People fiving with HIV, and their advocates, need to take acti<strong>on</strong> at the state lmL<br />

In the past problems with <str<strong>on</strong>g>Medicaid</str<strong>on</strong>g> could often be addressed at the federal levd. As <str<strong>on</strong>g>Medicaid</str<strong>on</strong>g> programs<br />

adopt managed care systems, the importance of influenring the development of c<strong>on</strong>tracts between state<br />

<str<strong>on</strong>g>Medicaid</str<strong>on</strong>g> programs and individual managed care providem (and m<strong>on</strong>itoring their enforcement) shifts<br />

much of the acti<strong>on</strong> to the state level. To protect the quality of their health carem people living with HIV<br />

should take the following acti<strong>on</strong>s<br />

1. Identify and join state-level coaliti<strong>on</strong>s or create new coaliti<strong>on</strong>s of people with disabilities, advocates<br />

for children, the elderly and others organized at the state level who depend <strong>on</strong> <str<strong>on</strong>g>Medicaid</str<strong>on</strong>g> for their<br />

health carm<br />

2. Critically examine the status of <str<strong>on</strong>g>Medicaid</str<strong>on</strong>g> in a particular state, and set dear and specific priorities for<br />

c<strong>on</strong>suner involvement.<br />

3. Learn who the key players are in a particular state and develop relati<strong>on</strong>ships with them.<br />
