.<br />

I, therefore, strongly support and plead for legislation such as this<br />

Surface Commerce Protection Act of 1973 which would create a Fed-<br />

eral procedure to protect and maintain our very lifeline. Thank you<br />

verj' much.<br />
