Mayor FAST. NO; it wouldn't. I have discussed this with our Con-<br />

gressman and he indicates to me that the Governor of the State of<br />

Hawaii has the necessary legislation to act for the State of Hawaii<br />

should there be a strike in Hawaii, a local strike, that is, that would<br />

sever our connections to the rest of the world.<br />

Mr. JAKUAN. Would there be a State legislative action ?<br />

Mayor FASI. We have State legislation on the books, now, sir.<br />

Mr. JARMAN. I understand. Mr. Harvey?<br />

Mr. HABVET. Thank you, Mr. Chairman. Mr. Mayor, what happens<br />

if 160 days expires, the parties still have not reached an agreement and<br />

a strike resumes ?<br />

Mayor FASI. I think we ought to go to Congress. I don't want to<br />

evade the question. I think, first I believe you invoke the Taft-Hartley<br />

Act. If it is not invoked, the Grovemor of the State of Hawaii has the<br />

option to petition a Federal court for the 160-day cooling-off period.<br />

I believe that within that period of time, 99.99 percent of all dis-<br />

putes will be settled. I think you will find that in the cooling-off period<br />

that this has been a fact, that it takes about that long sometimes, but in<br />

very few instances would it go beyond 160 days and that is why I be-<br />

lieve the congressional delegation picked 160 days as a target.<br />

Mr. HARVET. Thank you. I have no further questions, Mr. Chairman.<br />

Mr. JARMAN. Thank you, Mayor, for a very effective testimony.<br />

STATEMENT OF HON. SHTJNICHI KIMTTRA, MAYOR, COUNTY OF<br />

HAWAH. HAWAH: ACCOMPANIED BY HON. PATSY T. MINK, A<br />

EEPEESENTATIVE IN CONGRESS FROM THE STATE OF HAWAH<br />

Mrs MINK. Mr. Chairman, it is my privilege this morning to in-<br />

troduce the very distinguished mayor of the county of Hawaii, my<br />

most populous county in the Second Congressional District which I<br />

represent. The mayor, Hon. Shunichi Kimura of the Island of Ha-<br />

waii represents roughly 70,000 constituents in my district, which is<br />

the largest island in the State of Hawaii. He comes to this commit-<br />

tee with I believe, the united plea of all of the people of that county.<br />

It is my privilege to introduce the Honorable Shunichi Kimura,<br />

mavor of the county of Hawaii.<br />

Mr. JARMAN. We nre very plpnserl to welcome Mnyor Kimura.<br />

Mayor KiMtntA. Thank you, Mr. Chairman and distinguished mem-<br />

bers of the subcommittee.<br />

The county of Hawaii that Mrs. Mink spoke about is a political sub-<br />

division of the State of Hawaii located in the midddle of the Pacific<br />

Ocean, some 2.000 miles from the west coast of the continental United<br />

States. The current estimate of population for our island-county is<br />

68.000.<br />

My urgent task today is to convey to you the great importance sur-<br />

face transportation plays in the lives of everyone of the 68,000 county<br />

of Hawaii residents and to ask your support for legislation to insure<br />

the continuation of our lifeline which provides over 80 percent of our<br />

physical commodities processed or consumed in the State of Hawaii.<br />
