Title II of the Kailway Labor Act (45 U.S.C. 6 181-188) is amended by adding at the end thereof the fol- 7 lowing: 8 "SEC. 209. (a) (1) Xo strike or lockout in the long- 9 shore or maritime industry in the States of Washington, Ore- I
