The Center for Health <str<strong>on</strong>g>Care</str<strong>on</strong>g> Strategies, Inc., (CHCS) was established in 1995 as a n<strong>on</strong>-profit.<br />
n<strong>on</strong>-partisan policy and resource center affiliated with the Woodrow Wils<strong>on</strong> School of Public and<br />
Internati<strong>on</strong>al Affairs at Princet<strong>on</strong> University. CHCS serves as the Nati<strong>on</strong>al Program Office for two<br />
nati<strong>on</strong>al initiatives of the Robert Wood Johns<strong>on</strong> Foundati<strong>on</strong> (RWJF): the <str<strong>on</strong>g>Medicaid</str<strong>on</strong>g> <str<strong>on</strong>g>Managed</str<strong>on</strong>g> <str<strong>on</strong>g>Care</str<strong>on</strong>g><br />
Program and the Building Health Systemsfor People with Chr<strong>on</strong>ic Illnesses program. CHCS has<br />
also received substantial funding from The Annie E. Casey Foundati<strong>on</strong> to provide technical<br />
assistance and informati<strong>on</strong> through its Children in <str<strong>on</strong>g>Managed</str<strong>on</strong>g> <str<strong>on</strong>g>Care</str<strong>on</strong>g> Initiative and to help CHCS further<br />
develop its highly-rated Web site <strong>on</strong> health policy and managed care for vulnerable populati<strong>on</strong>s<br />
(http://www.chcs.org).<br />
The <str<strong>on</strong>g>Medicaid</str<strong>on</strong>g> <str<strong>on</strong>g>Managed</str<strong>on</strong>g> <str<strong>on</strong>g>Care</str<strong>on</strong>g> Program is a $21 milli<strong>on</strong> nati<strong>on</strong>al initiative. Its goal is to make<br />
managed care work for <str<strong>on</strong>g>Medicaid</str<strong>on</strong>g> recipients, especially those with chr<strong>on</strong>ic health c<strong>on</strong>diti<strong>on</strong>s and<br />
social problems. Under this program, CHCS administers a competitive grant program with awards of<br />
-up to $500,000 to states, managed care organizati<strong>on</strong>s, and others directly involved in making<br />
<str<strong>on</strong>g>Medicaid</str<strong>on</strong>g> managed care work. Thirty grants totaling more than $3 milli<strong>on</strong> have been made to date.<br />
CHCS also serves as a resource center to state and local governments, health care organizati<strong>on</strong>s,<br />
c<strong>on</strong>sumers, and the policy-making community <strong>on</strong> <str<strong>on</strong>g>Medicaid</str<strong>on</strong>g> managed care issues.<br />
The Building Health Systems for People with Chr<strong>on</strong>ic Illnesses program has made grants<br />
totaling approximately $10 milli<strong>on</strong> over the last three years. A new $3 milli<strong>on</strong> Call for Proposals<br />
will be issued in September, 1997 for innovati<strong>on</strong>s in systems of care for people with chr<strong>on</strong>ic<br />
c<strong>on</strong>diti<strong>on</strong>s, particularly children with special health care needs, individuals with physical disabilities,<br />
and those with mental illness.<br />
The overall missi<strong>on</strong> of CHCS is to promote the development and implementati<strong>on</strong> of effective<br />
health and social policy for all Americans. In all of its work, CHCS places a high premium <strong>on</strong><br />
finding practical soluti<strong>on</strong>s to current problems and promoting collaborati<strong>on</strong> between the public and<br />
private entities resp<strong>on</strong>sible for making health care programs work for those most vulnerable to shifts<br />
in the political and fiscal envir<strong>on</strong>ments. CHCS is staffed by individuals with a blend of experience<br />
from the health care industry, state and federal governments, philanthropy, and the c<strong>on</strong>sulting sector.<br />
The CHCS board is chaired by Karen Hein, M.D., Executive Officer of the Institute of<br />
Medicine of the Nati<strong>on</strong>al Academy of Sciences. Dr. Hein is joined <strong>on</strong> the Board by Rhoda<br />
Karpatkin, J.D., President of C<strong>on</strong>sumers Uni<strong>on</strong>; Le<strong>on</strong>ard Lieberman, J.D., former Chairman of<br />
Supermarkets General Corporati<strong>on</strong>; Frank McArdle, Ph.D., Principal of Hewitt Associates,_LLC;<br />
