The subcommittee met at 10 a.m., pursuant to notice, in room 2123,<br />

Rayburn House Office Building, Hon. John Jarman [chairman]<br />

presiding.<br />

Mr. JARMAN. The subcommittee will please be in order. This morning<br />

we will commence a hearing on H.R. 7189 which would amend the<br />

Railway Labor Act to provide for the normal flow of ocean com-<br />

merce between Hawaii, Guam, <strong>American</strong> Samoa, or the Trust Terri-<br />

tory of the Pacific Islands and the west coast.<br />

This legislation was introduced by our colleague, the Honorable<br />

Spark M. Matsunaga, a Member of Congress from Hawaii, and I<br />

understand it M-f"; co-snonsored bv the Hon'^TTblc Patsy Mink of<br />

Hawaii and the Honorable A. B. Won Pat, the delegate to Congress<br />

from Guam.<br />

We will be pleased to hear their testimony on this bill, and I under-<br />

stand that other officials from the Pacific area are also with us.<br />

At this point in the record, without objection, we will place the<br />
