I understand that H.E. 7189—Hawaii and Western Islands Surface Commerce<br />
Protection Act—is now i)ending before the subcommittee on transportation and<br />
aeronautics of the House Committee on Interstate and Foreign Commerce. We<br />
feel that this legislation is vital to our island-county's well-being. We are dependent<br />
on the free flow of surface transportation for our existence.<br />
The legislation currently being considered is so Important that the previous<br />
Mayor, Shunichi KImura, made a special trip to Washington, D.C, In June 1973<br />
to testify on its behalf.<br />
As the present Mayor of the County of Hawaii, I strongly urge you to take<br />
whatever action you can to promote the quick passage of this legislation. Hawaii<br />
needs this pro'^ection from the disastrous effects of shipping stoppages.<br />

DEAR CHAIRMAN STAOOERS : I understand that pending before your Committee<br />
are 8. 1566 and H.R. 7189, the Hawaii and U.S. Pacific Island Surface Commerce<br />
Act of 1974. These bills are designed to provide for the normal flow of ocean<br />
commerce between Hawaii, Guam, <strong>American</strong> Samoa, or the Trust Territory of<br />
the Pacific Islands and the West Coast, and to prevent interruption of commerce<br />
between those points.<br />
On behalf of The National Industrial Traffic League I would like to present<br />
the following comments and observations for your consideration.
