pers<strong>on</strong> c<strong>on</strong>ducting the assessment. Even though children with special health<br />

care needs are acknowledged to share a range of issues across a broad spectrum<br />

of c<strong>on</strong>diti<strong>on</strong>s, does the definiti<strong>on</strong> c<strong>on</strong>tain significant 'gray areas in its<br />

applicati<strong>on</strong>, such as identifying children at risk of special needs? Would the<br />

definiti<strong>on</strong> be c<strong>on</strong>sistent across different health plans?<br />

What investment would be required to implement the definiti<strong>on</strong>? Do the<br />

benefits of identifying these children outweigh the primary data collecti<strong>on</strong> and<br />
