Again, I want to thank LaVita Westbrook and Meredith<br />

Levens<strong>on</strong> for their assistance. I appreciate it.<br />

Our panelists today-and I'm not even sure that they have all<br />

met each other; we are being a little less formal than in a hearing-in<br />

not any particular order, I will introduce our panelists.<br />

Our first is Al Guida, who is vice president of the Nati<strong>on</strong>al Mental<br />

Health Associati<strong>on</strong>, where he coordinates educati<strong>on</strong> and Statelevel<br />

advocacy efforts of the organizati<strong>on</strong>'s field network encompassing<br />

326 affiliates in 43 States. He spent much of the last 10<br />

years working <strong>on</strong> children's policy issues at the Federal and State<br />

level.<br />

I am also pleased to introduce T<strong>on</strong>y Young, who is a policy associate<br />

in the Governmental Activities Department of United Cerebral<br />

Palsy Associati<strong>on</strong>s. He is an advisor to several nati<strong>on</strong>al<br />

projects.<br />

Kathy McGinley is the assistant director at The Arc, formerly the<br />

Associati<strong>on</strong> for Retarded Citizens, of the United States. She coordinates<br />

efforts of the Health and Housing Task Forces of the C<strong>on</strong>sortium<br />

for Citizens with Disabilities. She helped to develop the CCD<br />

Health Task Forces's "Principles for Health <str<strong>on</strong>g>Care</str<strong>on</strong>g> Reform from a<br />

Disability Perspective."<br />

Nancy Le<strong>on</strong>ard is a care manager at C<strong>on</strong>necticut Community<br />

<str<strong>on</strong>g>Care</str<strong>on</strong>g>, an independent care management organizati<strong>on</strong> currently<br />

serving over 3,500 older adults statewide in C<strong>on</strong>necticut. She has<br />

11 years of care management experience with the frail elderly in<br />

the community, and she is here <strong>on</strong> behalf of the Alzheimer's Associati<strong>on</strong><br />

in C<strong>on</strong>necticut.<br />

D<strong>on</strong>ald Minor comes from Tennessee, where he works as a client<br />

advocate for <str<strong>on</strong>g>Care</str<strong>on</strong>g>mark. He is a pers<strong>on</strong> living with hemophilia who<br />

was diagnosed with HIV in 1985. He has been a health care advocate<br />

for more than 10 years and has been a recipient of Tenn<str<strong>on</strong>g>Care</str<strong>on</strong>g><br />

since its incepti<strong>on</strong> in 1994. He is here today representing the Nati<strong>on</strong>al<br />

Associati<strong>on</strong> of People with AIDS.<br />

I think we'll go ahead and let you folks get started. We'll just go<br />

down the table, hear the presentati<strong>on</strong>s, and save questi<strong>on</strong>s until<br />

the end.<br />

STATEMENT OF TONY YOUNG, POLICY ASSOCIATE, UNITED<br />

CEREBRAL PALSY ASSOCIATIONS, WASHINGTON, DC<br />

Mr. YOUNG. Good morning. Thank you for this opportunity to<br />

present you with some profiles of individuals with physical disabilities<br />

and their need for health care and l<strong>on</strong>g-term services. I have<br />

attempted to select profiles of individuals of varying ages, c<strong>on</strong>diti<strong>on</strong>s<br />

and needs for services. While they do not cover full gamut<br />

of circumstances and needs, they are n<strong>on</strong>etheless representative of<br />

many people with disabilities who are facing the uncertain prospect<br />

of receiving their health care and l<strong>on</strong>g-term services from managed<br />

care providers.<br />

I have four profiles to share with you this morning, and I will<br />

try to get through as many of them as time will allow.<br />

Our first profile is of a 12-year-old male with severe cerebral<br />

palsy, al<strong>on</strong>g with mild cognitive impairment and a seizure disorder.<br />

He is actually here with us this morning, but managed to escape
