The failure of a Member, though certainly not in the total aggregate, is hastened by these disputes. We have experienced five such failiires during the latter portion of 1972 following ^1-day Strike beginning October 25, 1972. It is essential to our Member-firms that a secure flow of goods and products be available. These Bills afford partial solutions to securing and insuring this flow. We urge for their passage.
