Scope and Methodology<br />

To determine the status of California's expansi<strong>on</strong> of its Medi-Cal managed<br />

care program and identify potential reas<strong>on</strong>s for delays in implementing the<br />

two-plan model, we interviewed officials from the California Department<br />

of Health Services (Dets) and reviewed their implementati<strong>on</strong><br />

schedules-the initial schedule and subsequent updates-for the two-plan<br />

model. We also interviewed <str<strong>on</strong>g>Medicaid</str<strong>on</strong>g> officials in ncerA's regi<strong>on</strong> IX office in<br />

San Francisco and examined their preimplementati<strong>on</strong> reviews, which are<br />

c<strong>on</strong>ducted in each affected county to determine the state's readiness to<br />

implement the two-plan model in that county.<br />

To identify the state's efforts to educate Medi-Cal beneficiaries about<br />

managed care and enroll them into <strong>on</strong>e of the state-c<strong>on</strong>tracted plans, and<br />

to evaluate its management of the educati<strong>on</strong> and enrollment process, we<br />

interviewed DHs and IDCFA regi<strong>on</strong> IX officials and obtained and reviewed<br />

relevant state law, regulati<strong>on</strong>s, policies, and procedures; the state's<br />

strategic plan for expanding its Medi-Cal managed care program; the<br />

state's two-plan model waiver applicati<strong>on</strong> submitted to ncFA; Health <str<strong>on</strong>g>Care</str<strong>on</strong>g><br />

Opti<strong>on</strong>s (lico) program documents, including enrollment materials;<br />

minutes from DsIS' Policy and Transiti<strong>on</strong> Workgroup meetings; tico's<br />

problem log; enrollment broker c<strong>on</strong>tracts and the 1995 Request for<br />

Proposal; tio management reports, including m<strong>on</strong>thly enrollment<br />

summaries; and HCFA'S preimplementati<strong>on</strong> reviews. We also interviewed<br />

officials from two commercial and four local-initiative health plans that<br />

served 11 of the 12 two-plan counties; Benova, Medi-Cal's previous<br />

enrollment broker, and Maximus, its current enrollment broker, and<br />

advocacy and c<strong>on</strong>sumer groups. We reviewed documents obtained from<br />

these officials, including minutes from the California Alliance of Local<br />

Health Plan Enrollment Workgroup meetings and written testim<strong>on</strong>y of<br />

some stakeholders <strong>on</strong> the implementati<strong>on</strong> of the two-plan model provided<br />

in February 1997 before the California state legislature. We also reviewed<br />

reports by Mathematica Policy Research, lnc., and the Medi-Cal<br />

C<strong>on</strong>imunity Assistance Project that discussed issues and c<strong>on</strong>cerns about<br />

Dots' expanded program.<br />

To evaluate the state and federal oversight of California's enrollment<br />

broker, we obtained and analyzed California's past and current enrollment<br />

brokers' c<strong>on</strong>tracts and amendments. To obtain detailed informati<strong>on</strong> <strong>on</strong><br />

specific mis activities to m<strong>on</strong>itor enrollment broker performance, we<br />

interviewed Dtis and ncFA regi<strong>on</strong> IX officials. We also visited Maximus'<br />

administrative office, which houses its systems operati<strong>on</strong>s and call center,<br />

and <strong>on</strong>e of the subc<strong>on</strong>tracted mail facilities to observe broker operati<strong>on</strong>s.<br />

At these facilities, we met with Dnts and Maximus officials to discuss<br />
