Standards for Waiver Program Services<br />

Behavoral Analysis and<br />

Assessment<br />

HCFA requires that each state specify licensure, certificati<strong>on</strong>, or other<br />

standards for each service in its waiver applicati<strong>on</strong> These requirements<br />

are detailed in state and local laws, regulati<strong>on</strong>s, or operating guidelines<br />

and enforced by state and local agencies. Such requirements may include<br />

professi<strong>on</strong>al standards for individuals providing services, minimum<br />

tAdiring requirements, crimial background checks, certificati<strong>on</strong> for<br />

facilities, local building codes, and fire and health requirements. For<br />

example, the informati<strong>on</strong> below shows how Florida addresses HCFA<br />

requirements for licensure, certificati<strong>on</strong>, and other standards for each of<br />

its waiver program services. The informati<strong>on</strong>, unless otherwise noted, was<br />

obtained from Florida's Department of Health and Rehabilitative Services'<br />

July 1995 Services Directory, which provides the details of service<br />

standards in Florida's approved waiver. "<br />

Provider Types Psychologists, clinical social workers, marriage and family therapists,<br />

mental health counselors, or providers certified by the Department of<br />

Health and Rehabilitative Services (HRs) Developmental Services (DS)<br />

Behavior Analysis Certificati<strong>on</strong> program.<br />

Licensure/Registrati<strong>on</strong> Psychologists shall be licensed by the Department of Business and<br />

Professi<strong>on</strong>al Regulati<strong>on</strong> is accordance with Chapter 490, Florida statutes<br />

(F.S.). Clinical social workers, marriage and family therapists, and mental<br />

health counselors shall be licensed in accordance with Chapter 491, F'S.<br />

Others must be certified under the HRS Behavior Analysis Certificati<strong>on</strong><br />

program.<br />

Other Standards Background screening is required for those certified under the HRS<br />

Developmental Services Behavior Analysis Certificati<strong>on</strong> program.<br />
