Initiatives under way may prove effective in facilitating c<strong>on</strong>sumer involvement.<br />

For example, the Foundati<strong>on</strong> for Accountability (FACCT), an organizati<strong>on</strong> primarily<br />

of c<strong>on</strong>sumer and purchaser representatives, is seeking to develop new performance<br />

measures for managed care that are patient centered. 15 Brandeis University has<br />

developed a C<strong>on</strong>sumer Access, Voice and Ownership (CAVO) survey.<br />

Finally, mechanisms must be in place to assure that c<strong>on</strong>sumer input is used in<br />

planning or modifying the program. Feedback loops create ways to make sure such<br />

input is used.<br />

Less<strong>on</strong>s<br />

* C<strong>on</strong>sumer involvement must be early and regular throughout<br />

program development, operati<strong>on</strong> and m<strong>on</strong>itoring. Resources must be<br />

invested to successfully obtain and use c<strong>on</strong>sumer input.<br />

* Use multiple strategies to obtain c<strong>on</strong>sumer input. One mechanism<br />

(such as a c<strong>on</strong>sumer satisfacti<strong>on</strong> survey) may be of limited usefulness.<br />

* C<strong>on</strong>sumers do not speak with <strong>on</strong>e voice. Issues are different for<br />

different populati<strong>on</strong>s of c<strong>on</strong>sumers, family members, etc. Be sure<br />

c<strong>on</strong>sumer engagement is culturally sensitive and that samples are<br />

stratified.<br />

* <str<strong>on</strong>g>Medicaid</str<strong>on</strong>g> programs should reach out to mental health programs for<br />

input from c<strong>on</strong>sumers and nominati<strong>on</strong> of c<strong>on</strong>sumers to participate <strong>on</strong><br />

advisory councils, etc.<br />

* Complaints and grievances can not be overlooked as a source of<br />

c<strong>on</strong>sumer input.<br />

* Build in feedback routes to assure that c<strong>on</strong>sumer input is used in<br />

planning or modifying the program.<br />

Administrative Issues<br />

States need significant time and resources to successfully implement managed<br />

mental health care and to develop new relati<strong>on</strong>ships am<strong>on</strong>g state agencies, with<br />

c<strong>on</strong>sumer groups, and with other stakeholders. Issues to be worked out include<br />

claims processing, data and payment systems. Colorado spent three years in the<br />
