Benova and Maximus, the two enrollment brokers Dos has c<strong>on</strong>tracted<br />

with, also cited a number of factors that they believed adversely affected<br />

their performance. According to these brokers, mis made frequent policy<br />

and program changes and often provided little lead time to appropriately<br />

implement these changes According to Maximus, during the first 7 weeks<br />

of its c<strong>on</strong>tract penod-which began January 1997-Dis made about 300<br />

poicy changes, sometimes giving Maximus little lime to implement them.<br />

To comply with Des time frames, Maximus believed It necessary to<br />

sometimes bypass quality assurance measures that it had established to<br />

ensure that such system changes did not have unintended c<strong>on</strong>sequences.<br />

In <strong>on</strong>e instance, changes made to the mailing dates in <strong>on</strong>e county caused<br />

Maximus to inadvertently halt mailings to another county.<br />

Benova believed that its performance as Medi-Cal's enrollment broker<br />

suffered because of Dins' often-changing directi<strong>on</strong>s and its lack of<br />

resp<strong>on</strong>siveness For example, ois denied Benova's request to transfer calls<br />

during peak times to call centers in other states-an arrangement Benova<br />

believed would have improved service. According to Benova, Dis also<br />

denied its request for cost-reimbursement for additi<strong>on</strong>al equipment<br />

needed to handie increasing volumes of enrollment.<br />

Benova and Maximus officials also stated that, relative to their experience<br />

with other states, California limited their c<strong>on</strong>tact with plans, advocacy<br />

groups, and community-based organizati<strong>on</strong>s. Dis was c<strong>on</strong>cerned about<br />

remaining informed about program operati<strong>on</strong>s and not burdening liumited<br />

c<strong>on</strong>tractor staff with additi<strong>on</strong>al resp<strong>on</strong>sibilities. tis recently has relaxed<br />

its policy and begun to allow the enrollment broker to participate in<br />

community meetings.<br />

uCFA's oversight of California's educati<strong>on</strong> and enrollment functi<strong>on</strong>s has<br />

c<strong>on</strong>sisted primarily of reviewing and approving the state's waiver<br />

applicati<strong>on</strong> to implement its mandatory managed care program and<br />

c<strong>on</strong>ducting preimplementati<strong>on</strong> reviews in each county. As of August 1997,<br />

few federal guidelines existed for states to use for their process of<br />

educating <str<strong>on</strong>g>Medicaid</str<strong>on</strong>g> beneficiaries and enrolling them in mandatory<br />

managed care programs-two relatively new functi<strong>on</strong>s for states.' In<br />

additi<strong>on</strong>, guidelines did not exist for c<strong>on</strong>tracting out these functi<strong>on</strong>s. With<br />
