6. People living with H1V and their advocates, must push <str<strong>on</strong>g>Medicaid</str<strong>on</strong>g> programs to more effectivdly m<strong>on</strong>i-<br />

tor and evaluate managed care plans. This inrdudes using outcome measure; related to HIV care and<br />

working to establish feedback loops to enable managed care providers to learn about and correct<br />

problems in the delivery of health care.<br />

7. People living with HIV must be active in setting priorities for the design of managed health care<br />

systems.<br />

8. People living with HIV should strive to work with state <str<strong>on</strong>g>Medicaid</str<strong>on</strong>g> programs and managed care plans<br />

to eate incentives that reward the beneficiary, the provider and the managed care plan for improved<br />

health.<br />

9. People living with Hfv and their advocates, must advocate for managed care programs that provide<br />

hig. quality care uniform ly, despite barriers to accessing care such as languatgr. guogsraphy and<br />

disability status.<br />

This report describes how to translate these principles into meaningful acti<strong>on</strong> <strong>on</strong> behalfofpeople living<br />

with HV. It also provides factual informati<strong>on</strong> about-<str<strong>on</strong>g>Medicaid</str<strong>on</strong>g> and managed HM care, as well as a glos-<br />

sauy of terms and a resource listing of organizati<strong>on</strong>s c<strong>on</strong>ducting policy or advocacy work related to Med-<br />

icaid managed care for people living with HI.<br />
