Over the past two years, the Nati<strong>on</strong>al Associati<strong>on</strong> of State Directors of Developmental<br />

Disabilities Services (NASDDDS) has devoted a c<strong>on</strong>siderable amount of time and resources<br />

to assessing the pros and c<strong>on</strong>s of using managed care techniques to rec<strong>on</strong>figure<br />

the delivery of services and supports to people with developmental disabilities. Am<strong>on</strong>g the<br />

results of this work to date are:<br />

- the preparati<strong>on</strong> and distributi<strong>on</strong> of the nati<strong>on</strong>'s first comprehensive positi<strong>on</strong><br />

statement <strong>on</strong> managed care and l<strong>on</strong>g-term supports for individuals with<br />

developmental disabilities;<br />

the publicati<strong>on</strong> of a groundbreaking guidebook <strong>on</strong> managed care and developmental<br />

disabilities services,* which has been widely acclaimed and frequently<br />

cited as the seminal work <strong>on</strong> the subject;<br />

the co-sp<strong>on</strong>sorship of six nati<strong>on</strong>al and statewide training seminars <strong>on</strong> managed<br />

l<strong>on</strong>g-term supports,* as well as participating in literally scores of similar<br />

workshops and meetings sp<strong>on</strong>sored by other organizati<strong>on</strong>s; and<br />

the provisi<strong>on</strong> of technical assistance to more than a dozen states that are in<br />

various stages of exploring the prospects of restructuring their MR/DD service<br />

systems al<strong>on</strong>g manged care lines.<br />

Based <strong>on</strong> these experiences and the realities of the current public policymaking envir<strong>on</strong>ment,<br />

we are c<strong>on</strong>vinced that:<br />

(a) over the next few years many states will be forced to restructure the financing<br />

and delivery of l<strong>on</strong>g-term supports to pers<strong>on</strong>s with developmental disabilities in<br />

order to avoid a steady deteriorati<strong>on</strong> in the quality and accessibility of services;<br />

and<br />

(b) the intelligent, value-based adaptati<strong>on</strong> of managed care techniques can play an<br />

important role in enabling public developmental disabilities systems to resp<strong>on</strong>d<br />

effectively to this challenge.<br />
