Thank you for the opportunity to comment <strong>on</strong> your draft report: "Retooling <str<strong>on</strong>g>Medicaid</str<strong>on</strong>g> Agencies<br />

for <str<strong>on</strong>g>Managed</str<strong>on</strong>g> <str<strong>on</strong>g>Care</str<strong>on</strong>g>." This issue c<strong>on</strong>tinues to be extrenely iportant as mnore states submit and<br />

reccivc approval of their 1115 Demn<strong>on</strong>strati<strong>on</strong> waivers. Cormanents and recomsnendasi<strong>on</strong>s relativ:<br />

to enhancing state <str<strong>on</strong>g>Medicaid</str<strong>on</strong>g> agencies preparedness for c<strong>on</strong>versi<strong>on</strong> to managed care are attached.<br />

They center <strong>on</strong> four areas which states could focus <strong>on</strong> to enchance the transiti<strong>on</strong> process to<br />

<str<strong>on</strong>g>Medicaid</str<strong>on</strong>g> <str<strong>on</strong>g>Managed</str<strong>on</strong>g> <str<strong>on</strong>g>Care</str<strong>on</strong>g>:<br />

I. Broad and explicit state health department involvement at all stages of the 111 5<br />

process;<br />

2. The need for broader atakeholder involvement at the state and local levels;<br />

3. The need to strengthen the integrati<strong>on</strong> of public health c<strong>on</strong>cerns into the overall<br />

1115 waiver process, with particular emphasis <strong>on</strong> implementati<strong>on</strong>; and<br />

4. Strengthening compliance, m<strong>on</strong>itoring and evaluati<strong>on</strong> at the state level.<br />
