Bernardino, Riverside, and Stanislaus counties. Although Los Angeles<br />

County had both plans operating, the program was in effect <strong>on</strong>ly partially<br />

implemented because ItCFA had delayed automatic assignment and the<br />

state had prohibited additi<strong>on</strong>al enrollment in the commercial plan until<br />

some remaining c<strong>on</strong>tract issues were resolved. In Tulare County, neither<br />

plan was operating.<br />

The December 1997 target date for full implementati<strong>on</strong> may not be met<br />

since some of the plans in counties where the program has yet to be fully<br />

implemented have had difficulty developing and complying with<br />

regulati<strong>on</strong>& For example, although both plans in Tulare County were<br />

tentatively scheduled to become operati<strong>on</strong>al by the end of the year, the<br />

plans were having difficulty organizing provider networks; implementati<strong>on</strong><br />

target dates have already been moved from spring 1997 to the end of the<br />

year. In San Bernardino and Riverside counties, the local initiative began<br />

operating in September 1996, but the commercial plan's operati<strong>on</strong> was<br />

delayed because it had not complied with the federal <str<strong>on</strong>g>Medicaid</str<strong>on</strong>g><br />

requirement that effectively prohibited plan enrollment of <str<strong>on</strong>g>Medicaid</str<strong>on</strong>g><br />

beneficiaries from reaching 75 percent. l This requirement was repealed in<br />

August 1997; however, because of c<strong>on</strong>cerns the state has with other<br />

aspects of the plan's operati<strong>on</strong>s, it is still not clear when this plan will<br />

begin operating under the two-plan modeL<br />

Despite California's efforts to encourage beneficiaries to choose a health<br />

plan, many beneficiaries have been assigned to a plan by the state.<br />

L<strong>on</strong>g-standing problems with California's itoo program, which provides<br />

beneficiaries with informati<strong>on</strong> about their managed care opti<strong>on</strong>s and<br />

enrolls them in a plan, may have c<strong>on</strong>tributed to this and to widespread<br />

c<strong>on</strong>fusi<strong>on</strong> am<strong>on</strong>g beneficiaries. While many agree that the HCo program is<br />

running smoother now than in the past, deficiencies persist-some serious<br />

enough to have prompted HCFA to delay full implementati<strong>on</strong> in several<br />

counties earlier this year.<br />
