Massachusetts has administered for almost 5 years a targeted program for<br />

severely incapacitated adults that has served as a model for other state<br />

experiments. Our work in these three states included interviewing<br />

<str<strong>on</strong>g>Medicaid</str<strong>on</strong>g> and other state official selected providers, and advocacy<br />

grouos. We obtained and analyzed data provided by the three states, and<br />

where they were available, we reviewed existing federal, state, and<br />

independent studies of the programs.<br />

During our review, we also interviewed other researchers and<br />

knowledgeable officials and reviewed available studies of managed care<br />

programs for disabled pers<strong>on</strong>s. We performed our work for this study<br />

between November 1995 and May 1996 in accordance with generally<br />

accepted government auditing standards.<br />
