STATEMENT OF HON. JOSEPH E. BULCM), COUNCILMAN, COUNTY OF<br />
MATH, HAWAH; ACCOMPANIED BY HON. PATSY T. MINK, A REP-<br />
RESENTATIVE IN CONGRESS FROM THE STATE OF HAWAII<br />
Mrs. MINK. Thank you, Mr. Chairman. The next representative is<br />
from the county of Maui, which includes the three islands of Maul,<br />
Molokai and Lanai. He is the Honorable Councilman Joseph E. Bulgo,<br />
who is here representing the mayor of the County of Maui, the Honor-<br />
able Elmer Cravalho.<br />
It is a pleasure to introduce my distinguished colleague. Councilman<br />
Bulgo of Maui.<br />
Mr. JARMAN. This committee is very pleased to have Councilman<br />
Bulgo here today.<br />
Mr. BuLoo. Thank you, Mr. Chairman and members of the subcom-<br />
mittee. My name is Joseph E. Bulgo, and E stands for Engelbert. I<br />
believe I am the only living Spaniard with that name today. I am a<br />
member of the council of the county of Maui and chairman of its<br />
Committee on Economic Development. On behalf of Mayor Elmer<br />
Cravalho and the administration, the county council, and all who make<br />
up our community, we would like to express our appreciation for this<br />
opportunity to appear before you today.<br />
The importance of this legislation can be underscored by the fact<br />
that it is jointly sponsored by all members of the Hawaii congressional<br />
delegation, in both Houses of Congress, and irrespective of partisan<br />
political affiliation. This is a problem which has touched us all in re-<br />
cent months and years, and for which we share a mutual concern. The<br />
appearance here of leaders of other governmental jurisdictions within<br />
the State, as well as the private sector, also testifies eloquently to this<br />
concern.<br />
We believe that it is vital to recognize, as the proposed legislation<br />
does, the very unique geographical situation of the State of Hawaii,<br />
as well as the territories of Guam and <strong>American</strong> Samoa, and the Trust<br />
Territories. We are almost totally dependent upon ocean shipping as<br />
our lifeline to the rest of the United States. Rail and truck traffic is im-<br />
?ossible between the mainland United States and our islands. Air<br />
reight has not yet progressed to the point where it can be handled eco-<br />
nomically in large quantities.<br />
The State of Hawaii is not in a position of being economically self-<br />
sufficient. Even a relatively simple island society, such as exists on the<br />
little island of Niihau, is not completely independent. To expect the<br />
more complex societies which exist on the other islands within the<br />
State to achieve a self-sufficient status, is impossible.
