The program also provides care coordinati<strong>on</strong> services through both c<strong>on</strong>tactod agencies and through its<br />

own specialized care coordinati<strong>on</strong> unit called Stride. which combines care cordinati<strong>on</strong> with in-home<br />

therapy. In additi<strong>on</strong>, there is the Mobile Vryent Teatrment Team which provides crisis interventi<strong>on</strong><br />

services.<br />

Funding for Wraparound Milwaukee comes from three rnain sources:<br />

* A S15 milli<strong>on</strong> federal grant from the Center for Menta KHealth Srvices. The grant was awarded in 1994<br />

and is being used over a period of five years. This year's amount is approximately S3 milli<strong>on</strong>.<br />

* A case rate of S3,300 per n<strong>on</strong>th per child paid by Milwauke County't child welarx departmeDt<br />

* A Wisc<strong>on</strong>sin <str<strong>on</strong>g>Medicaid</str<strong>on</strong>g> cap rare of $1,400 per m<strong>on</strong>th per <str<strong>on</strong>g>Medicaid</str<strong>on</strong>g>-eligible child.<br />

Currently, Wraparound Milwaukee bas 270 children enrolled in the program (approximately 7540% of<br />

them are <str<strong>on</strong>g>Medicaid</str<strong>on</strong>g> eligible). Says Wraparound Milwaukee Project Director, Bruce Katradt, the goal is to<br />

raise the enrollment to 400 this year.<br />

The program has proved successful both in raving m<strong>on</strong>ey and imroving OutCome Wheas residential<br />

nreaunent costs around $5,000 per m<strong>on</strong>th, per child, no: including the cost of iddiri<strong>on</strong>al ceay rnal<br />

health services. Wraparound Milwaukee provides comprehensive meental health came for leys than what the<br />

coSt of residenrial rreatment al<strong>on</strong>e would be.<br />

The outcomes are better. too. According to Rogers, in relati<strong>on</strong> to achieving inprovod otterse<br />

instinuti<strong>on</strong>al care often does not fully prepare a child to return h<strong>on</strong>e. Wraparound, however. helps children<br />

develop their social competeneies so they learn how to intcraet positively with their families and other<br />

people in their communities.<br />

Steve Gilberts<strong>on</strong>. a psychologist with Wraparound Milwaukee also agrees that outoemes through<br />

Wraparound Milwaukee tend to be better than through residential treatrent- 'Reaidential treatment usually<br />

relies <strong>on</strong> external structre to improve a child's behavior, but Wraparound helps a child learn self c<strong>on</strong>trol."
