The subcommittee met at 10 a.m., pursuant to notice, in room 2123,<br />

Rayburn House Office Building, Hon. John D. Dingell, presiding<br />

[Hon. John Jarman. chairman].<br />

Mr. DiNOEix. The subcommittee will come to order.<br />

This is a hearing on H.R. 7189, which is sponsored by our good<br />

friends, Mr. Matsunaga, Mrs. Mink, and Mr. Won Pat. The Chair is<br />

very pleased to conduct these hearings for our good friends and I am<br />

sure the members of the subcommittee are particularly pleased to be of<br />

assistance to these extremely valuable members of this body in con-<br />

nection with the important problems which they face.<br />

The bill, H.R. 7189, would amend title II of the Railway Labor Act<br />

to provide for a normal flow of ocean commerce between Hawaii,<br />

Guam, and <strong>American</strong> Samoa, or the Trust Territory of the Pacific<br />

Islands and the west coast of the United States. The committee held<br />

1 day of hearings on this subject in the first session of this Congress.<br />

It is hoped that the committee will be able to procure valuable addi-<br />

tional testimony which will assist the committee in its deliberations<br />

on this bill.<br />

The Chair wishes to commend Mr. Matsunaga and Mrs. Mink and<br />

Mr. Won Pat, the principal authors of this bill, for the diligent way<br />

in which they have pushed for hearings on this matter and have<br />

i?ought to resolve the difficulties which relate to the consideration of<br />

H.R. 7189.<br />

The Chair is pleased t« welcome as our first witness the Honorable<br />

Spark M. Matsunaga, Member of Congress from Hawaii. Tlie Chair<br />

notes that he is associated with our able friend and colleague, the Hon-<br />

orable Patsy Mink, also a Member of Congress from Hawaii.<br />

Mr. Matsunaga and Mrs. Mink, we are privileged to have you with<br />

us this morning.<br />
