<strong>FBI</strong> <strong>Confidential</strong> <strong>Files</strong> <strong>Room</strong> <strong>Maintenance</strong> – <strong>FBI</strong> <strong>Files</strong><br />
455 pages of <strong>FBI</strong> files covering the Bureau's "Special File <strong>Room</strong>." These<br />
455 pages of files contain information about the maintaining of files<br />
which the Bureau considered the most sensitive and in need of special<br />
handling. The files date from 1948 to 1973.<br />
A few memos contain some information on the content of a set of files in<br />
the <strong>Confidential</strong> File <strong>Room</strong>. This set does not contain the actual files<br />
themselves, put they give information that may be useful to researchers,<br />
because they mention files they may still exist, but not previously<br />
released. For example these files mention a set of files titled,<br />
"Smuggling of Atomic Bombs," Serial number 117-268.<br />
The “Special File <strong>Room</strong>" filing system was established by <strong>FBI</strong> director J.<br />
Edgar Hoover in 1948. The room was at first mostly used for espionage<br />
material dealing with the Soviet Union. Overtime the number of files<br />
grew. Eventually the weight of the files was causing a structural problem<br />
to the <strong>FBI</strong> headquarters building. A September 13, 1961 memo reads, “These<br />
26 cabinets are presently in one room and because of this weight factor<br />
must be moved immediately." Another memo several years later indicates<br />
that the Special File <strong>Room</strong> contained 79 cabinets.<br />
The <strong>FBI</strong> official historian John Fox says of the files, "This was a<br />
collection of things that the bureau didn’t want to be part of the<br />
regular filing system, because it was considered highly sensitive."<br />
Author and <strong>FBI</strong> historian Athan G. Theoharis says, “This was a system that<br />
allowed <strong>FBI</strong> officials to say we have searched our central records system<br />
and there is no record of illegal conduct. It was a pretty efficient<br />
system Hoover devised,’’ Theoharis said. “If you can minimize who knew<br />
what the bureau is doing, you can minimize any legal action."<br />
Some memos mentions why a file needs to be in the Special files <strong>Room</strong>. One<br />
memo states, "In view of the obscene nature of the allegations and the<br />
prominence of some individuals mentioned, therein, it is felt that this<br />
file should be retained in the Special File <strong>Room</strong>."<br />
Memos often discus in general the Special File <strong>Room</strong> contents. Topics<br />
include: Plans to relocate Congress if Washington D.C. came under attack.<br />
Top organized crime hoodlums and their political, business, and press<br />
associates. Spying on countries allied with the United States. Adlai<br />
Stevenson. Frank Sinatra. Jimmy Hoffa. Drew Pearson. Adolph Coors III.<br />
Julius Rosenberg. Robert Kennedy assassination. Pan Am flight crash on<br />
November 8, 1957. Homosexual rights organizations.<br />
The files in the rooms had titles such as, "[REDACTED} Allegations of<br />
homosexuality", "Atomic Bomb in Unknown Consul", "Sex Perverts in the<br />
Gov't", "Possible Compromise of Government Information by Sex Deviates",<br />
"VEGMON (Las Vegas Money Skimming)", "James Riddle Hoffa - Beacon Motel",<br />
"James Riddle Hoffa - Sheraton Tenney Motel", "War Plans - White House",<br />
"Counterintelligence Program - Black Nationalist Hate Groups - Racial<br />
Intelligence", "DEPAMD (Deception Program for Antimissile Defense)" and<br />
"DETCOM (Detention of Communists)."

These files contain administrative matters concerning<br />
code and cipher systems used by SIS agents, Legal<br />
Attache Offices, and Foreign Liaison Officers of the<br />
Bureau. Some descriptions of code and cipher systems<br />
are contained in these files. Disclosure of information<br />
in 'these files might compromise Bureau communications<br />
systems that have been used, or are currently being<br />
used. These files should remain in the <strong>Confidential</strong><br />
<strong>Room</strong>, and be charged out only with the approval of Mr.<br />
HARBO, Mr. PARSONS, or Mr. DOViNING. It is not felt<br />
there will be a need to disseminate information contained<br />
in these files since they pertain to Bureau administration. If<br />
it is felt that some of the information should be<br />
disseminated, clearance should be had with those three<br />
persons mentioned above.<br />
