With respect to grievance procedures, a c<strong>on</strong>sensus<br />

should be developed regarding the identificati<strong>on</strong> of procedural<br />

requirements that are most likely to assure that specific<br />

problems are addressed within defined time frames and<br />

that problems which reflect more systematic performance<br />

failures are identified and corrected. In <str<strong>on</strong>g>Medicaid</str<strong>on</strong>g> this is especially<br />

crucial given states' c<strong>on</strong>tinuing obligati<strong>on</strong>s under federal<br />

law to ensure fair hearings for beneficiaries before aid<br />

is denied or reduced.<br />

We recommend the establishment of a multi-disciplinary<br />

task force to develop uniform c<strong>on</strong>tract-based<br />

performance indicators as well as sancti<strong>on</strong>s and incentives<br />

that are tailored to correct an identified performance<br />

deficiency.<br />

Both standardized grievance procedures and targeted<br />

sancti<strong>on</strong>s are essential elements in assuring internal and<br />

external accountability by the plans and provide essential<br />

tools in strengthening the purchaser's ability to achieve its<br />

health delivery and fiscal goals in transforming <str<strong>on</strong>g>Medicaid</str<strong>on</strong>g>.
