Publication is a means of communicating information. It is an operation
performed on information that makes it manifest by embodying it in documents, which
are then made public. Document is an information-bearing message in recorded form.
The essential and objective of publication is to document and disseminate
information.
In 1970 when the De La Salle College Library was under the directorship of Mrs.
Narcisa V. Muñasque she made mention that “Libraries are full of hidden treasures. A
lifetime is too short to find them all; a minute is too long to waste in going about the
search the wrong way” because she felt that there was a need to disseminate information
about the library, its activities, its new acquisitions and especially the services it can offer
to the students, faculty, and administrators.
Out of the felt need, the maiden issue of the Library Newsette = Balitang Aklatan
was launched in August 1970. Its masthead was designed by Brother Vernon Poore, FSC.
It started as a mimeographed newsletter to be distributed among members of the De La
Salle College. The newsette featured resources, and services of the library that
contributes to research and intellectual growth of the students, faculty and administrators.
It also featured the news on interesting informational items like policies and procedures,
statistical reports on the use of the library, new acquisitions and donations received, book
reviews, and news about the library personnel.
The newsette was an irregular publication of the University Library. There were
times when it was published monthly and other times, semi-monthly. The numbering of
issues was based on the school calendar (i.e. June to May) from 1970 until 1994.
However, from 1995 up to the present, upon the recommendation of Ms. Fe Angela
Verzosa, the then director, the basis of the numbering of issues was changed to calendar
year, that is, from January to December.
In June 1975, the newsette letterhead was also changed from De La Salle College,
The Library to De La Salle University, Libraries because De La Salle changed its status
from a College to a University. Beginning 1986 up to the present, the letterhead has been
De La Salle University, Library.
In August 1986, its title, Library Newsette = Balitang Aklatan was renamed as
Newsette = Balitang Aklatan. From May 2002 up to the present, its title has been De La
Salle University Library Newsette = Balitang Aklatan.
At the beginning, editors were usually voted by professional library staff. Later
on, editors have been appointed by the Library Director. Below is list of volumes and

The Library sends Newsette primarily to the members of the consortia, state
colleges and universities and other schools requesting for copies of the publication
through the DLSU Library’s Gifts and Exchange Program. In 1997, Br. Andrew
Gonzales, FSC recommended the inclusion of the top 50 universities in Asia and the
Pacific, which are exchange partners, to be recipients also of the Newsette.

To determine whether the Library Newsette was able to fulfill its goal which is to
disseminate information on library policies and procedures and to promote effective use
of the library by providing the readers with reviews and listings of new acquisitions and
donations, as well as news bits on library personnel and operations, an evaluation survey
was conducted in November 1989. Results of the survey revealed that the Newsette was
of moderate assistance in disseminating information on the latest acquisitions and
activities of the library. However, a majority wanted the publication to be continued.
Through the years, several changes have taken place to further improve the
Newsletter. At the beginning the whole process was done manually using typewriters.
Usually issues had 2 to 3 pages and because of the limited capacity of manual
typewriters, articles are typewritten in single columns. In 1990, articles were already
written in two columns and the use of Wordstar was introduced. When Ms. Crescencia
Valenzuela became full time editor in May 1998 the newsette underwent several
improvements. The Newsette had been published using of Microsoft Word and later
using PageMaker making it look more sophisticated. The use of graphics and illustrations
were also introduced and articles no longer focused on policies and procedures as well as
activities of the Library but also featured researches conducted by the librarians.
Beginning 1997, the Library Newsette was made accessible through the Internet
while the Library continues to provide the recipients with printed copies. Starting June
2006 (vol. 37 no. 6), it was decided by the then Library director, Perla T. Garcia, that the
printing of the Newsletter be stopped to cut cost on printing and postage and to encourage
and promote the use of technology in marketing the Library’s resources and services.
Issues for the last five years, i.e., from September 2001 (vol. 32 no.9) up to the
present may be viewed at the De La Salle University Library homepage at
http://www.dlsu.edu.ph/library/newsette/default.asp . The files are may be viewed in
Portable Document Format (PDF) .
With this latest development of the Library newsette, it is recommended that a
survey be conducted again to determine the effectiveness of the publication using the new
medium and to find out its advantages and disadvantages.
