families face. Interestingly, the<br />

recommendati<strong>on</strong>s from the Community<br />

Advisory Council for changes within the<br />

HealthPartners system echoed those made by families<br />

and physicians.<br />

Case management is important. However, the Community<br />

Advisory Council agrees that current case management<br />

focuses <strong>on</strong> management of costs and utilizati<strong>on</strong> for the specific<br />

agency. Rarely does <strong>on</strong>e work as an advocate for the child and<br />

the family. There is poor communicati<strong>on</strong> between systems.<br />

The noti<strong>on</strong> of "health care reform" creates anxiety.<br />

Agencies protect their "turf," fear budget cuts, and therefore<br />

fear collaborati<strong>on</strong>. Families, in turn, are anxious about<br />

changing restricti<strong>on</strong>s and eligibility requirements. They fear<br />

the loss of programs like TEFRA that have funded critical,<br />
