The Hilo Downtown Improvement Association Is concerned about the<br />

periodic strikes and work stoppages that occur Interrupting commerce<br />

to and from Hawaii. Inasmuch as we are almost completely depen-<br />

dent upon boat transportation to serve our businesses and industries,<br />

we feel that we have a unique problem.<br />

We urge you to do all In your power to bring this problem to the atten-<br />

tion of the Congress of the United States so that legislation can be en-<br />

acted exempting Hawaii from the disastrous effect of dock and shipping<br />

strikes.<br />

It is our understanding that legislation Is being prepared, both in the<br />

House and In the Senate, which would give special consideration to<br />

the problems of Hawaii as an Island state when such strikes occur.<br />

We fully support such legislation, as we understand has been insti-<br />

tuted In both the House and the Senate. If there is any way In which we<br />

can help to push this legislation, please call on us. In the meantime,<br />

we hope that you will personally carry this message to the members<br />

of Congress.<br />
